Freitas, Councilmember ORDER OF BUSINESS STUDY SESSION The Study Session of October 27, 2025 for the City Council of the City of North Augusta, having been duly publicized, was called to order by Mayor Williams at 6:00pm and also streamed online for public viewing at the City Facebook page: “City of North Augusta – Public Information” and City YouTube page: “City of North Augusta Public Information.” Per Section 30-4-80(e) notice of the meetings was sent out by email to the current maintained “Agenda Mailout” list consisting of news media outlets and individuals or companies requesting notification. Notice of the meetings was also posted on the outside doors of the Municipal Center, the main bulletin board of the Municipal Center located on the first floor, and the City of North Augusta website. Members present were Mayor Williams, Councilmembers Briatico, Buck, Carpenter, Felak, Freitas, and Toole. Also in attendance were J.D. McCauley, Assistant Administrator; Kelly F. The report that was done by Team Shelter USA in 2019 is very thorough and obviously prepared by an organization that has great concern for animals. The report specifically recommends the establishment of a public/ private partnership that capitalizes on the strengths of all different types of organizations. It refers to city leadership being encouraged to create a coalition and sets forth therein proposed recommendations for that coalition. Our City Attorney interprets the report, that the term “city leadership” to refer to representatives of the entire city and is not just referring to city of North Augusta elected officials, employees, etc. I have stated that I would assist in assembling a committee in accordance with the suggestions in the report. In an effort to get this committee moving forward, I have talked with a number of individuals and would recommend that these persons be appointed to the committee to provide the proper representation of “city leadership”. I suggest the following city residents be utilized as the initial committee: 1. Representative of city of North Augusta/Capt. Kevin Hayes and City Councilman Robert Freitas. The report asked for the city to come to the table and we are. They will be the liaisons from the city to the committee. They won’t be proactively asking for money or being officers of the committee. They are there to give the city’s perspective and to be a city resource to the committee 2. Representative from the local veterinary community/ Dr. Lara Santos (business owner) 3. Representative from FONNA/ Tabitha Waldrop- project engineer/mgt background 4. Representative from the community at large/ Laura Nichols -former owner of pet store 5. Representative from the community at large/ Dawn Porter- CPA background and instrumental with Charleston Cy Animal Shelter. All these folks are passionate about animals but they bring the ability to be objective and proper perspective of how to move forward I want to make it very clear that this is not a committee or part of any foundation of the city of North Augusta. As I have already said but will repeat, the city of North Augusta is not going to fund or run any future animal shelter. This is an independent working committee composed of representatives of the community, as suggested by the report. ATTACHMENT #3B Page 1 of 2 This group can decide if future members need to be in the city limits or not. I just believe this initial group needed to be city residents. This committee will be the organization that gains community support, raises money for future short-term improvements to the current shelter and look for ways to raise money to build and contract with an organization to run a future animal shelter. They will decide their own mission statement, short term and long-term goals and if they need to be 501c-3. The point is they can run this committee how they think is best. I think they will be successful because you have a current business owner, a previous business owner, a project manager and a CPA background person who has actually been involved in a lot of the aspects of a big animal shelter in Charleston Cy. I am excited for the future. We will be sending out a group email to each of these members with everyone’s email and cell numbers. It will then be up to one of the non-city members to begin communication among this group and move forward. ATTACHMENT #3B Page 2 of 2
