PROCLAMATION
PARKS AND RECREATION MONTH
WHEREAS, parks and recreation programs are an integral part of communities throughout this
country, including North Augusta, South Carolina; and
WHEREAS, our parks and recreation are vitally important to establishing and maintaining the quality
of life in our communities, ensuring the health of all citizens, and contributing to the economic and
environmental well-being of a community and region; and
WHEREAS, parks and recreation programs build healthy, active communities that aid in the
prevention of chronic disease, provide therapeutic recreation services for those who are mentally or
physically disabled, and also improve the mental and emotional health of all citizens; and
WHEREAS, parks and recreation programs increase a community’s economic prosperity through
increased property values, expansion of the local tax base, increased tourism, the attraction and
retention of businesses, and crime reduction; and
WHEREAS, the City of North Augusta Parks and Recreation Department laid the foundation of
fundamentals and sportsmanship in our youth who joined eleven North Augusta High School Varsity
sports teams- Boys Football, Girls Basketball, Boys Basketball, Girls Softball, Boys Baseball, Girls
Soccer, Boys Soccer, Girls Volleyball, Boys Golf, Boys Tennis, Wrestling, - to compete in 2025-26
Class 4A State Playoffs; Boys Basketball team won the 4A State Championship , The Girls Basketball
team won the Region and the 4A State Championship, and Boys Golf team finished 4th in the 4A State
golf tournament. In addition, individual athletes from the Swim team, Track team, and Cross Country
team participated in state meets; and
WHEREAS, the City of North Augusta recognizes the many benefits derived from parks and recreation
resources.
NOW THEREFORE, BE IT RESOLVED BY the Mayor and City Council of the City of North
Augusta, South Carolina that July 2026 is recognized as Park and Recreation Month in the City of
North Augusta.

TO CHANGE THE CORPORATE LIMITS
OF THE CITY OF NORTH AUGUSTA
BY ACCEPTING THE PETITION REQUESTING ANNEXATION BY THE LANDOWNERS
AND ANNEXING ± 2.48 ACRES OF PROPERTY LOCATED
ON E. BUENA VISTA AND OWNED BY SEC CONTRACTING, LLC
WHEREAS, Section 5-3-150(3) of the Code of Laws of the State of South Carolina
provides that: "Notwithstanding the provisions of subsections (1) and (2) of this section, any area
or property which is contiguous to a municipality may be annexed to the municipality by filing
with the municipal governing body a petition signed by all persons owning real estate in the area
requesting annexation. Upon the agreement of the governing body to accept the petition and annex
the area, and the enactment of an ordinance declaring the area annexed to the municipality, the
annexation is complete"; and
WHEREAS, the Mayor and City Council of the City of North Augusta, have
reviewed the petition of the landowners requesting that their property be annexed into the City and
determined that such Petition should be accepted and the property annexed into the City; and
WHEREAS, the property is situated within the area of the North Augusta 2021
Comprehensive Plan and recommended for Mixed Use by that plan as specified in the Land Use
Element; and
WHEREAS, the annexation request and zoning classification has been reviewed by
the Planning Commission which has recommended annexation of the property with ±2.48 acres to
be zoned GC, General Commercial.
NOW, THEREFORE, BE IT ORDAINED by the Mayor and City Council of the
City of North Augusta, South Carolina, in meeting duly assembled and by the authority thereof
that:
I. The Petition of the landowners is accepted and the following described property
shall be annexed into the City of North Augusta:
All that tract, parcel or lot of land with any improvements thereon, situate, lying,
and being in the County of Aiken, South Carolina and shown on that certain Plat
prepared by William R. Gore, Professional Land Surveyors, Inc. for Bruce R.
Boyajian, dated November 14, 2024, recorded in Plat Book 66, page 640, in the
Office of the Register of Deeds for Aiken County, South Carolina. For a more
complete and accurate description , reference should be made to the aforesaid plat
which is made a part and parcel hereof.
Being the same property conveyed to Bruce R. Boyajian by deed of Ossie Lee Davis
dated April 29, 2025, recorded in Book 5230, page 1011, in the Office of the
Register of Deeds for Aiken County, South Carolina.

The property to be annexed is also shown on a map identified as “Exhibit A” titled

conflict, hereby repealed.

SEC Contracting LLC, has requested to annex parcel number 007-16-10-016, approximately 0.40
acres, on E. Buena Vista Ave. The request is for the parcel to be zoned GC, General Commercial
at the time of annexation.
NADC Additional Reviews
4.7 Annexation – All territory which may hereafter be granted or annexed to the City of North
Augusta shall be classified automatically in the R-14 District, except that at the time the
application for annexation is filed the applicant my request a zoning classification that is similar
to surrounding zoning and in accord with the city’s Comprehensive Plan. Proposed annexations
where the requested zoning is inconsistent with the Land Use Element of the Comprehensive
Plan or differs from zoning on adjacent properties shall be reviewed by the Planning Commission
in accordance with Article 18, Administration and Enforcement. The Planning Commission shall
recommend to the City Council the appropriate zoning for the property to be annexed,
modification to the Land Use Element of the Comprehensive Plan, or both.
The Planning Commission is being asked to make a recommendation regarding the zoning
classification of this property prior to annexation. The subject parcel Future Land Use is Mixed
Use.

SECTION 4: STAFF EVALUATION AND ANALYSIS
The parcel proposed for annexation currently is vacant with grading present on the property. The
subject parcel has road access and a driveway off E. Buena Vista. The applicant has requested the
GC, General Commercial zoning district at the time of annexation. The Planning Commission is
being asked to make a recommendation regarding the compatibility of the zoning classification
of this property prior to annexation.
The General Commercial zoning district is described as the following:
NADC Section 4.12.7 General Commercial
The purpose of this district is to provide for areas of large-scale commercial developments. The
district is designed to support citywide or regional shopping centers and business complexes
than that permitted in the OC, Office Commercial, or NC, Neighborhood Commercial Districts. It
permits a wide range of business and commercial uses generally clustered for cumulative
attraction and optimum accessibility, but also in strip configurations where so designated by
the Comprehensive Plan.
The mixed-use classification of the 2021 Comprehensive Plan permits most residential,
commercial, institutional, recreational, government and religious uses. Land uses can be
developed in a variety of forms. The downtown and riverfront areas are the most significant

mixed-use areas in the city. Some areas adjacent to interstate highways and along major arterial
corridors are also appropriate for the mixed-use classification. Within this classification zoning
districts with substantially different standards may be located adjacent to each other.
The Economic Development Chapter of the 2021 Comprehensive Plan recognizes that the
greatest concentrations of jobs per square mile in North Augusta are located in the northern part
of the City along US-25 (Edgefield Road), the southern part of the City along Knox Avenue,
Georgia Avenue, and at Martintown Road close to the Knox Avenue intersection, and the
southeastern part of the City, just east of the I-520 and Jefferson Davis Highway intersection.
While the E. Buena Vista Ave. region is not included as a priority investment area in the plan, for
most of the corridor is residential, goals and strategies promote focused development in
proximity to the area. Attracting new industries and improving the quality of life for employees
in North Augusta will position the City regionally for economic growth.
Based on these descriptions and similarly zoned properties within the city limits, staff believes
allowing GC, General Commercial zoning is appropriate for the property.

ORDINANCE NO. 2026-12
AN ORDINANCE GRANTING AN EASEMENT ON CITY PROPERTY THAT INCLUDES
SUMMERFIELD PARK TO DOMINION ENERGY SOUTH CAROLINA, INC. FOR
PLACEMENT OF FACILITIES TO SERVE NORTH AUGUSTA MIDDLE SCHOOL
WHEREAS, the Aiken School District is in the process of constructing North
Augusta Middle School Additions at 725 Old Edgefield Road (“Project”); and
WHEREAS, the South Carolina Department of Transportation will require
widening and restriping of Old Edgefield Road to include turn lanes; and
WHEREAS, the project will require Dominion Energy to re-route the main power
supply; and
WHEREAS, Dominion Energy has requested that the City grant to it an easement
upon and across City property along the west side of Old Edgefield Road at Summerfield Park that
would allow for the placement of equipment necessary for the provision of such electric service;
and
WHEREAS, the Mayor and City Council have reviewed this matter, to include the
proposed Deed of Easement and find that it is in the best interest of the citizens of North Augusta
that such easement be granted.
NOW, THEREFORE, BE IT ORDAINED by the Mayor and City Council of the
City of North Augusta, South Carolina, in meeting duly assembled and by the authority thereof,
that:
I. The City grant to Dominion Energy South Carolina, Inc. an easement over and
across City property known as Tax Parcel Numbers 007-08-11-025 and 007-12-02-
005.
II. The City Administrator is hereby authorized to execute the Deed of Easement and
any other documents necessary in order to complete this matter.
III. This Ordinance shall become effective immediately upon its adoption on second
and final reading.

plural), and the DOMINION ENERGY SOUTH CAROLINA, INC., a South Carolina corporation, having its principal office in
Cayce, South Carolina, hereinafter called “Grantee”.
WITNESSETH:
That, in consideration of the sum of One Dollar ($1.00) received from Grantee, Grantor, owning a tract or development known as
situate in the County of Aiken, State of South Carolina, shown on a certain plat or various plats filed or to be filed in the office of the
public records of said County and generally described as follows: Being a tract or lot of land containing 9.01 combined acres, more
or less, and being the same lands conveyed to Grantor by deed of MARY M. BOWLES ET AL., dated or recorded 09/30/2008 and
04/24/1995, and filed in the Register of Deeds office for Aiken County in Deed Book 4223 at Page 2425.and in Deed Book 1532 at
Page 141.
Property is located along Old Edgefield Road in Aiken County, South Carolina.
Right of way is hereby granted to place new poles and extend a new overhead line as is more or less shown on Exhibit A
attached hereto.

The Grantor hereby grants and conveys to Grantee, its successors and assigns, the right, privilege and authority, from time to time,

and all streets, alleys, roads or other public ways or places of said development now existing or hereafter laid out, an overhead or
underground electric line or lines consisting of any or all of the following: poles, conductors, lightning protective wires, municipal,
public or private communication lines, cables, conduits, pad mounted transformers, guys, push braces and other accessory apparatus
and equipment deemed by Grantee to be necessary or desirable, together with the right of ingress, egress and access to and from such
rights of way, across and upon the lands of Grantor, as may be necessary or convenient for the purposes connected therewith.
Together also with the right, from time to time, to install guy wires upon lots in said development, to overhang lots with
conductors, cross arms and service wires with the right (but not the obligation) from time to time to trim, cut or remove trees,
underbrush and other obstructions that are within, over, under or through a strip of land (“Easement Space”) extending Fifteen (15)
feet on each side of any pole lines and Five (5) feet on each side of any underground wires and within, over, under or through a
section of land extending Twelve (12) feet from the door side(s) of any pad mounted transformers, elbow cabinets, switchgears or
other devices as they are installed; provided, however, any damage to the property of Grantor (other than that caused by trimming,
cutting or removing) caused by Grantee in maintaining or repairing said lines, shall be borne by Grantee; provided further, however,
that Grantors agree for themselves, their successors and assigns, not to build or allow any structure to be placed on the premises in
such a manner that any part thereof will exist within the applicable above specified Easement Space, and in case such structure is
built, then Grantor, or such successor and assign as may be in possession and control of the premises at the time, will promptly
remove the same upon demand of Grantee herein. Grantor further agrees to maintain minimum ground coverage of thirty six (36)
inches and maximum ground coverage of fifty four (54) inches over all underground primary electric lines.
The words “Grantor” and “Grantee” shall include their heirs, executors, administrators, successors and assigns, as the case may be.

RESOLUTION NO. 2026-34
AUTHORIZING CPST IV COMMUNITY CENTER IMPROVEMENTS
WHEREAS, a referendum on the reimposition of the Capital Projects Sales Tax in Aiken County
was held on November 6, 2018, and resulted in the voters’ approval of the ballot on reimposition of the tax,
and the Aiken County Council declared the results of the referendum in Resolution Number 18-11-178
approved by Council on November 13, 2018; and
WHEREAS, the City Council has, through a series of actions including Resolution 2020-09,
Resolution 2021-31, Resolution 2024-09, and most recently Resolution 2026-17, reprioritized CPST IV
projects and reallocated funding based on project performance, feasibility, and updated needs; and
WHEREAS, Resolution 2026-17 adopted the Fourth Reprioritized Project and Funding List for
CPST IV and authorized the updated allocation of funds among eligible capital projects; and
WHEREAS, said reprioritized list includes funding for the North Augusta Community Center
Improvements, consisting of improvements such as refurbishing the paved parking surface and lights that
services the North Augusta Community Center, Maude Edenfield Tennis Courts and Maude Edenfield Park,
replacing the North Augusta Community Center roof, replacing North Augusta Community Center kitchen
equipment, and repainting of the exterior of the North Augusta Community Center; and
WHEREAS, City Council recognizes the importance of maintaining and enhancing the North
Augusta Community Center and Maude Edenfield Park facilities to support recreational programming,
public services, and community engagement; and
WHEREAS, the City desires to proceed with the implementation of these authorized CPST IV-
funded improvements in accordance with the adopted reprioritized funding plan.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of North
Augusta, South Carolina, as follows:
1. City Council hereby authorizes staff to proceed with the design, procurement, and construction
of Community Center Improvements as identified in the CPST IV Fourth Reprioritized Project
and Funding List adopted under Resolution 2026-17.
2. Funding for these improvements shall be provided through CPST IV funds allocated to
Community Center Improvements, consistent with the reprioritized funding list approved by
City Council.
3. The total cost of the authorized improvements shall not exceed $296,079 inclusive of all
associated costs, unless otherwise authorized by City Council.
4. All work authorized under this resolution shall be procured and executed in accordance with the
City of North Augusta Procurement Ordinance and applicable state laws.
5. The City Administrator, or designee, is hereby authorized to execute any contracts, agreements,
or documents necessary to carry out the intent of this resolution.
