WHEREAS, Gardeners have a passion for nurturing the beauty and resources of the earth
through the planting of seeds, the care of all plants and the riches of their efforts; and
WHEREAS, Gardeners work to preserve our country’s traditional spirit of independence
and initiative through innovation and hard work; and
WHEREAS, Gardeners advocate the importance of all creatures sharing our world and
their roles in a balanced and productive ecology; and
WHEREAS, Gardening serves as a challenging and productive activity for all citizens,
those just learning as well as those having years of experience; and
WHEREAS, Gardening promotes a healthy lifestyle that lasts a lifetime, helps reduce
stress from other areas of our life, and teaches that rewards come from diligent efforts; and
WHEREAS, the North Augusta Council of Garden Clubs enriches our city by maintaining
Billie’s Butterfly Garden, providing a scholarship for a North Augusta Area High School senior,
and sponsoring campers for Camp Wildwood.

PROCLAMATION
WHEREAS, scoliosis, the abnormal curvature of the spine, is a condition which affect an
estimated 6 to 9 million people in the United States; and
WHEREAS, primary onset of scoliosis is between ages 10 to 15 with females being five times
more likely to require treatment, and scoliosis can cause pain, reduced respiratory function, and
limited mobility in otherwise-healthy children, and approximately 1 in 6 children diagnosed with
this disease will eventually require active medical treatment; and
WHEREAS, screening programs allow for early detection and for treatment opportunities which
may alleviate the worst effects of the condition which has no known cause or cure; and
WHEREAS, raising public awareness of scoliosis is vital, helping children, parents, and health
care providers understand, diagnose, and treat this disease and reduce the pain and suffering of
those it affects.
NOW THEREFORE, I, Briton S. Williams, Mayor of the City of North Augusta, South Carolina,
do hereby claim June, 2026 as

ORDINANCE NO. 2026 -10
THIS ORDINANCE IS FOR THE PURPOSE OF AFFIRMING AN
AGREEMENT BETWEEN THE CITY OF NORTH AUGUSTA AND THE
BOARD OF VOTER REGISTRATION AND ELECTIONS
OF AIKEN COUNTY
WHEREAS, The City, following discussion with the Board of Voter Registration and
Elections of Aiken County, has determined that it would be in the best interest of the City that such
Aiken County Board take total responsibility for the City Election to be held on November 3, 2026;
and,
WHEREAS, Pursuant to the State Statute that authorizes such transfer, specifically Title
5-15-145, requires that the Governing Bodies of the Municipality and County agree to the terms of
the transfer by Ordinances related to the Agreement of the parties; and
WHEREAS, As an additional prevision within South Carolina Code of Laws Section 5-
15-145 it is specifically provided that if such total responsibility is transferred that the Municipal
Election Commission is abolished; and
WHEREAS, The City Council has reviewed the Proposed Agreement to be entered into
by and between the City and the Board of Voter Registration and Elections of Aiken County, a copy
of which is attached hereto and marked as Exhibit “A”; and
WHEREAS, The City Council following the review of all documentation and Code
Requirements has determined that such transfer is appropriate and should be approved.
NOW, THEREFORE, BE IT ORDAINED by the City Council for the City of North
Augusta, that:
1. That the Council does hereby approve the Agreement (Exhibit “A”) and
confirms the provisions of same as reached by the City Administrator pursuant
to authority previously provided.
2. All other Ordinances or parts of other Ordinances in conflict herewith are to
the extent of such conflict, hereby repealed.
3. This ordinance shall become effective immediately upon its adoption on second
and final reading.

ORDINANCE NO. 2026-11
TO CHANGE THE CORPORATE LIMITS
OF THE CITY OF NORTH AUGUSTA
BY ACCEPTING THE PETITION REQUESTING ANNEXATION BY THE LANDOWNERS
AND ANNEXING ± 2.48 ACRES OF PROPERTY LOCATED
ON E. BUENA VISTA AND OWNED BY SEC CONTRACTING, LLC
WHEREAS, Section 5-3-150(3) of the Code of Laws of the State of South Carolina
provides that: "Notwithstanding the provisions of subsections (1) and (2) of this section, any area
or property which is contiguous to a municipality may be annexed to the municipality by filing
with the municipal governing body a petition signed by all persons owning real estate in the area
requesting annexation. Upon the agreement of the governing body to accept the petition and annex
the area, and the enactment of an ordinance declaring the area annexed to the municipality, the
annexation is complete"; and
WHEREAS, the Mayor and City Council of the City of North Augusta, have
reviewed the petition of the landowners requesting that their property be annexed into the City and
determined that such Petition should be accepted and the property annexed into the City; and
WHEREAS, the property is situated within the area of the North Augusta 2021
Comprehensive Plan and recommended for Mixed Use by that plan as specified in the Land Use
Element; and
WHEREAS, the annexation request and zoning classification has been reviewed by
the Planning Commission which has recommended annexation of the property with ±2.48 acres to
be zoned GC, General Commercial.
NOW, THEREFORE, BE IT ORDAINED by the Mayor and City Council of the
City of North Augusta, South Carolina, in meeting duly assembled and by the authority thereof
that:
I. The Petition of the landowners is accepted and the following described property
shall be annexed into the City of North Augusta:
All that tract, parcel or lot of land with any improvements thereon, situate, lying,
and being in the County of Aiken, South Carolina and shown on that certain Plat
prepared by William R. Gore, Professional Land Surveyors, Inc. for Bruce R.
Boyajian, dated November 14, 2024, recorded in Plat Book 66, page 640, in the
Office of the Register of Deeds for Aiken County, South Carolina. For a more
complete and accurate description , reference should be made to the aforesaid plat
which is made a part and parcel hereof.
Being the same property conveyed to Bruce R. Boyajian by deed of Ossie Lee Davis
dated April 29, 2025, recorded in Book 5230, page 1011, in the Office of the
Register of Deeds for Aiken County, South Carolina.

The property to be annexed is also shown on a map identified as “Exhibit A” titled

SEC Contracting LLC, has requested to annex parcel number 007-16-10-016, approximately 0.40
acres, on E. Buena Vista Ave. The request is for the parcel to be zoned GC, General Commercial
at the time of annexation.
NADC Additional Reviews
4.7 Annexation – All territory which may hereafter be granted or annexed to the City of North
Augusta shall be classified automatically in the R-14 District, except that at the time the
application for annexation is filed the applicant my request a zoning classification that is similar
to surrounding zoning and in accord with the city’s Comprehensive Plan. Proposed annexations
where the requested zoning is inconsistent with the Land Use Element of the Comprehensive
Plan or differs from zoning on adjacent properties shall be reviewed by the Planning Commission
in accordance with Article 18, Administration and Enforcement. The Planning Commission shall
recommend to the City Council the appropriate zoning for the property to be annexed,
modification to the Land Use Element of the Comprehensive Plan, or both.
The Planning Commission is being asked to make a recommendation regarding the zoning
classification of this property prior to annexation. The subject parcel Future Land Use is Mixed
Use.

SECTION 4: STAFF EVALUATION AND ANALYSIS
The parcel proposed for annexation currently is vacant with grading present on the property. The
subject parcel has road access and a driveway off E. Buena Vista. The applicant has requested the
GC, General Commercial zoning district at the time of annexation. The Planning Commission is
being asked to make a recommendation regarding the compatibility of the zoning classification
of this property prior to annexation.
The General Commercial zoning district is described as the following:
NADC Section 4.12.7 General Commercial
The purpose of this district is to provide for areas of large-scale commercial developments. The
district is designed to support citywide or regional shopping centers and business complexes
than that permitted in the OC, Office Commercial, or NC, Neighborhood Commercial Districts. It
permits a wide range of business and commercial uses generally clustered for cumulative
attraction and optimum accessibility, but also in strip configurations where so designated by
the Comprehensive Plan.
The mixed-use classification of the 2021 Comprehensive Plan permits most residential,
commercial, institutional, recreational, government and religious uses. Land uses can be
developed in a variety of forms. The downtown and riverfront areas are the most significant

mixed-use areas in the city. Some areas adjacent to interstate highways and along major arterial
corridors are also appropriate for the mixed-use classification. Within this classification zoning
districts with substantially different standards may be located adjacent to each other.
The Economic Development Chapter of the 2021 Comprehensive Plan recognizes that the
greatest concentrations of jobs per square mile in North Augusta are located in the northern part
of the City along US-25 (Edgefield Road), the southern part of the City along Knox Avenue,
Georgia Avenue, and at Martintown Road close to the Knox Avenue intersection, and the
southeastern part of the City, just east of the I-520 and Jefferson Davis Highway intersection.
While the E. Buena Vista Ave. region is not included as a priority investment area in the plan, for
most of the corridor is residential, goals and strategies promote focused development in
proximity to the area. Attracting new industries and improving the quality of life for employees
in North Augusta will position the City regionally for economic growth.
Based on these descriptions and similarly zoned properties within the city limits, staff believes
allowing GC, General Commercial zoning is appropriate for the property.

RESOLUTION NO. 2026-32
ACCEPTING A DEED OF DEDICATION FOR THE STREETS,
SANITARY SEWER, STORMWATER COLLECTION AND FIRE SUPPRESSION
SYSTEMS, AND ASSOCIATED EASEMENTS AND RIGHTS OF WAY, ALONG WITH A
MAINTENANCE GUARANTEE AND LETTER OF CREDIT,
FOR THE HIVE, SECTION 2
WHEREAS, Stanley Martin Homes, LLC developed The Hive, Section 2 according
to the requirements of the North Augusta Planning Commission; and the City, and owns the streets,
utilities and easements; and
WHEREAS, pursuant to §5.8.4.3 of the North Augusta Development Code, the
Director of Planning and Development and the City Engineer approved the final subdivision plat
for recording on April 22, 2026; and
WHEREAS, it is the policy of the City that, upon approval of a final subdivision
plat, the City will, following inspection by the City's Engineering department, accept a deed of
dedication for the streets, utilities, etc. for the purpose of ownership and maintenance when said
deed is accompanied by a maintenance guarantee; and
WHEREAS, a maintenance guarantee and supporting letter of credit accompany
the deed; and
WHEREAS, the City Engineer has made final inspection of the subject
improvements and these improvements meet City standards.
NOW THEREFORE, BE IT RESOLVED that the Mayor and City Council of the
City of North Augusta, South Carolina, in meeting duly assembled and by the authority thereof,
do hereby accept a deed of dedication for:
Unencumbered fee simple title to ALL those tracts or parcels of land lying and being in
Aiken County, South Carolina shown and designated as “Yellowjacket Blvd. (50’ Public
R/W)”, “Petal Court (50’ Public R/W)”; and “Parcel 1 – Detention Pond”, as shown on that
plat dated February 23, 2026 prepared for Stanley Martin Homes, LLC by H&C Surveying,
Inc. which plat is recorded in the office of the Register’s Mesne Conveyance, Aiken
County, South Carolina on April 24, 2026 in Bk: PL 67, Page 886-888, (the “Plat”).
Reference is made to said Plat which is incorporated herein and made a part hereof for a
more complete and accurate description of the metes, bounds, courses, distances,
dimensions and location of said land.
Together with, a non-exclusive easement in perpetuity for the use, repair, and maintenance
of utilities on and under that property designated and described as those tracts or parcels of
land lying and being in Aiken County, South Carolina, being (i) those certain “Permanent
Utility Easements No’s 1, 2, 3, 4, 5, and 6”, as each of the same are shown on said Plat.
Reference is made to said Plat which is incorporated herein and made a part hereof for a

more complete and accurate description of the metes, bounds, courses, distances,
dimensions and location of said land.
By acceptance of this deed, Grantee agrees to promptly maintain, repair and replace the
storm, water, and sewer lines and apparatuses installed or within each said easement, and
that upon completion of any maintenance or repair of same, Grantee shall promptly return
any disturbed land to its pre-disturbed condition.
Derivation: This being the same property conveyed to Stanley Martin Homes, LLC from
Hamrick Associates, LLC by Title to Real Estate Deed dated December 1, 2021, recorded
December 2, 2021, in the RMC for Aiken County, South Carolina in Book 4981, Pages
2190-2195.
BE IT FURTHER RESOLVED that a Maintenance Guarantee and letter of credit
in the amount of $231,000.00 are hereby accepted.

RESOLUTION NO. 2026-33
AUTHORIZING A CONSTRUCTION CONTRACT FOR THE CREIGHTON PARK
SITE IMPROVEMENTS PROJECT
WHEREAS, Resolution 2025-37 allocated $50,000.00 to Creighton Park from the FY 24-25
Accommodations Tax; and
WHEREAS, Resolution 2026-15 authorized Creighton Park Phase II to include improvements and
related park enhancements, and additional funding of $354,880.63 in recovery funding from the Federal
Emergency Management Agency (FEMA); and
WHEREAS, previous expenditures totaling $251,317.26, results in a project balance of
$153,563.37; and
WHEREAS, on May 8, 2026, the Engineering & Public Works Department published an Invitation
to Bid for “Creighton Park Site Improvements” on the City of North Augusta’s bids and requests for
proposals website page; and
WHEREAS, On May 26, 2026, sealed bids were received, publicly opened, and read aloud for the
project; and
WHEREAS, the lowest, responsive bid, by 6G Construction LLC of Jackson, SC, is in the amount
of $134,977.50; and
WHEREAS, the Mayor and City Council of the City of North Augusta find that the awarding of
such bid for the project is in the best interest of the City.
NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of North
Augusta, South Carolina, in meeting duly assembled and by the authority thereof that 6G Construction LLC
shall be awarded a contract for the Creighton Park Site Improvements, at a total cost not to exceed
$148,500.00, which includes a contingency amount.
BE IT FURTHER RESOLVED that funding for payments pursuant to this contract will be from
the Capital Projects Fund.
BE IT FURTHER RESOLVED THAT THE City Administrator is authorized to execute any
documents required for the entering into of this contract.
DONE, RATIFIED AND ADOPTED BY THE MAYOR AND CITY COUNCIL OF THE CITY
OF NORTH AUGUSTA, SOUTH CAROLINA, ON THIS ______ DAY OF JUNE, 2026.
