PUBLIC POWER HOUR
The June 2, 2025 Public Power Hour began at 5:30pm. Members present were Mayor Williams,
Councilmembers Briatico, Buck, Carpenter, Felak, Freitas, and Toole.
Also, in attendance were Ricky Jones, Manager of Information Technology and Jamie Paul, City Clerk.
1. Tom Roberts, spoke on updating the Greeneway map that is on the City’s website to add the
extension past I-20 and suggested a QR code.
2. Scott Horton, spoke on their storm drain issue and requested an update.

REGULAR MEETING
The Regular meeting of the City Council of the City of North Augusta of June 2, 2025 having been duly
publicized was called to order by Mayor Williams at 6:00pm and also streamed online for public viewing
at “City of North Augusta – Public Information” on www.Facebook.com and on the “City of North Augusta
Public Information” on www.YouTube.com. Per Section 30-4-80, (e) notice of the meeting by email was
sent out to the current maintained “Agenda Mailout” list consisting of news media outlets and individuals
or companies requesting notification. Notice of the meeting was also posted on the outside doors of the
Municipal Center, the main bulletin board of the Municipal Center located on the first floor, and the City
of North Augusta website.
Members present were Mayor Williams, Councilmembers Briatico, Buck, Carpenter, Felak, Freitas, and
Toole.
Also in attendance were James S. Clifford, City Administrator; J.D. McCauley, Assistant Administrator; Kelly
F. Zier, City Attorney; Chief Junior Johnson, Public Safety Director; Jamie Paul, City Clerk; and Ricky Jones,
Manager of Information Technology.
ITEM 4. APPROVAL OF MINUTES:
The minutes of the City Council Meeting of May 19, 2025, Special Called City Council Meeting of May 27,
2025, and Special Called Study Session of May 12, 2025, were approved as submitted by general consent.
ITEM 5. PROCLAMATION(S):
a. Scoliosis Early Detection Awareness Month – June
Mayor Williams read the Scoliosis Early Detection Awareness Month – June proclamation and
presented to Elisabeth Harkins. (See Attachment #5a)
b. National Garden Week – June 1-7, 2025
Mayor Williams read the National Garden Week for June 1-7, 2025 proclamation and presented to
Garden Club President Carolyn Dickson. (See Attachment #5b)

ITEM 6. ADMINISTRATION: Ordinance No. 2025-11 Amending Section 12-21(9) Related to Hours for
Construction Work– First Reading

Administrator Clifford stated that the ordinance adds Saturday construction work hours from 9:00am –
5:00pm.
It was moved by Councilmember Carpenter, seconded by Councilmember Freitas, to Approve Ordinance
No. 2025-11 Amending Section 12-21(9) Related to Hours for Construction Work– First Reading.

ITEM 7. PLANNING & DEVELOPMENT: Resolution No. 2025-16 To Adopt the Georgia Avenue Traffic
Calming and Pedestrian Access Study
No public comment.
Administrator Clifford stated that the resolution delineates two phases within the document, whereas the
Traffic Study did not break out. He added that the resolution is to adopt as receipt of the traffic study
information.
It was moved by Councilmember Toole, seconded by Councilmember Buck, to Approve Resolution No.
2025-16 To Adopt the Georgia Avenue Traffic Calming and Pedestrian Access Study. Unanimously
Approved. (See Attachment #7)
ITEM 8. ENGINEERING: Resolution No. 2025-17 Authorizing the City of North Augusta to Enter into a
Professional Engineering Services Contract with Kimley-Horn for Transportation Engineering Services
No public comment.
Administrator Clifford stated this was a request for qualifications and is an umbrella contract for the traffic
calming study and other traffic issues. He clarified that the resolution is strictly just picking Kimley-Horn
as the firm that will conduct traffic engineering services.
It was moved by Councilmember Carpenter, seconded by Councilmember Toole, to Approve Resolution
No. 2025-17 Authorizing the City of North Augusta to Enter into a Professional Engineering Services
Contract with Kimley-Horn for Transportation Engineering Services. Vote: 6 – 1 with a Nay from
Councilmember Briatico. Approved. (See Attachment #8)
ITEM 9. ECONOMIC DEVELOPMENT: Resolution No. 2025-18 Establishing and Agreeing to Participate
in the Lower Savannah Regional Home Consortium
No public comment.
Administrator Clifford stated that the City has a long-standing relationship with the Lower Savannah
Regional Home Consortium and is a renewal period. He noted it that is a no cost item to the City.
It was moved by Councilmember Freitas, seconded by Councilmember Carpenter, to Approve Resolution
No. 2025-18 Establishing and Agreeing to Participate in the Lower Savannah Regional Home Consortium.

ITEM 10. ENGINEERING: Resolution No. 2025-19 Authorizing the City of North Augusta to Enter into a
Contract to Perform Fence Repairs to Public Stormwater Detention Facilities and Wastewater Pump
Station Sites

Administrator Clifford stated that Elite Fence Solutions was the low bidder from the request of proposals
and that staff recommends approval.
PROCLAMATION
WHEREAS, scoliosis, the abnormal curvature of the spine, is a condition which affect an
estimated 6 to 9 million people in the United States; and
WHEREAS, primary onset of scoliosis is between ages 10 to 15 with females being five times
more likely to require treatment, and scoliosis can cause pain, reduced respiratory function, and
limited mobility in otherwise-healthy children, and approximately 1 in 6 children diagnosed with
this disease will eventually require active medical treatment; and
WHEREAS, screening programs allow for early detection and for treatment opportunities which
may alleviate the worst effects of the condition which has no known cause or cure; and
WHEREAS, raising public awareness of scoliosis is vital, helping children, parents, and health
care providers understand, diagnose, and treat this disease and reduce the pain and suffering of
those it affects.

ORDINANCE NO. 2025-11
AMENDING SECTION 12-21(9) RELATED
TO HOURS FOR CONSTRUCTION WORK
WHEREAS, The City Ordinance currently restricts construction work between the hours
of 7:00 A.M. and 6:00 P.M. and only on weekdays; and
WHEREAS, The City has determined that this restriction is overly broad and impacts
businesses within the community in a manner that does not seem to be necessary at this time; and
WHEREAS, The City, responding to requests from the construction industry while fully
considering the rights of the general citizenry, has determined that it would be appropriate to allow
such construction work during the same hours but also to include Saturday.
NOW, THEREFORE, BE IT ORDAINED by the Mayor and City Council of the City of
North Augusta, South Carolina, in meeting duly assembled and by the authority thereof, that:
1. Section 12-21(9) is hereby amended to provide for work to take place between
7:00 A.M. and 6:00 P.M. on weekdays and 9:00 A.M. and 5:00 P.M. on
Saturdays.
2. That such Section when amended shall read as follows:
(9): CONSTRUCTION WORK: The erection including, excavation,
demolition, alteration or repair work on any building is allowed only between
the hours of 7:00 A.M. and 6:00 P.M. Monday through Friday and 9:00 A.M.
and 5:00 P.M. Saturday, except in the case of urgent necessity in the interest of
public safety and convenience, and then only by permit from the City
Administrator or Assistant City Administrator with specific designation as to
the hours and dates allowed.
THIS ORDINANCE SHALL BECOME EFFECTIVE IMMEDIATELY UPON ITS
ADOPTION ON SECOND AND FINAL READING.

RESOLUTION NO. 2025-16
TO ADOPT THE GEORGIA AVENUE TRAFFIC
CALMING AND PEDESTRIAN ACCESS STUDY
WHEREAS, the Downtown Georgia Avenue Corridor has experienced significant growth in
pedestrian activity, resulting in increased safety concerns between the 13th Street Bridge and Martintown
Road; and
WHEREAS, in July 2022, the previous City Council authorized Kimley-Horn to evaluate traffic
calming and pedestrian safety improvements for the corridor, with a focus on pedestrian access and traffic
operations along Georgia Avenue; and
WHEREAS, the Planning Commission reviewed the draft study at its regular meeting on April
16, 2025, and unanimously recommended adoption with comments; and
WHEREAS, Kimley-Horn presented the study and its recommendations to the previous City
Council during a study session on April 28, 2025; and
WHEREAS, the study includes a prioritized project list and conceptual recommendations to
guide future improvements along the Downtown Georgia Avenue Corridor, which City staff has
organized into two implementation phases as follows:
• Phase I: Improvements from the state line to Jackson Avenue;
• Phase II: Improvements to the complex intersection of Georgia Avenue, Carolina Avenue, and
Jackson Avenue; and
WHEREAS, the Mayor and City Council held a Public Input Session on May 12, 2025, to gather
community feedback and clarify that adoption of the study does not obligate the City to implement any
specific design recommendations.
NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of North
Augusta, South Carolina, in a meeting duly assembled and by the authority thereof:
1. The Georgia Avenue Traffic Calming and Pedestrian Access Study, as prepared by Kimley-Horn,
is hereby adopted.
2. The City Council affirms the division of the study into two implementation phases and directs
current resources toward the engineering and design of Phase I improvements.
3. Adoption of this study does not constitute approval or funding of any specific design solution
related to Phase II.

AUTHORIZING THE CITY OF NORTH AUGUSTA
TO ENTER INTO A PROFESSIONAL ENGINEERING SERVICES CONTRACT
WITH KIMLEY-HORN
FOR TRANSPORTATION ENGINEERING SERVICES
WHEREAS, the City of North Augusta desires to retain the services of a
professional transportation engineering firm to provide services related to the design and
implementation of various transportation improvement projects including traffic analysis,
intersection improvements, roadway widening and extensions, bicycle and pedestrian facilities,
“traffic calming”, and other related projects; and
WHEREAS, on March 11, 2025, a “Request for Qualifications for Transportation
Engineering Services” was advertised on the City of North Augusta’s Bids and Requests for
Proposals website; and
WHEREAS, 9 firms submitted Statements of Qualifications, which were reviewed
by a committee consisting of Assistant City Administrator, J.D. McCauley, Ph.D.; Executive
Director of LSCOG, William Molnar, Ph.D., Director of Engineering & Public Works, Thomas
Zeaser, P.E.; Engineer II, Brian Maleck, P.E.; Director of Planning, Tommy Paradise; and
WHEREAS, based upon the ranking of the firms, it has been determined that
Kimley-Horn should be engaged by contract for the purposes of performing such engineering
services.
NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council of the
City of North Augusta, South Carolina, in meeting duly assembled and by the authority thereof,
that the City is authorized to enter into a professional services contract with Kimley-Horn for the
provision of transportation design and engineering services.
BE IT FURTHER RESOLVED that the City Administrator is authorized to execute
such documents as necessary to enter into said contract.
BE IT FURTHER RESOLVED that funding for the transportation design services
shall be from the fund and account budgeted for a specific project or as specified in an individual
work authorization.

ESTABLISHING AND AGREEING TO PARTICIPATE IN
THE LOWER SAVANNAH REGIONAL HOME CONSORTIUM
WHEREAS, the Congress of the United States has enacted the Cranston-Gonzales National
Affordable Housing Act of 1990 (hereinafter the “Act”) which created the HOME Investment Partnerships
Program (hereinafter the “HOME” Program) to provide funds to states and local governments for affordable
housing assistance with the flexibility to decide what kind of housing assistance or mix of housing
assistance is most appropriate for local needs; and
WHEREAS, the City of North Augusta, South Carolina has affordable housing needs; and
WHEREAS, the City of North Augusta, South Carolina desires to increase affordable housing
opportunities for its present and future residents, particularly for very low-income persons; and
WHEREAS, the City of North Augusta, South Carolina desires to enter into affordable housing
development activities which are directed toward the above general purposes, and for those reasons, wishes
to seek such federal funding as may be available to it pursuant to the Act; and
WHEREAS, the City of North Augusta, South Carolina adopted Resolution #2010-08 that entered
into the affordable housing activities and determined that joint action with other units of local governments
that choose to participate in accordance with the “Inter-Governmental Agreement Establishing the Lower
Savannah Regional HOME Consortium” the terms of which are incorporated by reference and such relevant
HUD regulations and requirements as may now or hereafter be in effect would benefit the City of North
Augusta, South Carolina; and
BE IT FUTHER RESOLVED that the City Administrator, of the City of North Augusta, South
Carolina is hereby authorized to sign the Addendum to an “Inter-Governmental Agreement Establishing
the Lower Savannah Regional HOME Consortium FY 2025-2028” on behalf of the City of North Augusta,
South Carolina, attached hereto, marked as Exhibit A, as well as other documents necessary to form the
Consortium and to carry out and fulfill its purposes for FY 2025-2028.

by and among the Lower Savannah Council of Governments, being a regional council of
governments organized and existing under Article VU, §15 of the Constitution of the State of
South Carolina and Title 6, Chapter 7 of the South Carolina Code of Laws, 1976, as amended
the County of Aiken, the County of Allendale, the County of Bamberg, the County of Barnwell,
the County of Calhoun and the County of Orangeburg, being political subdivisions of the State of
South Carolina organized and existing under Article VIII of the Constitution of the State of
South Carolina and Title 4 of the South Carolina Code of Laws, 1976, as amended; and the City
of Aiken, the Town of Jackson, the City of New Ellenton, the City of North Augusta, the Town
of Perry, the Town of Allendale, the Town of Fairfax, the Town of Ulmer, the City of Bamberg,
the City of Denmark, the Town of Ehrhardt, the City of Barnwell, the Town of Blackville, the
Town of Snelling, the Town of Williston, the Town of Cameron, the Town of St. Matthews, the
Town of Holly Hill, the Town of Neeses, the Town of North, the Town of Salley, the City of
Orangeburg, and the Town of Santee being municipal corporations organized and existing under
Articles VII and VIII of the Constitution of the State of South Carolina and Title 5 of the South
Carolina Code of Laws, 1976, as amended, for the purpose of forming the Lower Savannah
Regional HOME Consortium (hereinafter, "LSRHC") (dba the Orangeburg County HOME
Consortium).
WHEREAS the Lower Savannah Council of Governments (hereinafter sometimes
referred to as "LSCOG") is a regional council of governments comprised of the counties of
Aiken, Allendale, Bamberg, Barnwell, Calhoun, and Orangeburg, South Carolina, as authorized
at S.C. Code §6-7-110 (1976, as amended); and
WHEREAS the Constitution of the State of South Carolina established the regional
councils of governments, and the General Assembly empowered the regional councils of
governments at S.C. Code §6-7-10 (1976, as amended) to “enable municipalities and counties
acting individually or in concert to preserve and enhance their present advantages, to overcome

their present handicaps, and to prevent or minimize such future problems as may be foreseen";
and
WHEREAS, the LSCOG is a regional council of governments, "exists for nonprofit and
public purposes and is a public agency" of the State of South Carolina and was formed to carry
out purposes exclusively related to the public benefit and whose property is public property and
which is not required to pay state or local ad valorem tax, income tax, or other taxes from which
public agencies are exempt as provided at S.C. Code §6-1-190 (1976, as amended); and
WHEREAS the United States Congress enacted the Cranston-Gonzales National
Affordable Housing Act of 1990 (42 USC Sections 12701, et seq.) and federal regulations (24
CFR Part 92) have been adopted pursuant thereto (hereinafter collectively referred to as the
"Act"); and
WHEREAS Title II of the Act creates the Home Investment Partnerships Program
(hereinafter "HOME" or "Program" or "HOME Program") that provides funds to state and local
governments for acquisition, rehabilitation, and new construction of affordable housing; and
WHEREAS, under the Act, an organization of geographically contiguous units of
general local government may act as a single unit of general local government for purposes of
receiving and administering HOME funds and carrying out the purposes of the Act; and
WHEREAS, the signatories to this ADDENDUM to the Original Agreement desire to
and intend to continue the established "Lower Savannah Regional HOME Consortium"
(hereinafter "LSRHC" and/or the "Consortium") funded under HUD HOME Program as the
Orangeburg County HOME Consortium which as of this date shall be comprised of the counties
within the Lower Savannah Council of Governments region and the counties and municipalities
which have affixed their signatures hereto, with Orangeburg County acting as the lead entity.
NOW. THEREFORE, in consideration of the mutual promises, covenants and
agreements contained in the original agreement (see attached), the nature and sufficiency of
which are deemed sufficient, the parties to this Agreement, being the County of Aiken, the
County of Allendale, the County of Bamberg, the County of Barnwell, the County of Calhoun
the County of Orangeburg, the City of Aiken, the Town of Jackson, the City of New Ellenton,
the City of North Augusta, the Town of Perry. the Town of Allendale, the Town of Fairfax, the
Town of Ulmer, the City of Bamberg, the City of Denmark, the Town of Ehrhardt, the City of
Barnwell, the Town of Blackville, the Town of Snelling, the Town of Williston, the Town of

Cameron, the Town of St. Matthews, the Town of Holly Hill, the Town of Neeses, the Town of
North, the Town of Salley, the City of Orangeburg, and the Town of Santee do agree as follows:
The County of Orangeburg, South Carolina was duly authorized by its governing body to
accept the designation of "Lead Entity" and is authorized to act in a representative capacity for
the members of the LSRHC related exclusively to the purposes of the HOME Program. The Lead
Entity, as provided herein, has overall responsibility for the Consortium1s HOME Program and
compliance with the program requirements.
Orangeburg County through written agreement is utilizing the Lower Savannah Council
of Governments to assist in carrying out the daily administration responsibilities of the
Consortium. The written agreement specifies the duties and responsibilities of the Lower
Savannah Council of Governments to carry out the administrative and other functions necessary,
required, and desirable to fulfill the requirements of the Act, its regulations, United States
Department of Housing and Urban Development ("HUD") directives and state and federal law.
EFFECTIVE DATE, TERM, RENEW AL AND TERMINATION
This Agreement shall be for the term of Federal fiscal years 2026, 2027 and 2028 and
shall remain in effect at least until the HOME funds from Federal fiscal years 2023, 2024 and
2025 are expended on eligible activities.
Though this Agreement may be amended by the lead entity, members may withdraw
from the Agreement by submitting written notification to the Lead Entity at least 60 days prior to
the end of each Consortium fiscal year, which is June 30.
This Agreement is subject to automatic renewal for three-year periods. (2026-2028) After
the initial three-year qualification period, each member agrees that in order to be relieved from
the terms of this Agreement, it must notify the Lead Entity in writing of its intent not to
participate in a renewal period at least 60 days prior to the end of the Consortium fiscal year.
The Consortium fiscal year is July 1-June 30.

AUTHORIZING THE CITY OF NORTH AUGUSTA
TO ENTER INTO A CONTRACT WITH ELITE FENCE SOLUTIONS
TO PERFORM FENCE REPAIRS TO PUBLIC STORMWATER DETENTION
FACILITIES AND WASTEWATER PUMP STATION SITES
WHEREAS, The impact of Hurricane Helene on the City of North Augusta
represents one of the most, if not most damaging natural disaster to impact the community;
and
WHEREAS, The Governor for the State of South Carolina declared a State of
Emergency for the State of South Carolina related to such storm on September 25, 2024
and thereafter on September 30, 2024 Governor McMaster announced a request for an
expedited major Presidential Disaster Declaration for thirteen (13) Counties within the
State of South Carolina including Aiken County; and
WHEREAS, on September 29, 2024 the President issued a major disaster
declaration for the State of South Carolina (FEMA-4829-DR) under the authority of the
Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. 5121 et seq.
(the “Stafford Act”); and
WHEREAS, Staff has identified several City-owned stormwater detention facilities
and wastewater pump station sites where fallen/uprooted trees have damaged perimeter
security enclosures; and
WHEREAS, on March 13, and April 4, 2025, FEMA personnel inspected the sites
and approved funding for repairs; and
WHEREAS, Administration and Staff have determined that this work is beyond the
scope of the City’s abilities to perform in a timely manner; and
WHEREAS, To meet the requirements of the Federal Emergency Management
Management (FEMA) and for the City to receive the maximum allowable reimbursement
it is in the best interest to expedite the repair process through a professional service
contract; and
WHEREAS, on May 15, 2025, the Engineering & Public Works Department
published an Invitation to Bid for “Fence Repair and Replacement” on the City of North
Augusta’s bids and requests for proposals website page; and
WHEREAS, On May 29, 2025, sealed bids were received, publicly opened, and
read aloud for the project; and
WHEREAS, the low bid by Elite Fence Solutions, LLC of Warrenville, SC is in the
amount of $82,109.09; and

WHEREAS, the Mayor and City Council of the City of North Augusta find that the
awarding of such bid for the project is in the best interest of the City.
NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council of the
City of North Augusta, South Carolina, in meeting duly assembled and by the authority
thereof that:
1. Elite Fence Solutions, LLC shall be awarded a contract for fence repairs for the
City of North Augusta’s stormwater detention facilities and wastewater pump
stations at a total cost not to exceed $95,000.00, which includes a contingency
amount for any additional items identified in the course of the work.
2. The City Administrator is authorized to execute such documents as necessary
to enter into this contract.
3. Funding for payments pursuant to this contract will be from the General Fund
– Disaster Relief Efforts.
4. All reimbursement received from FEMA or any other source related to such
contract will be deposited into General Fund.

•Dedicated staff assigned to resolve individual billing issues promptly
System Stability & Training:
•Continued vendor support and internal training to ensure long-term success
•Evaluation of contract and vendor performance underway
