RES 2025-31 Mural Crosswalks AdoptedRESOLUTION NO. 2025-31 A RESOLUTION AUTHORIZING FUNDING AND APPROVAL FOR MURAL CROSSWALKS AT W. PINE GROVE AVENUE AND WEST AVENUE AND AWARDING BID TO ASPHALT CONCEPTS WHEREAS, the City of North Augusta is committed to enhancing the aesthetics, walkability, and vibrancy of its downtown area in conjunction with the South Carolina Main Street program; and WHEREAS, the South Carolina Main Street program is scheduled to visit the City’s downtown in November 2025, presenting an opportunity to showcase a special public art project; and WHEREAS, the 2024 West Avenue crosswalk project has come in under budget by approximately $20,000, and the City has successfully been awarded $46,000 through the Grants for Excellence in the Humanities, funded by the Porter Fleming Foundation; and WHEREAS, the combination of grant funds and City funding provides sufficient resources to fund the installation of mural crosswalks at the intersection of W. Pine Grove Avenue and West Avenue; and WHEREAS, the total base bid for the project is $65,200, and the City Council finds it prudent to authorize a contingency for unforeseen costs, bringing the total authorized project budget to an amount not to exceed $70,000; and WHEREAS, the proposed mural crosswalk art has been provided by North Augusta Forward, the City’s current Main Street representative, and approved by the City’s Mural Review Board; and WHEREAS, the City’s Engineering Department has reviewed and approved the specifications and technical requirements for the project, bids for product manufacturing and installation have been solicited and received, and the lowest responsive and responsible bid was submitted by Asphalt Concepts. NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of North Augusta, duly assembled, that: 1. The City Council hereby approves the project for the installation of mural crosswalks at the intersection of W. Pine Grove Avenue and West Avenue at a base bid cost of $65,200 and authorizes a contingency for a total project budget not to exceed $70,000. 2. Funding for the project shall be provided as follows: $46,000 from the Grants for Excellence in the Humanities award from the Porter Fleming Fund; remaining funds from the Street Improvement Fund – Crosswalk Program; and the General Fund – Downtown Development. 3. The City Council hereby awards the low bid for this project to Asphalt Concepts in the amount of $65,200.
