ORDER OF BUSINESS
SPECIAL CALLED MEETING
The Special Called meeting of the City Council of the City of North Augusta of February 9, 2026 having
been duly publicized was called to order by Mayor Williams at 6:00pm and also streamed online for public
viewing at “City of North Augusta – Public Information” on www.Facebook.com and on the City YouTube
page: “City of North Augusta Public Information”. Per Section 30-4-80, (e) notice of the meeting by email
was sent out to the current maintained “Agenda Mailout” list consisting of news media outlets and
individuals or companies requesting notification. Notice of the meeting was also posted on the outside
doors of the Municipal Center, the main bulletin board of the Municipal Center located on the first floor,
and the City of North Augusta website.
Members present were Mayor Williams, Councilmembers Buck, Carpenter, Felak, and Toole.
Members absent were Councilmember Briatico and Freitas.
Also in attendance were James S. Clifford, City Administrator; J.D. McCauley, Assistant Administrator;
Thomas C. Zeaser, Director of Engineering and Public Works; Jamie Paul, City Clerk; and Ricky Jones,
Manager of Information Technology.

4. ENGINEERING & PUBLIC WORKS: Resolution 2026-11 Authorizing the City of North Augusta to
Enter into a Contract with T&T Landworks LLC to Perform the Watershed Tree Cutting, Removal
& Disposal
No public comment.
Administrator Clifford stated that item #’s 4 and 5 are linked with the same funding source.
Engineering & Public Works Director Zeaser highlighted on projects and noted the sites.
It was moved by Councilmember Carpenter, seconded by Councilmember Buck, to approve
Resolution 2026-11 Authorizing the City of North Augusta to Enter into a Contract with T&T
Landworks LLC to Perform the Watershed Tree Cutting, Removal & Disposal. Unanimously
Approved. (See Attachment #4)
5. ENGINEERING & PUBLIC WORKS: Resolution 2026-12 Authorizing the City of North Augusta to
Enter into a Contract with 6G Construction LLC to Perform the Willow Creek Drive Streambank
Stabilization
No public comment.
It was moved by Councilmember Buck, seconded by Councilmember Carpenter, to approve
Resolution 2026-12 Authorizing the City of North Augusta to Enter into a Contract with 6G
Construction LLC to Perform the Willow Creek Drive Streambank Stabilization. Unanimously
Approved. (See Attachment #5)
Mayor Williams stated that Councilmember Felak replaced past Councilmember McGhee on the
ARTS – SC Subcommittee.
Councilmember Buck highlighted on WWII Veteran, Tom Arnold, that himself and Mayor will be
presenting a Proclamation personally to him to honor him for his Service and Sacrifice. He noted
that he is 100 years old.
6. LEGAL: Executive Session – Request of the City Attorney
At 6:17pm on the motion of Councilmember Carpenter, second of Councilmember Buck, Council
agreed to enter into an executive session in compliance with Section 30-4-70 (a)(2) the City Attorney
requests an executive session for the purpose of:
(2) Discussion of negotiations incident to proposed contractual arrangements and proposed sale or
purchase of property, the receipt of legal advice where the legal advice relates to a pending,
threatened, or potential claim or other matters covered by the attorney-client privilege, settlement
of legal claims, or the position of the public agency in other adversary situations involving the
assertion against the agency of a claim
Discussion is specifically related to Riverside Village.
RESOLUTION NO. 2026-11
AUTHORIZING THE CITY OF NORTH AUGUSTA
TO ENTER INTO A CONTRACT WITH T&T LANDWORKS LLC
TO PERFORM THE WATERSHED TREE CUTTING, REMOVAL & DISPOSAL
WHEREAS, Resolution 2024-55 authorized the City Administrator the execute an
Agreement with the Natural Resources Conservation Service (NRCS) for a grant to perform repairs
to waterways damaged by Hurricane Helene; and
WHEREAS, the grant budget included $843,125.00, 100% reimbursable, for construction
expenses related to debris removal and creek stabilization of various sites; and
WHEREAS, previous expenditures totaling $60,603, as authorized by Resolution 2025-23,
results in a grant balance of $782,522.00; and
WHEREAS, the grant scope specifically includes tree/debris removal in multiple locations;
and
WHEREAS, on January 13, 2026, the Engineering & Public Works Department published
an Invitation to Bid for “Watershed Tree Cutting, Removal & Disposal” on the City of North
Augusta’s bids and requests for proposals website page and in SCBO; and
WHEREAS, On February 5, 2026, sealed bids were received, publicly opened, and read
aloud for the project; and
WHEREAS, the low bid by T&T Landworks LLC of North Augusta, SC is in the amount
of $183,375.00; and
WHEREAS, the Mayor and City Council of the City of North Augusta find that the
awarding of such bid for the project is in the best interest of the City.
NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of
North Augusta, South Carolina, in meeting duly assembled and by the authority thereof that T&T
Landworks LLC shall be awarded a contract for the Watershed Tree Cutting, Removal & Disposal
at a total cost not to exceed $220,050.00, which includes a contingency amount, as follows:
Part 1 - $82,950.00
Parts 2 & 3 - $137,100.00 (CONTRACT AWARD CONTINGENT ON GRANT
EXTENSION BY NRCS)
BE IT FURTHER RESOLVED that funding for payments pursuant to this contract will be
from the General Fund – Disaster Relief Efforts.
BE IT FURTHER RESOLVED that reimbursement received from NRCS shall be
deposited into the General Fund.

BE IT FURTHER RESOLVED THAT THE City Administrator is authorized to execute
any documents required for the entering into of this contract.

bids and requests for proposals website page and in SCBO; and
WHEREAS, On February 5, 2026, sealed bids were received, publicly opened, and read
aloud for the project; and
WHEREAS, the low bid by 6G Construction LLC of Jackson, SC is in the amount of
$262,138.15; and
WHEREAS, the Mayor and City Council of the City of North Augusta find that the
awarding of such bid for the project is in the best interest of the City.
NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of
North Augusta, South Carolina, in meeting duly assembled and by the authority thereof that 6G
Construction LLC shall be awarded a contract for the Willow Creek Drive Streambank
Stabilization, CONTINGENT ON GRANT EXTENSION BY NRCS, at a total cost not to exceed
$315,000, which includes a contingency amount.
BE IT FURTHER RESOLVED that funding for payments pursuant to this contract will be
from the General Fund – Disaster Relief Efforts.
BE IT FURTHER RESOLVED that reimbursement received from NRCS shall be
deposited into the General Fund.
