AUTHORIZING THE CITY OF NORTH AUGUSTA TO ENTER INTO A CONTRACT
WITH PCI MUNICIPAL SERVICES, LLC FOR RIVERSIDE VILLAGE PARKING
MANAGEMENT SERVICES
WHEREAS, the City of North Augusta issued Request for Proposals (RFP) No. 2026003-
ADMIN to solicit proposals from qualified firms to provide comprehensive parking management
services for the Riverside Village parking system;
WHEREAS, the Request for Proposals sought a contractor to implement and manage a
comprehensive parking management program for Riverside Village, including City-owned parking
garages and on-street parking facilities utilizing a fully cashless, gateless license plate recognition
(LPR) parking system together with customer service, maintenance coordination, event parking
operations, financial reporting, and related services;
WHEREAS, proposals were received, evaluated, and scored in accordance with the City's
Procurement Code and the evaluation criteria established in the Request for Proposals;
WHEREAS, the Evaluation Committee determined that the proposal submitted by PCI
Municipal Services, LLC represented the best overall value to the City and recommended the award
of the contract;
WHEREAS, on July 27, 2026, PCI Municipal Services, LLC, as the highest-ranked proposer,
presented its proposal and implementation approach to the Mayor and City Council during a public
meeting, providing Council the opportunity to review the proposed parking management program, ask
questions, and evaluate the firm's qualifications and proposed services prior to taking action on the
award;
WHEREAS, on July 29, 2026, the Board of Directors of the North Augusta Public Facilities
Corporation approved the City's selection of PCI Municipal Services, LLC, approved the City's
execution of the Parking Management Agreement, and approved the City's use of funds from the North
Augusta Public Facilities Fund (NAPFF): City Buildings – Parking Operations & Maintenance for
payment of services provided under the Agreement, with each approval expressly contingent upon
approval of the Parking Management Agreement by the North Augusta City Council;
WHEREAS, the Mayor and City Council find that entering into a Parking Management
Agreement with PCI Municipal Services, LLC is in the best interest of the City and will enhance the
operation, management, and customer experience of the Riverside Village parking system.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of North
Augusta, South Carolina, in meeting duly assembled and by the authority thereof that:
1. The City Council hereby approves the selection of PCI Municipal Services, LLC to provide
Riverside Village Parking Management Services and approves the Parking Management
Agreement between the City of North Augusta and PCI Municipal Services, LLC, substantially
in the form presented to Council, including a management fee of Twelve Thousand Five
Hundred Dollars ($12,500.00) per month for an initial term of two (2) years, together with the
revenue-sharing provisions contained therein, and subject to such non-substantive
modifications as may be approved by the City Administrator.
