Freitas, Councilmember ORDER OF BUSINESS REGULAR MEETING The Regular meeting of the City Council of the City of North Augusta of July 20, 2026 having been duly publicized was called to order by Mayor Williams at 6:00pm and also streamed online for public viewing at “City of North Augusta – Public Information” on www.Facebook.com and on the “City of North Augusta Public Information” on www.YouTube.com. Per Section 30-4-80, (e) notice of the meeting by email was sent out to the current maintained “Agenda Mailout” list consisting of news media outlets and individuals or companies requesting notification. Notice of the meeting was also posted on the outside doors of the Municipal Center, the main bulletin board of the Municipal Center located on the first floor, and the City of North Augusta website. Members present were Mayor Williams, Councilmembers Briatico, Buck, Carpenter, Felak, Freitas, and Toole. Also in attendance were James S. Clifford, City Administrator; J.D. McCauley, Assistant Administrator; Kelly F. Zier, City Attorney; Chief Junior Johnson, Public Safety; Tommy Paradise, Director of Planning & Development; Jamie Barton, City Clerk; and Ricky Jones, Manager of Information Technology. Items on the agenda were discussed out of order, but for the purpose of clarity will remain as listed on the agenda. Page 2 of 5 ITEM 4. APPROVAL OF MINUTES: The minutes of the City Council Meeting of July 6, 2026 and Study Session of July 13, 2026, were approved as submitted by general consent. ITEM 5. PROCLAMATION(S): a. Honoring North Augusta Parks & Recreation All-Star Baseball and Softball Teams 2026 Mayor Williams read the Honoring North Augusta Parks & Recreation All-Star Baseball and Softball Teams 2026 proclamation and presented to the coaches and team members in attendance. (See Attachment #5a) ITEM 6. PERSONNEL: a. Employee of the Quarter – April, May, and June 2026 – Susan Reynolds Mayor Williams recognized Susan Reynolds, Parks & Recreation Maintenance Worker III for Employee of the Quarter. (See Attachment #6a) Mayor Williams presented Susan Reynolds with a plaque for Employee of the Quarter – April – June 2026. OLD BUSINESS ITEM 7. PLANNING & DEVELOPMENT: Ordinance No. 2026-13 To Change the Corporate Limits of the City of North Augusta by Accepting the Petition Requesting Annexation by the Landowners and Annexing ± 0.16 Acres of Property Located off Lake Greenwood Dr. and Owned by The Lakes, LLC – Second Reading No public comment. Administrator Clifford stated that this is to incorporate a road connection and that the “City” section would be covered by the City’s law enforcement. It was moved by Councilmember Toole, seconded by Councilmember Briatico, to approve Ordinance No. 2026-13 To Change the Corporate Limits of the City of North Augusta by Accepting the Petition Requesting Annexation by the Landowners and Annexing ± 0.16 Acres of Property Located off Lake Greenwood Dr. and Owned by The Lakes, LLC – Second Reading. Unanimously Approved. (See Attachment #7) ITEM 8. ADMINISTRATION: Ordinance No. 2026-15 Amending Article XV, Sections 2-286 Through 2-290, of the Code of Ordinances to Reclassify the Position of Tourism Manager as Tourism Director – Second Reading Administrator Clifford stated that Item #’s 9 and 10 are linked and provided an overview of the ordinances and noted that the Greeneway team of three personnel would move from the Parks and Recreation Department to the Tourism Department. Page 3 of 5 It was moved by Councilmember Freitas, seconded by Councilmember Buck, to approve Ordinance No. 2026-15 Amending Article XV, Sections 2-286 Through 2-290, of the Code of Ordinances to Reclassify the Position of Tourism Manager as Tourism Director – Second Reading. Unanimously Approved. (See Attachment #8) ITEM 9. TOURISM: Ordinance No. 2026-16 Authorizing a Restructuring of the Tourism Department to Incorporate Greeneway Operations, Staff, Facilities, and Programs – Second Reading No public comment. Discussion ensued whether the Greeneway is a park or a tourism destination. Attorney Zier clarified that the Greeneway is a park with a tourism benefit. It was moved by Councilmember Toole, seconded by Councilmember Freitas, to approve Ordinance No. 2026-16 Authorizing a Restructuring of the Tourism Department to Incorporate Greeneway Operations, Staff, Facilities, and Programs – Second Reading. Unanimously Approved. (See Attachment #9) NEW BUSINESS ITEM 10. ADMINISTRATION: Resolution No. 2026-37 Authorizing Revised Request of Awarded Allocation of the Accommodations Tax Advisory Committee for the Disbursement of Revenues from the Accommodations Tax Year 2023-2024 Accommodation Tax Funding Program Judy Dooley, Treasurer of Olde Towne Preservation Association, explained to Council the history of the water wheel that is being replaced and requested that Council approve the revised request. City Clerk Barton provided the difference of community promotions funding and the accommodation tax (A-tax) funds, noting that A-tax revenues are designated specifically for tourism-related purposes. City Administrator Clifford further clarified that distribution of A-tax is governed by state guidelines. It was moved by Councilmember Toole, seconded by Councilmember Buck, to approve Resolution No. 2026-37 Authorizing Revised Request of Awarded Allocation of the Accommodations Tax Advisory Committee for the Disbursement of Revenues from the Accommodations Tax Year 2023-2024 Accommodation Tax Funding Program. Unanimously Approved. (See Attachment #10) ITEM 11. BOARDS & COMMISSIONS: Parks and Recreation Advisory Commission and Planning Commission Appointments by the Mayor; Receipt of information by Council No public comment. Mayor Williams recommended Russell Day to the Parks and Recreation Advisory Commission and David Shellhorse to the Planning Commission and highlighted on their backgrounds for these appointments. Both recommendations were approved unanimously by City Council. It was the consensus of the board to accept the receipt of information on the appointments by the Mayor to the Parks and Recreation Advisory Commission and Planning Commission. Page 4 of 5 ITEM 12. ADMINISTRATIVE REPORTS No report. ITEM 13. PRESENTATIONS/COMMUNICATIONS/RECOGNITION OF VISITORS: A. Citizen Comments: Tabitha Waldrop, resident, thanked Superintendent of Property Maintenance Roy Kibler and team for cleaning up a tree on Pine Grove promptly. She then suggested to Council for monthly or quarterly updates from the City’s subcommittees, provide a course of action on the criminal cases backlog, and consider funding and performing an audit on the water billing system in 2027. B. Council Comments: Mayor Williams highlighted on the following: o ENA – An Amazing Race that was held on July 18, 2026 from 9:30am-2pm. ▪ 17 teams with 70 participants, noted the top 3 teams, and local businesses that participated, and thanked Director of Tourism Waldhauer and team for this event. o Visit Explore North Augusta’s Website or download the ENA App for more details and upcoming events: ▪ https://explorenorthaugusta.com Councilmember Briatico thanked the staff and public safety personnel for their work at the Animal Control Shelter Facility on the new animal play yards and acknowledged the improvements made over the past two years. ITEM 14. LEGAL: Executive Session – Request of the City Attorney At 6:58pm on the motion of Councilmember XX, second of Councilmember XX, Council agreed to enter into an executive session in compliance with Section 30-4-70 (a)(5) the City Attorney requests an executive session for the purpose of: (5) Discussion of matters relating to the proposed location, expansion, or the provision of services encouraging location or expansion of industries or other businesses in the area served by the public body. Discussion is specifically related to Alidade Development. Also, in attendance were Jim Clifford, City Administrator; J.D. McCauley, Assistant City Administrator; Kelly Zier, City Attorney; Tommy Paradise, Director of Planning & Development; and Jamie Barton, City Clerk. In addition, Stephen Gallo, Vice President & Director of Real Estate Finance, NVR, Inc.; Keenan Rice, President & Founder of MuniCap, Inc.; and John Besson, part-owner of property, were in attendance until 7:45pm. At 8:22pm on the motion of Councilmember Toole, second by Councilmember Freitas, Council adjourned the executive session. Unanimously Approved. Council did not take action on matters discussed in Executive Session. PROCLAMATION HONORING NORTH AUGUSTA PARKS & RECREATION ALL-STAR BASEBALL AND SOFTBALL TEAMS 2026 WHEREAS, City of North Augusta Parks & Recreation Baseball 8U, 10U, and 12U All-Star teams participated in the South Carolina State Braves Country Baseball Tournament in Aiken; and, WHEREAS, the 8U team coached by Earl Ishmal and the 12U team coached by Bryan Martin won the South Carolina State Braves Country Championship and the 10U team coached by JP Adams finished South Carolina State Braves Country Runner-up; and, WHEREAS, all 3 teams qualified to participate in the Braves Country Baseball Championship Tournament June 27-28 in Atlanta, Georgia; and, WHEREAS, the 10U team coached by JP Adams and the 12U team coached by Bryan Martin won the Braves Country Baseball Championship; and, WHEREAS, City of North Augusta Parks & Recreation Girls Softball 8U, 10U, 12U, and 18U All-Star teams participated in the South Carolina Recreation & Parks Athletic Program Girls Softball District Tournament in Aiken and State Tournament in North Augusta; and, WHEREAS, the 12U team coached by Wesley Ashley won the District Championship and finished 3rd in the state championship; and, WHEREAS, the players and coaches from all 7 teams have served as ambassadors for the City of North Augusta in the district, state, and national tournaments. Williams, Mayor City of North Augusta ATTACHMENT #5a Page 1 of 1 SUSAN REYNOLDS Susan Reynolds began her employment with the City of North Augusta as Housekeeper for the Parks & Recreation Department on March 27, 2013 and it did not take long for her to make an impression on our members, guests, and fellow employees. Susan was promoted to Maintenance Worker II on April 22, 2015 and promoted to Maintenance Worker III January 4, 2023. Susan shows up for work every day on time and with a great attitude. Susan is a clean machine for the 3 level, 120,000 square foot Riverview Park Activities Center that includes 6 gyms, 3 offices, exercise room, cardio room, 1/6-mile indoor track, racquetball courts, 7 restrooms, 4 locker rooms, foyers, and long hallways. She goes about her business with a positive can-do attitude making sure the entire facility is always looking good! Susan is one of our best customer service representatives. She is always willing to listen and offer assistance to members and guests when needed. Susan is now working with our 4th special needs volunteer during her time here. She has the heart, kindness, firmness, and love to make this arrangement work for the good of the individual and our facility. Another strong point of emphasis for Susan is to make sure the Activities Center looks like a million bucks for special events like the Nike Peach Jam. She understands what it takes to prepare each year for this event and what it takes to clean up afterwards. Most of our guests are in disbelief that the original building is 33 years old and that is largely in part to the efforts of Susan and her fellow team members. Susan is a great team member and very thankful for the opportunity to serve. She is a tremendous asset to the Department of Parks & Recreation and the City of North Augusta workforce. ATTACHMENT #6a Page 1 of 1 ORDINANCE NO. 2026-13 TO CHANGE THE CORPORATE LIMITS OF THE CITY OF NORTH AUGUSTA BY ACCEPTING THE PETITION REQUESTING ANNEXATION BY THE LANDOWNERS AND ANNEXING ± 0.16 ACRES OF PROPERTY LOCATED OFF LAKE GREENWOOD DR. AND OWNED BY THE LAKES, LLC WHEREAS, Section 5-3-150(3) of the Code of Laws of the State of South Carolina provides that: "Notwithstanding the provisions of subsections (1) and (2) of this section, any area or property which is contiguous to a municipality may be annexed to the municipality by filing with the municipal governing body a petition signed by all persons owning real estate in the area requesting annexation. Upon the agreement of the governing body to accept the petition and annex the area, and the enactment of an ordinance declaring the area annexed to the municipality, the annexation is complete"; and WHEREAS, the Mayor and City Council of the City of North Augusta, have reviewed the petition of the landowners requesting that their property be annexed into the City and determined that such Petition should be accepted and the property annexed into the City; and WHEREAS, the property is situated within the area of the North Augusta 2021 Comprehensive Plan and recommended for Mixed Use by that plan as specified in the Land Use Element; and WHEREAS, the annexation request and zoning classification has been reviewed by the Planning Commission which has recommended annexation of the property with ±0.16 acres to be zoned R-7, Small Lot, Single-Family Residential. NOW, THEREFORE, BE IT ORDAINED by the Mayor and City Council of the City of North Augusta, South Carolina, in meeting duly assembled and by the authority thereof that: I. The Petition of the landowners is accepted and the following described property shall be annexed into the City of North Augusta: All that tract, parcel or lot of land with any improvements thereon, situate, lying, and being in the County of Aiken, South Carolina and shown on that certain Plat prepared by Southern Partners, Inc., for The Lakes Development, LLC, dated April 16, 2026, recorded in Plat Book 67, page 897, in the Office of the Register of Deeds for Aiken County, South Carolina. Section 6.2.2 of the Comprehensive Plan encourages revising the zoning ordinance and map to incentivize a variety of housing types at higher densities. This is further supported by Section 4.2.4 to support the priorities and principles of the Aiken, Edgefield, and Saluda Counties Economic Development Partnership by providing housing in an area that is expanding with new industries. Based on these descriptions and similarly zoned properties within the city limits, staff believes allowing R-7, Small Lot, Single Family Residential zoning is appropriate for the property. NOW, THEREFORE, BE IT ORDAINED by the Mayor and City Council of the City of North Augusta, South Carolina, in a meeting duly assembled and by the authority thereof, that Article XV, Sections 2-286 through 2-290, of the Code of Ordinances are hereby amended as follows: ARTICLE XV. DEPARTMENT OF TOURISM; DIRECTOR OF TOURISM; DUTIES OF DEPARTMENT AND DIRECTOR. Sec. 2-286. Establishment of Department of Tourism; Purpose. There shall be a Department of Tourism. The Department shall provide advice and technical expertise to City employees, elected officials, citizens and others who inquire regarding matters of tourism and events. Sec. 2-287. Establishment of office and appointment of Director. There shall be an officer of the City known as the Director of Tourism who shall be appointed by the Mayor, upon recommendation of the City Administrator. Sec. 2-288. Control and management of the Department. The Director shall be responsible for the administration and management of the Department and shall report directly to the City Administrator in connection with such administrative duties. Sec. 2-289. Duties of Department of Tourism Director generally. The Department under the direction of the Director shall: (1) Be responsible for the promotion of locations throughout the City as a viable, competitive, and preferred option for local and national meetings, events, and celebrations for business and leisure. (2) Direct the daily operations of the Tourism Department including all tourism and event facilities; Coordinate joint use of city tourism and event facilities with community groups. (3) Take necessary steps to ensure the safety of citizens that utilize tourism facilities, attend special events and take part in any activity offered by the department and/or City. (1) The Director is authorized to designate a person to exercise authority of the Tourism Director at times when the Director is unavailable as result of physical absence from the office. In order for such designation of authority to be effective, the Tourism Director would need to provide written authorization, setting forth the specific dates that the designee would have such authority. (2) In the event of the vacancy in the position of Tourism Director, the City Administrator is authorized to designate a person to exercise the authority of the Tourism Director. In order for such designation of authority to be effective, the City Administrator would need to provide written authorization, setting forth the specific dates that the designee would have such authority. BE IT FURTHER ORDAINED that all references in the Code of Ordinances to "Tourism Manager" shall be interpreted to mean "Tourism Director." Williams, Mayor Second Reading ATTEST: Jamie Barton, City Clerk ATTACHMENT #8 Page 2 of 2 ORDINANCE NO. 2026-16 AUTHORIZING A RESTRUCTURING OF THE TOURISM DEPARTMENT TO INCORPORATE GREENEWAY OPERATIONS, STAFF, FACILITIES, AND PROGRAMS WHEREAS, in accordance with the Laws of South Carolina and the Ordinances of the City of North Augusta, the City Administrator prepared and submitted to City Council a balanced budget for the budget year beginning January 1, 2026, and ending December 31, 2026; and WHEREAS, the City has determined that a restructuring of the Tourism Department is necessary to incorporate Greeneway operations, facilities, staff, and programs into the Department and to provide a unified management structure for tourism, recreation, events, and visitor-serving facilities; and WHEREAS, the City has determined that adjustments to certain position classifications and pay grades are necessary to reflect the expanded duties and responsibilities associated with this restructuring; and WHEREAS, this restructuring is to be accomplished within available appropriations as authorized by City Council; and WHEREAS, the Mayor and City Council desire for the organizational and compensation changes authorized herein to become effective with the pay period beginning July 28, 2026. NOW, THEREFORE BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF NORTH AUGUSTA, SOUTH CAROLINA, IN MEETING DULY ASSEMBLED AND BY THE AUTHORITY THEREOF, THAT: Section I. That in all other respects, except as hereby and heretofore restructured, the budgeted positions for the City of North Augusta for the fiscal year beginning January 1, 2026, and ending December 31, 2026, shall remain in full force and effect. Williams, Mayor Second Reading ATTEST: Jamie Barton, City Clerk ATTACHMENT #9 Page 2 of 2 RESOLUTION NO. 2026-37 AUTHORIZING REVISED REQUEST OF AWARDED ALLOCATION OF THE ACCOMMODATIONS TAX ADVISORY COMMITTEE FOR THE DISBURSEMENT OF REVENUES FROM THE ACCOMMODATIONS TAX YEAR 2023-2024 ACCOMMODATION TAX FUNDING PROGRAM WHEREAS, the City of North Augusta receives state accommodations tax funding from the state of South Carolina; and WHEREAS, the City receives more than fifty thousand dollars in state accommodations taxes and pursuant to Section 6-4-25 Code of Laws of South Carolina, formed a local advisory committee consisting of seven members via Resolution 2019-32 and updated via Resolution 2020- 45; and WHEREAS, Section 6-4-10(4) provides, in part, that the funds received by a municipality collecting more than fifty thousand dollars from the state accommodations tax must allocate the remaining balance, after statutory directed allocations to the General Fund and advertising and promotion funds, to the special fund to use for tourism related expenditures; and WHEREAS, City Council adopted Resolution 2024-56, which authorized funding be allocated as recommended by the local accommodations tax advisory committee and that the funding source be the Accommodations Tax Fund for tax year 2023-2024; and WHEREAS, City Council adopted Resolution 2026-08, which authorized the local accommodations tax advisory committee to extend the funding allocations for the Accommodation Tax Fund for tax year 2023-2024 be extended through the tax year 2024-2025; and WHEREAS, the local Accommodations Tax Advisory Committee met and reviewed the revised application of the extended allocation of $15,000.00 from the Accommodations Tax Year 2023-2024 for Olde Towne Preservation Association and voted to recommend approval of the revised application for Council’s consideration. NOW THEREFORE BE IT RESOLVED by the Mayor and City Council for the City of North Augusta, in meeting duly assembled and by the authority thereof that the revised application for Olde Towne Preservation Association be approved as recommended by the local Accommodation Tax Advisory Committee from the Accommodations Tax Year 2023-2024. The original project description outlined in our application focused on replacing damaged fencing, a chest freezer, a refrigerator and several light posts that were all damaged by Hurricane Helene. We were very fortunate that FEMA approved replacing the damaged fencing and light posts and we had a freezer and refrigerator donated. However, due to unforeseen circumstances, we are requesting approval to redirect these funds toward a critical preservation need at the Living History Park. Our water wheel center hub has decayed over the years, and we had to have the water wheel removed for safety concerns. A local company volunteered their time and crane to safely remove the water wheel and is willing to volunteer again to install a new and/or refurbished water wheel. This is a working water wheel that powers our gristmill. This water wheel system and the gristmill are essential features of the park and play a vital role in interpreting early Southern life and traditional foodways for visitors. The damage has impacted both the safety and usability of both structures, limiting our ability to provide educational programming and enhance the visitor experience. This project will ensure the preservation of two important historic assets and allow us to continue offering engaging, educational experiences that contribute to tourism in Aiken County. We request that the funds be reallocated to support the repair and restoration of the water wheel system and gristmill. This revision aligns with the intent of the ATAX program by maintaining and enhancing a tourism-related asset that attracts visitors and supports cultural heritage in our community.
