RES 2026-15 Creighton Park Phase II AdoptedRESOLUTION NO. 2026-15 AUTHORIZING CREIGHTON PARK PHASE II WHEREAS, Creighton Park is a public park owned and maintained by the City of North Augusta; and WHEREAS, historical documents, City records, and prior actions of Council reflect that Creighton Park is defined as the area bordered by W. Pine Grove Avenue to the south, Jackson Avenue to the north, Lake Avenue to the east, and Lucerne Avenue, continuing to Cumberland Avenue to the west, inclusive of the area commonly known as Living History Park; and WHEREAS, Hurricane Helene caused damage to park facilities within Creighton Park; and WHEREAS, the City of North Augusta has received Three Hundred Fifty-Four Thousand Eight Hundred Eighty Dollars and Sixty-Three Cents ($354,880.63) in recovery funding from the Federal Emergency Management Agency (FEMA), via the South Carolina Emergency Management Division (SCEMD), specifically designated for storm-related impacts to Creighton Park; and WHEREAS, Mayor and Council desire to formally acknowledge receipt of said FEMA funds and authorize their use for Creighton Park improvements and related park enhancements, in accordance with applicable federal and state requirements. NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of North Augusta, South Carolina, in meeting duly assembled and by the authority thereof: 1. City Council authorizes the use of the above-referenced FEMA funds for Creighton Park Phase II improvements, including but not limited to: a. Playground expansion b. Parking lot improvements c. Sidewalk additions d. Landscaping improvements e. Costs associated with the installation of a new donated restroom facility 2. In the event funds remain following completion of the Phase II improvements listed above, any remaining FEMA funds may be applied toward eligible cost overruns, repair, reconstruction, or resiliency improvements associated with the repair and/or rebuild of Living History Park resulting from Hurricane Helene. 3. The City Administrator, or his designee, is hereby authorized to execute any necessary contracts and related documentation, in accordance with the City’s Procurement Ordinance, consistent with this Resolution and in compliance with all applicable FEMA and South Carolina Emergency Management Division requirements.
