Toole, Councilmember ORDER OF BUSINESS STUDY SESSION The Study Session of March 10, 2025 for the City Council of the City of North Augusta, having been duly publicized, was called to order by Mayor Williams at 6:00pm and also streamed online for public viewing at the City Facebook page: “City of North Augusta – Public Information” and City YouTube page: “City of North Augusta Public Information.” Per Section 30-4-80(e) notice of the meetings was sent out by email to the current maintained “Agenda Mailout” list consisting of news media outlets and individuals or companies requesting notification. Notice of the meetings was also posted on the outside doors of the Municipal Center, the main bulletin board of the Municipal Center located on the first floor, and the City of North Augusta website. Members present were Mayor Williams, Councilmembers Buck, Carpenter, McCauley, McGhee, and Toole. Also in attendance were James S. Clifford, City Administrator; J.D. Luke Sherman will graduate from the FBI-National Academy on Thursday, March 13. • On Tuesday, March 4 the dispatch switch over at PS Headquarters was successful PARKS AND RECREATION: • North Augusta Miracle League Field Ribbon Cutting Ceremony is scheduled for Saturday, March 15th at 9:30am. • North Augusta High School Baseball JV and Varsity teams will host Gray Collegiate this Friday at SRP Park. • The Riverview Park Activities Center Elevator Modernization week of March 24. • Spring Sports games begin week of March 24. • Creighton Park Playground installation and Riverview Park Tennis Court Resurfacing projects are scheduled to begin the week of April 14. • Parks & Recreation Greeneway team will be full staff this Wednesday. Media launch to introduce them will begin on Wednesday. The Foundation was established with the city council’s intent to be a “non-profit charitable corporation … independent from the City [of North Augusta] under the leadership of a Board of Directors with advisement from municipal employees.” Mayor Briton Williams nominated five North Augusta residents and two City Councilmembers to the Foundation’s inaugural Board of Directors. The nominated board members were then approved by City Council. Additionally, one officer from the North Augusta Public Safety Department was identified to serve in an ex-officio capacity to the Foundation. The inaugural board members were: • Rebecca Dearden, resident • Butch Fagan, resident • Lisa Izlar, resident • Jason Payne, resident • Michael Ward, resident • Jenafer McCauley, councilmember • David McGhee, councilmember • Capt. Kevin Hayes, ex-officio member ORGANIZATION The board began meetings on September 28, 2023 and elected the following officers: • Jason Payne, Chair • Rebecca Dearden, Vice Chair • Butch Fagan, Treasurer • Lisa Izlar, Secretary The Foundation approved its by-laws on January 4, 2024. On March 8, 2024, the Foundation was retroactively designated by the Internal Revenue Service to be a 501(c)(3) nonprofit organization, effective September 7, 2023. The Foundation’s EIN is 93-3354072. Banking accounts for the Foundation were established at South State Bank in January 2024. ATTACHMENT #3Ai2 - Public Safety Foundation - Information Page 1 of 6 2024 REPORT 1. Goals: In 2024, the Foundation’s top three goals consisted of: 1. Raising money for a plaque dedicated to fallen officers that would be placed in a memorial garden of the new Department of Public Safety (DPS) headquarters located at Georgia Ave. Goal Outcome: The Foundation received several plaque quotes from DPS; however, Posey Funeral Homes of North Augusta paid for the entire plaque. 2. Supporting the 2024 DPS Annual Golf Tournament. The golf tournament’s profits are used to fund DPS’ annual Christmas drive for needy families in North Augusta. Goal Outcome: The Foundation raised $16,074.75 of which $7,595.00 was used to cover tournament expenses and $6,825 was used to support nine families for the department’s Annual Christmas Drive. 3. Identifying and participating in community events that would allow the Foundation to connect with prospective members, donors, and local businesses. Goal Outcome: Members of the Foundation participated in North Augusta Chamber of Commerce events, DPS community outreach events, city events, and events with the Downtown Merchant’s Alliance. 2. Personnel: The Foundation had nine active members as of December 31, 2024. Additionally, board member Michael Ward resigned from his position on April 25, 2024. 3. Finances 3.1 Fundraising: In 2024, the Foundation raised $35,041.75. The Foundation’s top donors were: 1. Miracle Nissan $5,000.00 1. Dominion Energy $5,000.00 3. Jason Payne $3,514.00 4. Hood Construction, LLC $2,000.00 4. Walker Sports $2,000.00 6. ATTACHMENT #3Ai2 - Public Safety Foundation - Information Page 3 of 6 MISSION STATEMENT Strengthening the North Augusta Public Safety Department’s ability to protect, serve, and support the quality of life in our community. ANNUAL GOALS 1. Membership: Add ten (10) new members to the Foundation, not including board members. This should be accomplished through a combination of one or more membership drives and active engagement. Memberships and membership renewals will be tracked through the payment of annual membership dues. 2. Fundraising: Raise $40,000 to support the North Augusta Public Safety Department, approximately 95% of which will be used on unfunded training and equipment needs, community outreach, special projects, and hardship requests from public safety employees. 3. Governance: Elect at least one new board member to replace a board member who resigned last year. Facilitate officer elections in accordance with established by-laws. 4. Resource Allocation: Benchmark against similar non-profit organizations and evaluate the Foundation’s current and previous year spending by category (i.e., community outreach, special projects, marketing, administration, carryover, etc.) to determine budget appropriations for fiscal year 2026.
