RES 2026-42 CPST IV Software Improvements AdoptedRESOLUTION NO. 2026-42 AUTHORIZING CPST IV SOFTWARE AND TECHNOLOGY IMPROVEMENTS WHEREAS, a referendum on the reimposition of the Capital Projects Sales Tax in Aiken County was held on November 6, 2018, and resulted in the voters’ approval of the ballot on reimposition of the tax, and the Aiken County Council declared the results of the referendum in Resolution Number 18-11-178 approved by Council on November 13, 2018; and WHEREAS, the City Council has, through a series of actions including Resolution 2020-09, Resolution 2021-31, Resolution 2024-09, and most recently Resolution 2026-17, reprioritized CPST IV projects and reallocated funding based on project performance, feasibility, and updated needs; and WHEREAS, Resolution 2026-17 adopted the Fourth Reprioritized Project and Funding List for CPST IV and authorized the updated allocation of funds among eligible capital projects; and WHEREAS, said reprioritized list includes funding for the Software Upgrades, consisting of improvements to the online utility portal, online tax portal, and online permitting portal; the addition of technology for field workers; and enhancements to in-person credit card payment processing; and WHEREAS, City Council recognizes the importance of maintaining and enhancing the software and technology to develop a citizen information portal, improved record keeping, transaction processing, accounting, and financial reporting; and WHEREAS, the City desires to proceed with the implementation of these authorized CPST IV- funded improvements in accordance with the adopted reprioritized funding plan. NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of North Augusta, South Carolina, as follows: 1. City Council hereby authorizes staff to proceed with the design and procurement of Software Upgrades as identified in the CPST IV Fourth Reprioritized Project and Funding List adopted under Resolution 2026-17. 2. Funding for these improvements shall be provided through CPST IV funds allocated to Software Upgrades, consistent with the reprioritized funding list approved by City Council. 3. The total cost of the authorized improvements shall not exceed $100,000 inclusive of all associated costs, unless otherwise authorized by City Council. 4. All work authorized under this resolution shall be procured and executed in accordance with the City of North Augusta Procurement Ordinance and applicable state laws. 5. The City Administrator, or designee, is hereby authorized to execute any contracts, agreements, or documents necessary to carry out the intent of this resolution.
