A RESOLUTION TO ACCEPT A GRANT AWARD FROM THE SOUTH
CAROLINA RURAL INFRASTRUCTURE AUTHORITY AND PROVIDE
MATCHING FUNDS FOR THE 8” WASTEWATER PIPE
UPGRADE PROJECT – PHASE I
WHEREAS, on July 19, 2021, City Council adopted Resolution 2021-30 authorizing receipt of
the Coronavirus State and Local Fiscal Recovery Fund (SLFRF) allocation totaling $11,871,089.22 from
the State of South Carolina as appropriated by the American Rescue Plan Act (ARPA) of 2021; and
WHEREAS, City Council adopted Resolution 2022-12, which obligated $10,000,000 SLFRF
funds for revenue loss replacement and $1,871,089.22 investment in water and sewer infrastructure; and
WHEREAS, City Council adopted Resolution 2022-13 which obligated $3,935,004.22 for the
rehabilitation of 22,299 feet of clay wastewater pipe and 59 brick manholes; and
WHEREAS, the South Carolina Rural Infrastructure Authority (RIA) awarded the City of
North Augusta a South Carolina Infratructure Investment Program (SCIIP) grant to assist with the
wastewater pipe system. The project approved via Resolution 2022-13 is scheduled to be complete
in January 2026; and
WHEREAS, there are remaining RIA SCIIP funds that have the potential to be committed to
the City’s wastewater pipe system; and
WHEREAS, RIA is considering a formal proposal from the City of North Augusta to
rehabilitate 8” wastewater pipes in specified neighborhoods; and
WHEREAS, RIA would require a 15% match for the City’s project request; and
WHEREAS, completion of the 8” Wastewater Pipe Upgrade Project will directly benefit the
City’s wastewater customers in the Crestland, Lynnhurst, and Summerfield neighborhoods.
NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of
North Augusta, South Carolina, in meeting duly assembled and by the authority thereof, that:
1. The City shall accept grant funding (if offered) of approximately $2,000,000 from the South
Carolina Rural Infrastructure Authority.
2. The grant match of $300,000 shall be made utilizing a portion of the City’s Utility
Construction Fund.
3. Grant award and committed matching funds shall be used solely for the completion of the 8”
Wastewater Pipe Upgrade Project – Phase I.
4. With this resolution, all project funds will be obligated and fully expended by June 1,
2026.
