Freitas, Councilmember ORDER OF BUSINESS STUDY SESSION (Immediately Following the January 26, 2026 Special Called City Council meeting at 6:00 pm) The Study Session of January 26, 2026 for the City Council of the City of North Augusta, having been duly publicized, was called to order by Mayor Williams at 6:14pm and also streamed online for public viewing at the City Facebook page: “City of North Augusta – Public Information” and City YouTube page: “City of North Augusta Public Information.” Per Section 30-4-80(e) notice of the meetings was sent out by email to the current maintained “Agenda Mailout” list consisting of news media outlets and individuals or companies requesting notification. Notice of the meetings was also posted on the outside doors of the Municipal Center, the main bulletin board of the Municipal Center located on the first floor, and the City of North Augusta website. Members present were Mayor Williams, Councilmembers Buck, Briatico, Felak, Freitas, and Toole. Member absent was Councilmember Carpenter. Also in attendance were James S. Clifford, City Administrator; J.D. McCauley, Assistant Administrator; Thomas C. Zeaser, Director of Engineering and Public Works; Chief Junior Johnson, Public Safety; Tommy Paradise, Director of Planning & Development; James Sutton, Director of Public Services; Rick Meyer, Director of Parks & Recreation, Karl Waldhauer, Manager of Tourism; Lynda Williamson, Director of Finance; Kayla Ferguson, Manager of Human Resources; Jamie Paul, City Clerk; and Ricky Jones, Manager of Information Technology. Page 2 of 3 ITEM 1. CITY COUNCIL MEETING: Council will discuss and provide guidance on the proposed items for the February 2, 2026 City Council meeting. (See Attachment #1) Administrator Clifford provided slides for item #12 of the draft agenda to Council – Resolution No. 2026-05 Authorizing the City to Purchase Real Estate Located within Riverside Village, Specifically Parcels B and D. (See Attachment #1 – ITEM #12) Discussion ensued with Council and Staff on item #12 on the following items: • Cyber building being marketable if approved • Multi-story building, 1-story, or a hybrid • Parking location • Timeline, purchase date, and selling of property after purchase • Master parking agreement and the amendment to the parking agreement • RFQ on architect and budget approval of contractor • Wetland parameters • Sustainability of Parcel B with the Operations & Maintenance (O&M) costs • Breaking ground timeframe • Liability coverage – who covers • Purchase of land and not building anything • Bond referendum as a possible option • Environmental study Councilmember Briatico spoke on a petition regarding the Brick Pond area and Parcel D. Administrator Clifford stated that there are to be three additional items added to the February 2, 2026 agenda and highlighted on each item: • Ordinance to amend zoning for True North church from small lot residential R-7 and Office Commercial, OC to General Commercial, GC – First Reading • Resolution authorizing the City to provide consent to allow the Owner of Unit 4 of the Clubhouse at Riverside Village Condominium Horizontal Property Regime to convert apartments to condominium units • Resolution authorizing the City to accept the low bid for the Riverview Park Athletic Fields Annual Turf program services.
