AUTHORIZING THE CITY ADMINISTRATOR TO EXECUTE A PROFESSIONAL
SERVICES CONTRACT WITH MKSK FOR THE PREPARATION OF THE CITY'S TEN-
YEAR COMPREHENSIVE PLAN
WHEREAS, the City of North Augusta, South Carolina (the “City”), is authorized and
required by applicable provisions of the South Carolina Local Government Comprehensive
Planning Enabling Act of 1994, as amended, to prepare and periodically update a comprehensive
plan addressing the growth, development, and future needs of the City; and
WHEREAS, the City has determined that professional planning, community engagement,
demographic, land use, transportation, infrastructure, economic development, and related expertise
is necessary to assist the City in preparing its required ten-year comprehensive plan; and
WHEREAS, the City issued a Request for Proposals (“RFP”) seeking qualified
professional consulting firms to provide services associated with the preparation of the City's ten-
year comprehensive plan; and
WHEREAS, the City received five (5) responsive proposals from qualified professional
consulting firms in response to the RFP; and
WHEREAS, the proposals were reviewed and evaluated by a selection committee
composed of Planning Commission members and staff in accordance with the criteria and
requirements established in the RFP; and
WHEREAS, following review and evaluation of the submitted proposals, the selection
committee recommends the selection of MKSK as the firm best qualified to provide the
professional services necessary to prepare the City's ten-year comprehensive plan; and
WHEREAS, the City Council has determined that entering into a professional services
contract with MKSK is in the best interest of the City and its residents and will provide the City
with the professional expertise necessary to complete the comprehensive planning process in
accordance with applicable State law and the City's planning objectives; and
WHEREAS, the proposed professional services contract shall establish the scope of
services, schedule, deliverables, compensation, and other terms and conditions applicable to the
preparation of the comprehensive plan, with a total contract amount not to exceed $150,000, unless
otherwise authorized by City Council; and
WHEREAS, the City Council desires to authorize the City Administrator to execute the
professional services contract and take such other actions as may be necessary to implement the
purposes of this Resolution.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of North
Augusta, South Carolina, duly assembled, that:
Section 1. Selection of Consultant
The City Council hereby approves the selection of MKSK to provide professional
consulting services associated with the preparation of the City's ten-year comprehensive plan
pursuant to the RFP issued by the City.
Section 2. Authorization to Execute Contract
The City Administrator is hereby authorized and directed to negotiate, execute, and
administer a professional services contract with MKSK, substantially consistent with the RFP, the
firm's proposal, and the terms approved by the City, for an amount not to exceed $150,000.
Section 3. Scope of Services
The professional services shall include, as applicable, preparation and facilitation of the
City's ten-year comprehensive plan, including the required planning elements, existing conditions
and trends analysis, public and stakeholder engagement, development of goals and
recommendations, preparation of the future land use and other applicable planning components,
coordination with City staff and the Planning Commission, and preparation of the final
comprehensive plan for consideration and adoption in accordance with applicable South Carolina
law.
Section 4. Contract Administration
The City Administrator, or the Administrator's designee, is authorized to administer the
contract, approve routine project-related documents, coordinate with the selected consultant, and
take such administrative actions as are reasonably necessary to carry out the intent of this
Resolution, provided that any material amendment increasing the authorized contract amount shall
require approval in accordance with applicable City policies and procedures.
Section 5. Funding
The expenditure authorized by this Resolution shall be paid from funds lawfully
appropriated and available for this purpose. The City Administrator is authorized to identify the
appropriate funding source and process payments in accordance with the terms of the executed
contract.
Section 6. Compliance with State Law
The comprehensive plan shall be prepared in accordance with applicable provisions of the
South Carolina Local Government Comprehensive Planning Enabling Act of 1994, as amended,
and other applicable State and local requirements.
