ORDINANCE NO. 2025-01
TO CHANGE THE CORPORATE LIMITS
OF THE CITY OF NORTH AUGUSTA
BY ACCEPTING THE PETITION REQUESTING ANNEXATION
BY THE LANDOWNERS AND ANNEXING ± 0.70 ACRES OF PROPERTY
LOCATED AT EDGEFIELD ROAD/SAINT JAMES STREET
TAX PARCEL NUMBER 012-05-14-004
OWNED BY ADAMS BROTHERS PROPERTIES, LLC
WHEREAS, Section 5-3-150(3) of the Code of Laws of the State of South Carolina
provides that: "Notwithstanding the provisions of subsections (1) and (2) of this section, any area
or property which is contiguous to a municipality may be annexed to the municipality by filing
with the municipal governing body a petition signed by all persons owning real estate in the area
requesting annexation. Upon the agreement of the governing body to accept the petition and annex
the area, and the enactment of an ordinance declaring the area annexed to the municipality, the
annexation is complete"; and
WHEREAS, the Mayor and City Council of the City of North Augusta, have
reviewed the petition of the landowners requesting that their property be annexed into the City and
determined that such Petition should be accepted and the property annexed into the City; and
WHEREAS, the property is situated within the area of the North Augusta 2021
Comprehensive Plan and recommended for Residential Single Family by that plan as specified in
the Land Use Element; and
WHEREAS, the annexation request and zoning classification has been reviewed by
the Planning Commission which has recommended annexation of the property with + 0.70 acres
to be zoned R-7, Small Lot Single Family Residential.
NOW, THEREFORE, BE IT ORDAINED by the Mayor and City Council of the
City of North Augusta, South Carolina, in meeting duly assembled and by the authority thereof
that:
I. The Petition of the landowners is accepted and the following described property
shall be annexed into the City of North Augusta:
ALL that certain piece, parcel or tract of land, with all
improvements thereon, situate, lying and being in the
County of Aiken, State of South Carolina, consisting of
Seventy Hundredths (0.70) of an acre, more or less,
appearing on that plat prepared for Anthony P. and Carol
D. Riley by William H. McKie, III P.L.S. dated October
29, 2021 and recorded in the RMC Office of Aiken
County in Plat Book 63 at Page 566. Said plat is
incorporated herein by reference thereto.

This parcel is identified as being on St. James Street by Tax Parcel Number 012-
05-14-004.
The ±0.70 acres is requested to be zoned R-7 Small Lot Single-Family
Residential.
The property to be annexed is also shown on a map identified as “Exhibit A”
titled “Map of Property Sought to be Annexed to the City of North Augusta” and
prepared by the City of North Augusta.
II. The zoning classification shall be +0.70 acres as R-7, Small Lot Single-Family
Residential.
III. All Ordinances or parts of Ordinances in conflict herewith are, to the extent of such
conflict, hereby repealed.
IV. This Ordinance shall become effective immediately upon its adoption on second
and final reading.

Adams Brothers Properties, LLC has requested to annex parcel number 012-05-14-004,
approximately 0.70 acres, located at the corner of Edgefield Rd. and St. James St. The request is
for the parcels to be zoned R-7, Single Family Small Lot Residential at the time of annexation.
NADC Additional Reviews
4.7 Annexation – All territory which may hereafter be granted or annexed to the City of North
Augusta shall be classified automatically in the R-14 District, except that at the time the
application for annexation is filed the applicant may request a zoning classification that is similar
to surrounding zoning and in accord with the city’s Comprehensive Plan. Proposed annexations
where the requested zoning is inconsistent with the Land Use Element of the Comprehensive
Plan or differs from zoning on adjacent properties shall be reviewed by the Planning Commission
in accordance with Article 18, Administration and Enforcement. The Planning Commission shall
recommend to the City Council the appropriate zoning for the property to be annexed,
modification to the Land Use Element of the Comprehensive Plan, or both.
The Planning Commission is being asked to make a recommendation regarding the zoning
classification of this property prior to annexation. The subject parcel Future Land Use is
Residential Single Family.

SECTION 4: STAFF EVALUATION AND ANALYSIS
The parcel proposed for annexation currently is vacant. It was previously cleared. Road access is
available from St. James St. The property is surrounded by small businesses and residences. The
applicant has requested the R-7, Single Family Small Lot Residential zoning district at the time of
annexation. The Planning Commission is being asked to make a recommendation regarding the
compatibility of the zoning classification of this property prior to annexation.
The R-7, Single Family Small Lot Residential zoning district is described as the following:
4.12.3 R-7, Small Lot Single-Family Residential District – The purpose of this district is to provide
for a variety of single-family housing types on small lots to meet market demands for smaller lot
developments. It is also the intent of this district to balance higher densities with common open
space.

Based on these descriptions and similarly zoned properties within the city limits, staff believes
allowing R-7, Small Lot, Single Family Residential zoning is appropriate for the property.

AUTHORIZING THE CITY OF NORTH AUGUSTA TO ENTER INTO A CONTRACT
WITH BRASFIELD & GORRIE, LLC TO PERFORM SRP PARK – WOW! TERRACE
REPAIR WORK
WHEREAS, Resolution No. 2024-37 authorized an agreement with Williamson &
Associates (W&A), a building exterior weatherproofing consultant, to perform leak testing
and consulting services at SRP Park; and
WHEREAS, in accordance with this agreement, W&A provided a Summary of
Work Outline, dated November 19, 2024, including repair drawings and details; and
WHEREAS, Brasfield & Gorrie, LLC has provided a construction cost estimate to
perform the recommended repairs for $252,776.00.
NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council of the
City of North Augusta, South Carolina, in a meeting duly assembled and by the authority
thereof, that Brasfield & Gorrie, LLC shall be awarded a contract for SRP Park – WOW!
Terrace Repair Work, in accordance with its proposal dated December 23, 2024.
BE IT FURTHER RESOLVED that the funding source for this contract, plus
contingencies, shall be from the Riverfront/Central Core Redevelopment Fund in an
amount not to exceed $280,000.00.
BE IT FURTHER RESOLVED that the City Administrator is authorized to execute
such documents as necessary to enter into this contract.

100 GENERAL CLARIFICATIONS
1. We have based our Pricing and Schedule on:
a. Wow! Club Terrace Leakage Repairs Drawings dated 11/15/24, as prepared by Williamson &
Associates.
b. Summary of work outline SRP Park – Augusta Green Jackets Stadium Leakage Repairs to
“WOW” Club Terrace dated 1/19/24, as prepared by Williamson & Associates
2. The below Lists of Clarifications, Inclusions, and Exclusions supersede all plans and specs emailed and other
written or verbal directions as pertaining to this scope of work.
3. The Contract Sum for this work is $252,776 as detailed in Exhibit A, Schedule of Values. Final contract sum
for this work to be based on subcontractor costs submitted to Brasfield & Gorrie (B&G). B&G will send a
request to the City of North Augusta for approval prior to execution of work beyond base contract sum.
4. Pricing is valid through 01/06/25, and is contingent upon approval of the complete scope of work. Pricing
breakouts provided on the bid form are for information only and assume the entire project will be awarded to
Brasfield & Gorrie as a lump sum contract.
All pricing is based on Williamson & Associates Drawings and Summary. Schedule is Exhibit C and
dependent on finalized Start Date once contract is executed. Date of commencement shall be the following
Monday from the Signed Contract Date, but not less than 1 week from Signed Contract Date. Date of
Substantial Completion shall be dependent on the work required once Demolition is completed and reviewed
by W&A.
5. Pricing is strictly based on the schedule durations as summarized in Exhibit C – WOW Club Terrace
Schedule. Changes to the dates or durations indicated in this schedule due to impacts outside of Brasfield &
Gorrie’s control will result in a possible contract adjustment of cost and time.
6. Project schedule and delivery based on uninterrupted access to WOW Club Terrace and access to it along
with Tenant Space below the terrace during construction. Our proposal assumes no interruptions to
production or schedule and no special security requirements to complete scope of work. Work notification
process has not been provided.
7. Pricing assumes no Commissioning of existing equipment.
8. The Warranty for this work is limited to the waterproofing repair work being performed in accordance with the
Williamson and Associates Drawings and Summary and shall be limited to One (1) year from the date of
substantial completion. The City of North Augusta must notify the Contractor within 7 days of any leaks to
maintain warranty.
9. Any warranty work performed must be completed with Williamson and Associates on site to assure all work
conforms to their recommendations. Cost of Work will be billed to City at in accordance with this contract.

10. It is understood that additional scope may be added after demolition work is completed by W&A. This scope
will be reviewed and evaluated for costs and time once issued and added through a Change Order to the
base contract sum.
Inclusions
1. All clarifications are intended to reference base bid pricing
a. Brasfield & Gorrie does not plan to perform any task with its own crews.
2. It is required that all subcontractors and vendors working directly for the owner and/or architect shall adhere
to and follow Brasfield & Gorrie safety guidelines while on the project site. It will also be required that some of
the vendors/subcontractors attend schedule and progress meetings as necessary
3. All work is proposed to proceed during normal work hours
4. All unscaled drawings were assumed to be consistent with the scale of Original drawings.
5. We have assumed that we will be able to secure the building after final cleaning of areas. The final security
design has not been provided at the time of this pricing. If temporary measures are required to secure the
building (i.e. temporary door hardware and/or basic access control) this will require additional costs.
6. Sales Tax included within sub quotes
7. Dumpsters and Equipment as needed for scope of warranty work
8. An Allowance of $12,000.00 has been carried for interior work within Tenant space below WOW Club terrace.
9. Use of existing Elevators to the terrace level for construction activities.
10. An Allowance of $30,000.00 has been carried for Dumpsters, temporary protection, temporary fencing,
expendables, and final cleaning.
Exclusions
1. Brasfield & Gorrie has not included any contingency for this work. We Suggest Carrying 5% on top for any
changes required by Williamson & Associates during the progress of the work
2. These clarifications exclude work with other buildings on the SRP Park Campus
3. Building Permit cost.
4. Construction Materials Testing or Special Inspections cost.
5. Architectural, Civil and Structural Design Fees.
6. Cost for code required inspections (rebar, etc.).
7. Demo/Removal/Replacement/Relocation of any utilities.
8. Network power feeds to jobsite.
9. Telephone and CATV service
10. Payment and Performance Bond.
11. Cameras or other video monitoring devices and services to show construction progress.
12. All Power bills.
13. Utility/telephone company charges.

Within 15 days upon inspection OR
Upon contract period, an initial allowance of
10% of the total contract value is to be paid to
account for mobilization costs. Once work be-
gins, 3 subsequent payments are to be made
based on percentage of scope completed. Pay-
ment terms negotiable upon contract.
Warranty Terms
Material only. Standard 1 year install war-
ranty. No weather tight warranty can be
provided.
Mobilization Two mobilizations included. Site Access
Area will be given to Jollay Masonry, Inc.
and pedestrian traffic will be coordinated
around work location. Work is performed
during normal working hours Monday
through Friday. No night or weekend
work has been priced.
All material is guaranteed to be as specified. All work to be completed in a workman like manner according to standard industry practices.
Any alteration or deviation from the above scope detail/specifications involving extra cost will be executed only upon written authorization
and will become an extra charge over and above the estimate. All agreements are contingent upon strikes, accidents, or delays that may
be beyond our control. All applicable taxes and insurance are included within our proposal. Unless noted above, no guarantees are made

Watts and Associates Waterproofing LLC is pleased to offer the following proposal for the above-referenced project.
We hereby propose to furnish the necessary labor, material, equipment, tools, transportation, insurance, and
supervision to perform the following scope of work during normal business hours. This proposal is broken out into
spec sections for accounting purposes. General conditions are divided into each unit.
South Side of South facing screen wall (Terrace)
1. Install new sheet membrane waterproofing to the horizontal slab and new wall termination 12” above thru-wall
flashing
2. Install AWB to sheathing above the waterproofing per the manufacturer's written instructions
3.
North Side of South facing screen wall (Mech. Roof)
1. Install AWB to sheathing above the waterproofing per the manufacturer's written instructions
2.
West Side of West facing screen wall (Mech. Roof)
1. Install AWB to sheathing above the waterproofing per the manufacturer's written instructions
2.
East Side of West facing screen wall (Mech. Roof)
1. Install AWB to sheathing above the waterproofing per the manufacturer's written instructions
2.
Door at the South side of the screen wall
1. Inspect and repair AWB and WPFG
WOW South terrace side of screen wall
1. Install new sheet membrane waterproofing to the horizontal slab and new wall termination 12” above thru-wall
flashing

3. Install new traffic coating system with new caulking at the frame
WOW North side of screen wall

1. Labor to demo z-furring, wall framing, sheathing, rigid insulation and lap siding.
2. Labor to cut back horizontal legs of shelf angle and bent plate mentioned in item A1a of Williamson &
Associates report.
3. Labor and material to install new bypass framing for continuous wall assembly from top of screen wall to
lower slab.
4. Labor and material to re-frame structural stud framing for ramp. NO decking included.
5. Labor and material to install new sheathing over bypass wall.
6. Labor and material to install new 5/8” Dens-Deck Prime sheathing over existing framing at mechanical
well side of screen wall where removed.
7. Labor and material to reinstall 2” z-girts and rigid insulation where removed from WOW Club exterior
wall.
8. G.C. to furnish dumpsters, temporary lights and temporary power.
9. NO metal or wood blocking/backing included.
10. NO rigid insulation included.
11. NO air/weather barrier work included.
12. NO night or weekend work included.
13. ALL demo work figured to occur in one mobilization.
14. Due to the volatility in the materials market, this quote is good through 1-31-25.
15. All above work is based off report from Williamson & Associates. Any additional work not mentioned in
report or that comes from further investigation after demo work is performed is not included.
Total Price Labor, Material and Equipment: $37,012.00
- Alternate add allowance for interior drywall repairs (includes painting at affected areas)…$12,000.00
o Interior work could not be viewed in entirety at time of this proposal. This is an allowance and
additional costs may be incurred once project starts.
