Toole, Councilmember ORDER OF BUSINESS STUDY SESSION The Study Session of October 28, 2024 (Immediately Following the October 28, 2024 Special Called Council meeting at 6:00 pm) for the City Council of the City of North Augusta, having been duly publicized, was called to order by Mayor Williams at 6:12pm and also streamed online for public viewing at the City Facebook page: “City of North Augusta – Public Information” and City YouTube page: “City of North Augusta Public Information.” Per Section 30-4-80(e) notice of the meetings was sent out by email to the current maintained “Agenda Mailout” list consisting of news media outlets and individuals or companies requesting notification. Notice of the meetings was also posted on the outside doors of the Municipal Center, the main bulletin board of the Municipal Center located on the first floor, and the City of North Augusta website. Members present were Mayor Williams, Councilmembers Buck, Carpenter, McCauley, McGhee, Presnell, and Toole. Also in attendance were James S. Clifford, City Administrator; J.D. McCauley, Assistant Administrator; Kelly F. Zier, City Attorney; Chief Junior Johnson, Director of Public Safety; Thomas C. Zeaser, Director of Engineering and Public Works; Lynda Williamson, Director of Finance; Jamie Paul, City Clerk; and Ricky Jones, Manager of Information Technology. Page 2 of 3 ITEM 1. CITY COUNCIL MEETING: Administrator Clifford led Council’s discussion of items for the November 4, 2024 regular meeting. (See Attachment #1) ITEM 2. DEPARTMENT DETAILS: Administrator Clifford stated the department details have been provided to Council and can review at their leisure. (See Attachment #2) ITEM 3. MAYOR’S MATTERS: (A) FOCUS ITEM(S): i. Proposed FY 2025 Consolidated Budget – Council Review and Discussion (item to be continued to Tuesday, October 29, 2024 (if needed)) Administrator Clifford and Finance Director Williamson highlighted on the Fiscal Year (FY) 2025 Consolidated Balanced Budget. (See Attachment #3Ai) Discussion ensued relative to Public Safety vehicles and their age, outfitting a public safety vehicle, and lease vs purchase savings. Additional discussion ensued relating to the COPS grant (see page 24 of Attachment #3Ai) and use of the remaining ARPA funds. It was the consensus of the board to have staff provide ARPA options to include various vehicles (trolley) and equipment. At 7:34pm a break was provided and reconvened at 7:34pm. ii. Update on Hurricane Helene Recovery Efforts Administrator Clifford presented an update on the Hurricane Helene Recovery Efforts. (See Attachment #3Aii) (B) Mayor Williams will share reflections and announcements related to current City events and opportunities Mayor Williams highlighted on the following: • Public Safety Trunk or Treat - Sunday, November 3 from 5pm-8pm at Riverview Park Activity Center Chief Johnson stated that if residents choose to trick or treat to use extreme caution with all of the debris around as it is hazardous. Discussion ensued on the safety of trick or treaters and Council encouraged residents to seek out Trunk and Treats locally. PLANNING AND DEVELOPMENT: • Code Enforcement Officer Phillip Prescott has completed Aiken Tech Training for Microsoft Excel & 7 Habits of Highly Effective People PUBLIC SAFETY: • Public Safety is hosting the Trunk-or-Treat at Riverview Park this Sunday, November 3, from 5:00pm-8:00pm • We would like to remind everyone to use extreme caution this Thursday with Halloween Trick or Treating being more dangerous with debris piles. PARKS AND RECREATION: • Fall Sports enters the last 2 weeks of play this week with the Girls Volleyball program and youth soccer program wrapping up this week. The 43rd annual Rotary Bowl for youth cheerleading and football is scheduled for Saturday, November 9 at Lions Field. • Creighton Park Task Force will meet this week to review new playground proposals to replace the existing playground. • Parks & Recreation Director Rick Meyer and Superintendent of Facilities and Programs Jeremy Jiunnies met with North Augusta High School Principal Casey Rogers on Monday afternoon to discuss options for the North Augusta High School 2025 Baseball and Softball spring seasons. • Registration for the 2024-25 Parks & Recreation youth basketball program is currently accepting on time registration through November 12. TOURISM: • Early Voting will continue at the Community Center through Saturday, November 2 from 8:30am- 6:00pm each day. Week one saw 6,781 early voters turn out at the Community Center to cast their votes. • True North Church will host “Worship at the River” on Sunday, November 3 from 5:30pm-6:30pm at the Sharon Jones Amphitheater. The service is open to the community. • Upcoming events include: o Saturday, November 9 at 7:00pm: Explore North Augusta will host the Dave Matthews Tribute Band at the Sharon Jones Amphitheater o Saturday, November 16 at 4:00pm: North Augusta Forward will host Taste in the Tunnel at the Center Street Greeneway Tunnel o Saturday, November 16 at 6:00pm: The North Augusta Beautification Foundation will host the Jessamine Music Festival at the Sharon Jones Amphitheater ENGINEERING AND PUBLIC WORKS: • The Georgia Avenue Speed Display Signs are now functional. A budget is a plan, but it's not static, and governments must be able to adjust it to serve their residents. New Expense Line has been added under Administration Expecting payment from Insurance New Revenue Line item for FEMA Reimbursement The 2024 Budget will need to be amended to reflect these changes and to serve as a tool to monitor expenses with expected reimbursements.
