Freitas, Councilmember ORDER OF BUSINESS STUDY SESSION The Study Session of May 11, 2026 for the City Council of the City of North Augusta, having been duly publicized, was called to order by Mayor Williams at 6:00pm and also streamed online for public viewing at the City Facebook page: “City of North Augusta – Public Information” and City YouTube page: “City of North Augusta Public Information.” Per Section 30-4-80(e) notice of the meetings was sent out by email to the current maintained “Agenda Mailout” list consisting of news media outlets and individuals or companies requesting notification. Notice of the meetings was also posted on the outside doors of the Municipal Center, the main bulletin board of the Municipal Center located on the first floor, and the City of North Augusta website. Members present were Mayor Williams, Councilmembers Buck, Briatico, Carpenter, Felak, Freitas, and Toole. Also in attendance were James S. Clifford, City Administrator; J.D. McCauley, Assistant Administrator; Kelly F. Zier, City Attorney; Thomas C. Zeaser, Director of Engineering and Public Works; Chief Junior Johnson, Public Safety; Kuleigh Baker, Planning & Development Planner; James Sutton, Public Services Director; Rick Meyer, Director of Parks & Recreation, Karl Waldhauer, Manager of Tourism; Lynda Williamson, Director of Finance; Kayla Ferguson, Manager of Human Resources; Jamie Barton, City Clerk; and Ricky Jones, Manager of Information Technology. Page 2 of 3 ITEM 1. CITY COUNCIL MEETING: Council will discuss and provide guidance on the proposed items for the May 18, 2026 City Council meeting. (See Attachment #1) Administrator Clifford commented on flock cameras and noted that an additional item may be added regarding Riverside Village to the May 18 agenda based on Council guidance from the upcoming executive session. (See Attachment #1a) ITEM 2. DEPARTMENT DETAILS: City department directors and managers provided departmental updates. (See Attachment #2) ITEM 3. MAYOR’S MATTERS: (A) FOCUS ITEM(S): i. None (B) Mayor Williams will share reflections and announcements related to current City events and opportunities Mayor Williams highlighted on the following: • Celebrity Waiter Night “NA City Sno-Captains” – May 12, 2026 at Sno-Cap Drive starting at 5pm; all tips and raffle ticket sales benefit the Therapeutic Child Care program at Children’s Place, Inc. Mayor Williams announced the ENA Amazing Race on July 18, 2026 which is a Free event; see attachment for registration and details. (See Attachment #3B) ITEM 4. LEGAL: Executive Session – Request of the City Attorney At 6:26pm on the motion of Councilmember Buck, second of Councilmember Briatico Council agreed to enter into an executive session in compliance with Section 30-4-70 (a)(2) the City Attorney requests an executive session for the purpose of: (2) Discussion of negotiations incident to proposed contractual arrangements and proposed sale or purchase of property, the receipt of legal advice where the legal advice relates to a pending, threatened, or potential claim or other matters covered by the attorney-client privilege, settlement of legal claims, or the position of the public agency in other adversary situations involving the assertion against the agency of a claim Discussion is specifically related to Riverside Village. Also, in attendance were James S. Clifford, City Administrator; J.D. McCauley, Assistant Administrator; Kelly F. Zier, City Attorney; and Jamie Barton, City Clerk. At 6:55pm on the motion of Councilmember Toole, second by Councilmember Freitas, Council adjourned the executive session of Section 30-4-70 (a)(2). Unanimously Approved. Council did not take action on matters discussed in Executive Session. ADJOURNMENT ATTACHMENT #1 Page 2 of 2 Administrative Reports In response to public comments about Flock cameras, I wanted to take a moment to inform the Council on the way the City handles cameras. Aside from cameras on City properties meant to maintain visibility on city facilities, there are a handful of neighborhoods that have Flock license plate reader camera systems. Hammond’s Ferry is one such neighborhood where the homeowner’s association paid for the cameras at the entrance of their neighborhood, and also paid for the fiber connectivity. The City granted access to the right of way for their pole mounted camera. Public Safety in agreement with the HOA has access to the camera feed to solve criminal cases. Cameras in neighborhoods are not installed by the City, nor are paid for with city funds. RV Mr. Mayor, Before I turn this back over to you, I wanted to say that depending on what guidance is received from Council in the upcoming executive session, the staff may end up adding a Council action which is not on the agenda we reviewed this evening. If, based on Council guidance, we add a resolution or ordinance regarding Riverside Village, we will publish that item as part of the Council packet and agenda which is available to the public on Friday afternoon.
