RES 2026-11 Contract with T&T Landworks - Watershed tree cutting-removal-disposal AdoptedRESOLUTION NO. 2026-11
AUTHORIZING THE CITY OF NORTH AUGUSTA
TO ENTER INTO A CONTRACT WITH T&T LANDWORKS LLC
TO PERFORM THE WATERSHED TREE CUTTING, REMOVAL & DISPOSAL
WHEREAS, Resolution 2024-55 authorized the City Administrator the execute an
Agreement with the Natural Resources Conservation Service (NRCS) for a grant to perform repairs
to waterways damaged by Hurricane Helene; and
WHEREAS, the grant budget included $843,125.00, 100% reimbursable, for construction
expenses related to debris removal and creek stabilization of various sites; and
WHEREAS, previous expenditures totaling $60,603, as authorized by Resolution 2025-23,
results in a grant balance of $782,522.00; and
WHEREAS, the grant scope specifically includes tree/debris removal in multiple locations;
and
WHEREAS, on January 13, 2026, the Engineering & Public Works Department published
an Invitation to Bid for “Watershed Tree Cutting, Removal & Disposal” on the City of North
Augusta’s bids and requests for proposals website page and in SCBO; and
WHEREAS, On February 5, 2026, sealed bids were received, publicly opened, and read
aloud for the project; and
WHEREAS, the low bid by T&T Landworks LLC of North Augusta, SC is in the amount
of $183,375.00; and
WHEREAS, the Mayor and City Council of the City of North Augusta find that the
awarding of such bid for the project is in the best interest of the City.
NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of
North Augusta, South Carolina, in meeting duly assembled and by the authority thereof that T&T
Landworks LLC shall be awarded a contract for the Watershed Tree Cutting, Removal & Disposal
at a total cost not to exceed $220,050.00, which includes a contingency amount, as follows:
Part 1 - $82,950.00
Parts 2 & 3 - $137,100.00 (CONTRACT AWARD CONTINGENT ON GRANT
EXTENSION BY NRCS)
BE IT FURTHER RESOLVED that funding for payments pursuant to this contract will be
from the General Fund – Disaster Relief Efforts.
BE IT FURTHER RESOLVED that reimbursement received from NRCS shall be
deposited into the General Fund.
