RES 2026-01 Contract for Towing & Vehicle Impoundment Services in Riverside Village - High-Enforcement TOW AdoptedRESOLUTION NO. 2026-01
AUTHORIZING THE CITY OF NORTH AUGUSTA TO ENTER INTO A
CONTRACT FOR TOWING AND VEHICLE IMPOUNDMENT SERVICES IN THE
RIVERSIDE VILLAGE HIGH-ENFORCEMENT TOW-AWAY ZONE
WHEREAS, the City of North Augusta issued Invitation to Bid No. 2025002-ADMIN
seeking a qualified contractor to provide towing and vehicle impoundment services in support of
Ordinance No. 2025-21, which establishes a High Enforcement Tow-Away Zone in Riverside
Village; and
WHEREAS, the scope of services solicited includes patrolling the enforcement area,
responding to City-initiated tow requests, documenting violations, towing unauthorized or illegally
parked vehicles, operating a secure impound facility, maintaining 24/7 service capacity, and
providing monthly reporting, all in accordance with City requirements and South Carolina law;
and
WHEREAS, bids were evaluated based on responsiveness, responsibility, compliance
with bid specifications, and overall benefit to the City, and Big Tow Wrecker Service, LLC,
submitted the lowest responsive and responsible bid meeting all required qualifications; and
WHEREAS, the contract provides for a two-year initial term beginning January 1, 2026,
with an optional one-year renewal term upon mutual written agreement, and requires the contractor
to perform all towing and impoundment services at no cost to the City, with vehicle owners paying
towing and storage fees directly to the contractor in accordance with State law; and
WHEREAS, the City has determined that entering into a service contract with Big Tow
Wrecker Service, LLC, is in the best interest of public safety, traffic management, and effective
enforcement of parking regulations within Riverside Village.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of North
Augusta, South Carolina, that:
• The City Administrator, or designee, is authorized to enter into a contract with Big
Tow Wrecker Service, LLC for towing and vehicle impoundment services, in
accordance with the City’s procurement ordinance and the bid specifications.
• All towing and storage fees shall be paid directly by the vehicle owner to the
contractor, consistent with South Carolina law and the terms of the contract.
• The City Administrator, or designee, is further authorized to execute all documents
necessary to implement and administer the towing and impoundment program,
including any contract renewals permitted under the agreement.
