ORDER OF BUSINESS
REGULAR MEETING
The Regular meeting of the City Council of the City of North Augusta of May 19, 2025 having been duly
publicized was called to order by Mayor Williams at 6:00pm and also streamed online for public viewing
at “City of North Augusta – Public Information” on www.Facebook.com and on the “City of North Augusta
Public Information” on www.YouTube.com. Per Section 30-4-80, (e) notice of the meeting by email was
sent out to the current maintained “Agenda Mailout” list consisting of news media outlets and individuals
or companies requesting notification. Notice of the meeting was also posted on the outside doors of the
Municipal Center, the main bulletin board of the Municipal Center located on the first floor, and the City
of North Augusta website.
Members present were Mayor Williams, Councilmembers Briatico, Buck, Carpenter, Felak, Freitas, and
Toole.
Also in attendance were James S. Clifford, City Administrator; J.D. McCauley, Assistant Administrator; Kelly
F. Zier, City Attorney; Chief Junior Johnson, Public Safety Director; Jamie Paul, City Clerk; and Ricky Jones,
Manager of Information Technology.

ITEM 4. APPROVAL OF MINUTES:
The minutes of the City Council Meeting of May 5, 2025 and Study Session of May 12, 2025, were approved
as submitted by general consent.
NEW BUSINESS
ITEM 5. CITY COUNCIL: Mayor Pro Tempore – Selection by Council
Councilmember Carpenter nominated Councilmember Toole for Mayor Pro Tempore.
Attorney Zier explained to the Council that Councilmember Toole does not need to recuse himself from
the vote and provided guidance on reasons to be recused.
Councilmember Toole acknowledge that he understands he does not need to recuse himself from the
vote, however, chose to still recuse himself.
It was moved by Councilmember Carpenter, seconded by Councilmember Buck, in accordance with
Section 2-31 of the North Augusta City Code to approve the nomination of Councilmember Kevin Toole
for the office of Mayor Pro Tempore. Vote: 6 – 0 Approved. Councilmember Toole was recused.
ITEM 6. PLANNING & DEVELOPMENT: Resolution No. 2025-11 Accepting a Deed of Dedication for the
Streets, Sanitary Sewer, Stormwater Collection and Fire Suppression Systems, and Associated
Easements and Rights of Way, Along with a Maintenance Guarantee and Letter of Credit, for RiverNorth,
Phase 4
No public comment.
Administrator Clifford stated this is a routine action.
It was moved by Councilmember Carpenter, seconded by Councilmember Toole, to Approve Resolution
No. 2025-11 Accepting a Deed of Dedication for the Streets, Sanitary Sewer, Stormwater Collection and
Fire Suppression Systems, and Associated Easements and Rights of Way, Along with a Maintenance
Guarantee and Letter of Credit, for RiverNorth, Phase 4. Unanimously Approved. (See Attachment #6)
ITEM 7. PLANNING & DEVELOPMENT: Resolution No. 2025-12 Accepting a Deed of Dedication for the
Drainage Easement for RiverNorth, Phase 4
No public comment.
Administrator Clifford stated that the resolution is tied with Item #6’s deed of dedication where a drainage
easement deed of dedication is required.
It was moved by Councilmember Buck, seconded by Councilmember Toole, to Approve Resolution No.
2025-12 Accepting a Deed of Dedication for the Drainage Easement for RiverNorth, Phase 4. Unanimously
Approved. (See Attachment #7)

ITEM 8. PUBLIC SAFETY: Resolution No. 2025-13 Authorizing the City of North Augusta to Purchase a
2000 KME Aerial Truck
No public comment.
Administrator Clifford stated this is a bridge plan to replace the 1981 ladder truck and funding is through
the Capital Projects Fund.
It was moved by Councilmember Carpenter, seconded by Councilmember Buck, to Approve Resolution
No. 2025-13 Authorizing the City of North Augusta to Purchase a 2000 KME Aerial Truck. Unanimously
Approved. (See Attachment #8)
ITEM 9. PUBLIC SAFETY: Resolution No. 2025-14 Authorizing the City of North Augusta to Purchase Two
Ladder Trucks and a Pumper
No public comment.
Administrator Clifford stated the purchase will be through CPST V which funding begins in 2026 and will
be updating the aging ladder trucks and pumper.
Discussion ensued relative to payments and effectiveness of the trucks on tighter roads in upcoming
subdivisions.
It was moved by Councilmember Carpenter, seconded by Councilmember Toole, to Approve Resolution
No. 2025-14 Authorizing the City of North Augusta to Purchase Two Ladder Trucks and a Pumper.
Unanimously Approved. (See Attachment #9)
ITEM 10. BOARDS AND COMMISSIONS: Appointments to the North Augusta Public Safety Foundation
– Recommendation by Mayor
No public comment.
Mayor Williams recommended the appointments of Councilmember Briatico and Buck to the North
Augusta Public Safety Foundation. These appointments will replace former Councilmembers McCauley
and McGhee.
Councilmembers Briatico and Buck recused themselves from the vote.
It was moved by Councilmember Carpenter, seconded by Councilmember Toole, to Approve
Appointments of Councilmembers Briatico and Buck to the North Augusta Public Safety Foundation. Vote:
5 – 0 Approved. Councilmembers Briatico and Buck were recused.

ITEM 11. BOARDS AND COMMISSIONS: Appointment to the North Augusta Beautification Foundation
– Recommendation by Mayor
No public comment.
Mayor Williams recommended the appointment of Councilmember Freitas to the North Augusta
Beautification Foundation. This appointment would replace Mayor Williams.
It was moved by Councilmember Toole, seconded by Councilmember Buck, to Approve the Appointment
of Councilmember Freitas to the North Augusta Beautification Foundation. Unanimously Approved.
ITEM 12. ADMINISTRATIVE REPORTS
a. Update on Hurricane Helene Recovery Efforts
Administrator Clifford presented an update on the Hurricane Helene Recovery Efforts. (See Attachment

Mayor Williams congratulated and thanked Public Safety Officers and Public Services for the following:
• Captain Hayes and Lt. Velasco attended Public Safety training hosted by the Municipal Association
of SC in Columbia, SC
• Lt Rowland and Sgt. Bone attended Liberty Dynamics flashbang training at Anderson County
Sheriff's Office
• PSO Bernardini completed Pedestrian and Bicycle Collision Investigation training at the SC
Criminal Justice Academy
• Wastewater Interceptor Pipe and Manhole Rehabilitation Project: SAK Construction finished
preparing 26,606 feet of pipeline for installation of the new pipe liner, replaced 95 manhole
frames and covers, and relined 3,966 feet of pipeline
• Utility technicians flushed and tested 103 out of 1004 fire hydrants.
• Utility technicians cleaned and inspected 775 feet of wastewater main
• Meter Foreman, Brandon Duncan, completed the water distribution C level license course
RESOLUTION NO. 2025-11
ACCEPTING A DEED OF DEDICATION FOR THE
STREETS, SANITARY SEWER, STORMWATER COLLECTION AND FIRE
SUPPRESSION SYSTEMS,AND ASSOCIATED EASEMENTS AND RIGHTS OF WAY,
ALONG WITH A MAINTENANCE GUARANTEE AND LETTER OF CREDIT,
FOR RIVERNORTH, PHASE 4
WHEREAS, Riverside Partners, LP developed RiverNorth, Phase 4 according to
the requirements of the North Augusta Planning Commission; and the City, and owns the streets,
utilities and easements; and
WHEREAS, pursuant to §16.8 of the North Augusta Development Code, the
Director of Planning and Development and the City Engineer approved the final subdivision plat
for recording on April 15, 2025 and
WHEREAS, it is the policy of the City that, upon approval of a final subdivision
plat, the City will, following inspection by the City's Engineering department, accept a deed of
dedication for the streets, utilities, etc. for the purpose of ownership and maintenance when said
deed is accompanied by a maintenance guarantee; and
WHEREAS, a maintenance guarantee and supporting letter of credit accompany
the deed; and
WHEREAS, the City Engineer has made final inspection of the subject
improvements and these improvements meet City standards.
NOW THEREFORE, BE IT RESOLVED that the Mayor and City Council of the
City of North Augusta, South Carolina, in meeting duly assembled and by the authority thereof,
do hereby accept a deed of dedication for:
All that certain tract or parcel of land, situate, lying and being in the State of South
Carolina, County of Aiken, being designated as River North Subdivision, Section 4, Lots 1–56,
and including the 50’ rights-of-way for Satilla Place, Chattooga Court, Tivoli Lane, and Tallullah
Lane (the “Roads”), together with all drainage and utility easements reserved to the City of North
Augusta, and all storm and sanitary sewer lines, water distribution infrastructure, storm drainage
systems, and related appurtenances intended for public use, all as shown on a plat of survey
prepared by Jachens Land Surveying, Inc. for Riverside Partners, L.P., dated December 5, 2024,
and recorded in the Office of the Register of Deeds for Aiken County, South Carolina, in Deed
Book 66, Pages 859-861.
This conveyance expressly excludes any easements or appurtenances previously
reserved or reserved to the homeowners’ association, as reflected on the above-referenced plat.
Reference is made to said plat for a more complete and accurate description of the metes, bounds,
and location of the property.

Said property is conveyed subject to any applicable easements, covenants,
restrictions, and rights-of-way of record in the aforesaid Office.
Tax Map and Parcel: A portion of 014-00-02-179
This being a portion of the property conveyed to Riverside Partners, L.P. by deed
of Carl E. Sanders, dated June 30, 1994, and recorded July 11, 1994, in Deed Book 1478, Page 47,
in the aforesaid records.
BE IT FURTHER RESOLVED that a Maintenance Guarantee and letter of credit
in the amount of $125,000 are hereby accepted.

Riverside Partners, L.P., a South Carolina Limited Partnership, as the Grantor, and CITY OF NORTH
AUGUSTA, as the Grantee, whose address is 100 Georgia Ave., North Augusta, SC 29841.
W I T N E S S E T H:
That for and in consideration of the sum of One Dollar ($1.00) in hand paid by the Grantee, the
receipt and sufficiency of which are hereby acknowledged, and the further consideration of the desire and
intention of the Grantor to dedicate for public use certain roads, water distribution infrastructure, sanitary
sewer systems, storm drainage systems, and related public improvements located within the subdivision
known as River North, Phase 4, the Grantor has granted, bargained, sold, released, conveyed, and
confirmed, and by these presents does grant, bargain, sell, release, convey, and confirm unto the Grantee,
its successors and assigns, the property and improvements described in Exhibit "A" attached hereto and
incorporated herein by reference, to have and to hold the same for public use and maintenance by the
Grantee.

RESOLUTION NO. 2025-12
ACCEPTING A DEED OF DEDICATION FOR THE DRAINAGE EASEMENT
FOR RIVERNORTH, PHASE 4
WHEREAS, Riverside Partners, LP developed RiverNorth, Phase 4 according to
the requirements of the North Augusta Planning Commission; and the City, and owns the streets,
utilities and easements; and
WHEREAS, in accordance with policy, the City agreed to accept ownership and
maintenance responsibility for the drainage easement; and
WHEREAS, the City Engineer has made final inspection of the subject
improvements and these improvements meet City standards.
NOW THEREFORE, BE IT RESOLVED that the Mayor and City Council of the
City of North Augusta, South Carolina, in meeting duly assembled and by the authority thereof,
do hereby accept a deed of dedication for:
All that certain tract or parcel of land, situate, lying and being in the State of South
Carolina, County of Aiken, being designated as River North Subdivision, Section 4, described as
Drainage Easement “A”; 3,182 Sq. Ft., 0.07 Acres, as shown on a plat of survey prepared by
Jachens Land Surveying, Inc. for Riverside Partners, L.P. dated December 11, 2024, and recorded
in Deed Book 26, Page 917, in the Register of Deeds Office of Aiken County, South Carolina,
reference to which is made for a more complete and accurate description of the metes, bounds, and
location of said property.
Tax Map and Parcel: A portion of 014-00-02-024

THIS INDENTURE, made and entered into ____________________, 2025, by and between
RIVERNORTH HOMEOWNERS ASSOCIATION, INC. a South Carolina Nonprofit Corporation, as
the Grantor, and CITY OF NORTH AUGUSTA, as the Grantee, whose address is 100 Georgia Ave.,
North Augusta, SC 29841.
W I T N E S S E T H:
Grantor, for and in consideration of the Sum of One Dollar ($1.00) in cash to it in hand paid by
the Grantee at and/or before the sealing and delivery of these presents, and other good and valuable
considerations, the receipt and sufficiency of which are hereby acknowledged, has granted, bargained, sold,
released, conveyed and confirmed and by these presents does grant, bargain, sell, release, convey and
confirm unto the said Grantee, its successors and assigns, a perpetual non-exclusive easement over and
across the property described in Exhibit “A” attached hereto in order to permit the drainage of stormwater
from Rivernorth Drive to the Savannah River over, across and through the property. Upon development
of a stormwater drainage system on the Property, this easement shall be utilized, to the extent it is reasonable
to do so, in order to direct such stormwater through the stormwater drainage system to be located on the
property. As part of this drainage easement, Grantee, its successors or assigns, shall provide to Grantor, it
successors or assigns, a connection point to the drainage system.

TOGETHER with all and singular, the rights, members, hereditaments and appurtenances to the
said premises belonging or in anywise incident or appertaining.

AND the Grantor does hereby bind itself and its successors and assigns to warrant and forever
defend all and singular the said premises unto the said Grantee, its successors and assigns against the
Grantors and its successors successors and assigns, and all persons whomsoever lawfully claiming, or to
claim the same or any part thereof.

RESOLUTION NO. 2025-13
AUTHORIZING THE CITY OF NORTH AUGUSTA
TO PURCHASE A 2000 KME AERIAL TRUCK
WHEREAS, North Augusta Public Safety’s 1981 ladder truck is at the end of its useful lifespan;
and
WHEREAS, the voters of Aiken County approved Capital Project Sales Tax V in November 2024
which included the replacement of two aerial apparatus, which includes the 1981 ladder truck; and
WHEREAS, the time to procure a new replacement aerial apparatus is estimated to be three to five
years; and
WHEREAS, the City Administrator directed the search for an interim solution with the stated
purpose of procuring a used serviceable aerial truck until a new one can be ordered and delivered; and
WHEREAS, North Augusta Public Safety was approached by the GVW Volunteer Fire Department
about the sale of a 2000 KME Aerial Truck; and
WHEREAS, the Director of Public Safety, Mr. Junior Johnson, and his team have thoroughly
reviewed and evaluated the fire truck; and
WHEREAS, this is a unique item that is unable to be procured through a cooperative purchasing
agreement or solicitation of multiple bids.
NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of North
Augusta, South Carolina, in a meeting duly assembled and by the authority thereof that:
1. The North Augusta Department of Public Safety has the authority to purchase a 2000 KME
75’ Aerial Truck from the GVW Volunteer Fire Department.
2. The Council authorizes total expenditures not to exceed $145,000 for the truck and any
other related incidentals and/or contingencies.
BE IT FURTHER RESOLVED that this purchase shall be funded with the Capital Projects Fund.
BE IT FURTHER RESOLVED that the City Administrator is authorized to execute such
documents as necessary to facilitate this purchase in accordance with the City’s procurement guidelines.

AUTHORIZING THE CITY OF NORTH AUGUSTA
TO PURCHASE 2 LADDER TRUCKS AND A PUMPER
WHEREAS, the voters of Aiken County approved Capital Project Sales Tax V in November 2024
which includes Fire Truck/apparatus replacements including two ladder trucks, one engine, one support
truck; and
WHEREAS, two aerial trucks and one pumper engine are at or are approaching the end of their
useful lifespan; and
WHEREAS, the Department of Public Safety met with Spartan Fire Apparatus who is an authorized
dealer of Pierce Fire Apparatus for the purpose of developing a set of specifications for two ladder trucks
and a pumper; and
WHEREAS, these specifications qualified to be purchased through the HGAC purchasing
consortium which is in accordance with the City’s procurement policies; and
WHEREAS, the Director of Public Safety, Mr. Junior Johnson, and his team have thoroughly
reviewed and evaluated the specifications; and
WHEREAS, the amount quoted for the 107’ Ladder truck is $1,952,165, the amount quoted for the
Pumper is $1,327,062, and the amount quoted for the 100’ Ladder truck is $2,198,807.
NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of North
Augusta, South Carolina, in a meeting duly assembled and by the authority thereof that:
1.The City Administrator may enter into a contract after July 1, 2025 with Spartan Fire
Apparatus for the purchase of 2 ladder trucks and a pumper not to exceed the total amount
of $5,500,000.
2.The City Administrator shall make no payments on this contract prior to the start of the
collection period of Capital Project Sales Tax V.
BE IT FURTHER RESOLVED that this purchase shall be funded within Capital Projects Sales
Tax V and that no payments or prepayments can be paid until after collections begin for Capital Projects
Sales Tax V.
BE IT FURTHER RESOLVED that the City Administrator is authorized to execute such
documents as necessary to facilitate this purchase in accordance with the City’s procurement guidelines.
