STUDY SESSION
The Study Session of October 13, 2025 for the City Council of the City of North Augusta, having been duly
publicized, was called to order by Mayor Williams at 6:00pm and also streamed online for public viewing at the
City Facebook page: “City of North Augusta – Public Information” and City YouTube page: “City of North Augusta
Public Information.”
Per Section 30-4-80(e) notice of the meetings was sent out by email to the current maintained “Agenda Mailout”
list consisting of news media outlets and individuals or companies requesting notification. Notice of the
meetings was also posted on the outside doors of the Municipal Center, the main bulletin board of the Municipal
Center located on the first floor, and the City of North Augusta website.
Members present were Mayor Williams, Councilmembers Briatico, Carpenter, Felak, Freitas, and Toole.
Member absent was Councilmember Buck.
Also in attendance were James S. Clifford, City Administrator; J.D. McCauley, Assistant Administrator; Kelly F.
Zier, City Attorney; Thomas C. Zeaser, Director of Engineering and Public Works; Captain Luke Sherman, Public
Safety; Tommy Paradise, Director of Planning & Development; James Sutton, Director of Public Services; Rick
Meyer, Director of Parks & Recreation, Karl Waldhauer, Manager of Tourism; Lynda Williamson, Director of
Finance; Kayla Ferguson, Manager of Human Resources; Jamie Paul, City Clerk; and Ricky Jones, Manager of
Information Technology.

Administrator Clifford led Council’s discussion of items for the October 20, 2025 regular meeting. (See
Attachment #1)
ITEM 2. DEPARTMENT DETAILS:
Administrator Clifford stated that the department details were provided for their information. (See
Attachment #2)
ITEM 3. MAYOR’S MATTERS:
(A) FOCUS ITEM(S):
i. Overview on the Natural Resources Conservation Service (NRCS) Grant – Engineering & Public
Works
Engineering and Public Works Director Zeaser presented an overview on the NRCS Grant. (See Attachment
#3Ai)
ii. Presentation to Change Local Election Date to Align with Federal Elections – Administration
Administrator Clifford and Attorney Zier spoke on the process to Change Local Election Date to Align with
Federal Elections which included a draft ordinance and letters to and from the Office of the Attorney General
for the State of South Carolina. (See Attachment #3Aii)
Discussion ensued relative to proceeding with the change of the general local election date to even years to
align with federal elections. It was clarified that the election cycle would begin with the November 2026
election. In addition, it was pointed out that the terms of the Mayor and Council would be shortened by six-
months.
It was the consensus of the board to proceed with the process of changing the general election to align with
the Federal Elections and to place the draft ordinance on the October 20, 2025 Council agenda.
(B) Mayor Williams will share reflections and announcements related to current City events and
opportunities

• The Trunk or Treat was a great success. This event drew one of the largest crowds to date.
• NAPS was awarded 2 SCDPS grants for In Car and Body Worn Cameras. The total amount for
both was over $76,000.
• NAPS held promotions last week due to Captain Williams retirement:
o Congratulations to LT Kyle Golden, Sgt. Joe Waldrop, and Cpl. Casey Kneece on their
promotions
PARKS AND RECREATION:
• Fall Youth Sports programs, Football, Cheerleading, Soccer, and Volleyball resume play this
week.
• Greeneway team has one employee working each Saturday to blow off the trail for the fall &
winter season.
• Riverview Park and Summerfield Park Splash pads are being closed today until Spring 2026.
• Registration for the Youth Basketball Program begins today through November 10. Online
registration and in person registration both available to our community.
• Parks & Recreation has 12 employees taking Defensive Driving Course this week.
TOURISM:
• 51st Annual Mid-South Sociological Association Conference - October 15-18
• Jack O Lantern Jubilee - October 24-25

ORDINANCE NO. 2025-XX
AN ORDINANCE REVOKING SECTION 10-2 OF THE CURRENT CODE OF
LAWS FOR THE CITY OF NORTH AUGUSTA AND REPLACING SUCH
SECTION IN ITS ENTIRETY.
SPECIFICALLY, THE AMENDMENT WILL CHANGE THE GENERAL
ELECTION DATE FOR THE CITY TO CORRESPOND TO THE FEDERAL
GENERAL ELECTION DATE.
WHEREAS, Title 10-2 of the current City Code for the City of North Augusta provides
for the general election for the City to be held the last Tuesday in April; and
WHEREAS, Holding the City election at a date different than the Federal General
Elections results in additional cost and expense to the City for such election; and
WHEREAS, The belief of Council is that conducting the City election on the same date as
the Federal election would result in greater voter participation; and
WHEREAS, Council has determined that it would be in the best interest of the citizens of
North Augusta that this change be made.
NOW, THEREFORE, BE IT ORDAINED by the Mayor and City Council of the City of
North Augusta, South Carolina, in a meeting duly assembled and by the authority thereof, that:
1. The existing Section 10-2 entitled Election Dates as contained in the Code of
Ordinances for the City of North Augusta is deleted in its entirety.
2. That the following will be substituted for the existing 10-2 and will be as
follows:
Section 10-2-Election Date:
All general elections for the election of Mayor and members of the City Council
shall be held on the first Tuesday following the first Monday in November in
even numbered years, or at such times as further set by Ordinance. Special
elections shall be conducted in accordance with State Law. Any runoff
elections necessary in regard to General or Special Elections shall be held two
(2) weeks following the date of the original election. Subsequent runoff
elections will be held at two (2) week intervals.

3. All other Ordinances or parts of other Ordinances in conflict herewith are to
the extent of such conflict, hereby repealed.
4. This ordinance shall become effective immediately upon its adoption on second
and final reading.
