AUTHORIZING THE ACCEPTANCE OF THE LOW BID OF PALMETTO
CONSTRUCTION MANAGEMENT FOR THE CRESTVIEW-WOODLAWN DRAINAGE
IMPROVEMENTS
WHEREAS, Resolution 2026-17 reprioritized the project and funding list for
Capital Project Sales Tax IV (CPST IV); and
WHEREAS, as a result of Resolution 2026-17, Stormwater Infrastructure
Improvements was moved to priority position #4, with a total budget allocation of $1,000,000; and
WHEREAS, “Paved Ditch between Fairway and Alta Vista” is in the Stormwater
System Improvements project list provided on the CPST IV ballot; and
WHEREAS, Resolution 2025-25 previously authorized a professional engineering
services contract to perform the design of improvements to address on-going stormwater-related
impacts due to the deteriorated drainage ditch; and
WHEREAS, design was completed and the project was renamed “Crestview-
Woodlawn Drainage Improvements”; and
WHEREAS, the Engineering Department solicited bids for the Crestview-
Woodlawn Drainage Improvements; and
WHEREAS, on February 26, 2026, four sealed bids were received, publicly opened
and read aloud; and
WHEREAS, the low bid by Palmetto Construction Management is in the amount
of $507,434.00; and
WHEREAS, the Mayor and City Council of the City of North Augusta find that the
awarding of such bid is in the best interest of the City.
NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council of the
City of North Augusta, South Carolina, in meeting duly assembled and by the authority thereof
that Palmetto Construction Management shall be awarded the contract for the Crestview-
Woodlawn Drainage Improvements at a total cost not to exceed $600,000, which includes a
contingency amount.
BE IT FURTHER RESOLVED that funding for the Crestview-Woodlawn
Drainage Improvements construction shall be from the Sales Tax IV Fund, Stormwater
Infrastructure Improvements.
BE IT FURTHER RESOLVED that the City Administrator is authorized to execute
any documents required for the entering into of this contract.
