Freitas, Councilmember ORDER OF BUSINESS STUDY SESSION The Study Session of February 23, 2026 for the City Council of the City of North Augusta, having been duly publicized, was called to order by Mayor Williams at 6:00pm and also streamed online for public viewing at the City Facebook page: “City of North Augusta – Public Information” and City YouTube page: “City of North Augusta Public Information.” Per Section 30-4-80(e) notice of the meetings was sent out by email to the current maintained “Agenda Mailout” list consisting of news media outlets and individuals or companies requesting notification. Notice of the meetings was also posted on the outside doors of the Municipal Center, the main bulletin board of the Municipal Center located on the first floor, and the City of North Augusta website. Members present were Mayor Williams, Councilmembers Buck, Briatico, Carpenter, Felak, Freitas, and Toole. Also in attendance were James S. Clifford, City Administrator; J.D. McCauley, Assistant Administrator; Tommy Paradise, Director of Planning & Development; Jamie Paul, City Clerk; and Ricky Jones, Manager of Information Technology. ITEM 1. DEPARTMENT DETAILS: Administrator Clifford stated that the department details were provided for their information. (See Attachment #1) ITEM 2. MAYOR’S MATTERS: (A) FOCUS ITEM(S): None FINANCE: • Cycle 1 Customers (Billing date on the 10th) o Disconnection for January balances will begin Tuesday, February 24 o February bills are due March 6 • Cycle 2 Customers (Billing date on the 25th) o Disconnection for January balances is currently scheduled for March 3 o February bills are due March 23 • Auditors from Mauldin and Jenkins will be on site in the Finance Office February 24-26 to start the 2025 annual audit. HUMAN RESOURCES: • See the last page for the Employment Opportunities list ENGINEERING AND PUBLIC WORKS: • Riverside Village Bollard Project – Contractor is still waiting for the decorative post covers from the manufacturer. They are expected to come in sometime next week. • NRCS EWP Grant Contract Services – The debris removal work is underway, with 3 of 5 sites completed. The contractor will be working along the stream behind the Community Center for the remainder of this week. • EECBG LED Lighting Grant - An electrical contractor has been on-site in the Municipal Center for the past 2 weeks replacing the fluorescent lights with LED lamps/fixtures. That work is expected to be completed this week. • Woodlawn-Crestview Drainage Improvements – Bids are due on 2/26 @ 11:00 am. PLANNING AND DEVELOPMENT: • Board of Zoning Appeals will meet on March 3 PUBLIC SERVICES: • Sanitation staff is scheduled to demolish the North Augusta Country Club's tennis court clubhouse on Tuesday, February 24. • Rock Creek Landscape is scheduled to start the installation of Artificial Turf on Georgia Avenue on Monday, March 2. • SAK Construction is scheduled to finish rehabilitating interceptor pipeline brick manholes by Friday, February 27. • SAK Construction is scheduled to start rehabilitation on 9,242 feet of 15-inch clay pipe in the Industrial Park on Monday, March 2. DEPARTMENT DETAILS for February 23, 2026 ATTACHMENT #1 Page 1 of 3 PUBLIC SAFETY: • Public Safety is looking forward to working with the new Solicitor who is scheduled to start on Wednesday. • 7 people from Public Safety attended the inaugural Savannah River Fire Symposium held at the WOW Club in SRP Park. • Public Safety is in the process of getting iPads installed in the fire apparatus for Computer Aided Dispatch. PARKS AND RECREATION: • Area 6/7 NJROTC Drill Championships, originally scheduled for North Augusta High School Jacket Stadium this past Saturday, was moved indoors to the Riverview Park Activities Center due to the weather. Gym 1,2,3 and 4 hosted 16 teams that came from South Carolina, Georgia, and North Carolina. • Spring Sports Evaluations begin tonight and continue all week. • CenterWell Senior Primary Care will be hosting a Senior Lunch & Learn on Wednesday and Senior Game Café on Thursday at the Activities Center in the Craft Room. • Greeneway team, weather permitting, is scheduled to finish pressure washing the Martintown Road Bridge this week. • Activities Center will host the CSRA Heat Travel Volleyball Tournament this weekend in all 6 gyms. • Augusta Disc Golf Association will be hosting the 24th Annual Ice Bowl Charity Disc Golf Tournament this weekend at the Riverview Park Disc Golf Course. The purpose of this workshop will be to consider funding strategies for current and future Capital Project Sales Tax funds, and to review Parks & Recreation facilities and future investment. This workshop is being held off site/out of the City to have Mayor, Council, and staff together for discussion with minimal distractions. Since a quorum of Council members will be present in Greenwood, this will constitute a “meeting” as identified by the Freedom of Information Act. However, there will be no votes or formal action by the Council during their presence in Greenwood. This will be an open meeting and the Public may attend. Location for Assembly in Greenwood The Mayor, Council members, and staff will be assembling at the Arts Center of Greenwood, 120 Main Street, Greenwood, SC. It is anticipated that the parties should arrive at approximately 9:00 am and return to North Augusta by approximately 6:00 pm.
