SPECIAL CALLED STUDY SESSION
The Special Called Study Session of May 26, 2026 for the City Council of the City of North Augusta, having been
duly publicized, was called to order by Mayor Williams at 6:00pm and also streamed online for public viewing at
the City Facebook page: “City of North Augusta – Public Information” and City YouTube page: “City of North
Augusta Public Information.”
Per Section 30-4-80(e) notice of the meetings was sent out by email to the current maintained “Agenda Mailout”
list consisting of news media outlets and individuals or companies requesting notification. Notice of the
meetings was also posted on the outside doors of the Municipal Center, the main bulletin board of the Municipal
Center located on the first floor, and the City of North Augusta website.
Members present were Mayor Williams, Councilmembers Buck, Briatico, Carpenter, Felak, and Toole.
Member absent was Councilmember Freitas.
Also in attendance were J.D. McCauley, Assistant Administrator; Thomas C. Zeaser, Director of Engineering and

I want to ask Council to please be aware of what is posted before our meetings. If
you see something in the packet that you believe is worthy to alert citizens to
attend the Study Session that is great. I would ask you make a simple post along
the lines of...Just got my packet. Looks like we will be discussing about
annexation or zoning or whatever it is. I have a number of questions I look
forward to asking at the Study Session and once I know all the facts then I can
help answer any questions you may have. I think this is very important for you to
attend or at least watch live stream.
That statement gets the point that I assume we are trying to get out which is hey
citizens come to the meeting.
There is a reason why we don't put the whole packet out on the website except
for the SS agenda and Council meeting draft agenda because we want our Council
to get all the information prior to our citizens and then have the information
presented to us all at the same time at the study session. Hopefully that makes
since to everyone on this Dias.
Last thing- please remember that voting for or against annexation or rezoning or
anything like that is different than us deciding to buy a trolley or fix the road. We
cannot be sharing our personal opinion like I don't like that company or that type
of business and that is why I am against something. If Kelly was here and Tommy
knows that we have to make sure we have legitimate reasons based off our code
or our policy on why we don't do something-we cannot open ourselves up to
lawsuits based off sharing our personal opinion-like we are picking our winners
and losers. So, I just ask all of Council just be aware of what you are saying on the
Dias and off the Dias in public settings.
