STUDY SESSION
The Study Session of October 14, 2024 for the City Council of the City of North Augusta, having been duly
publicized, was called to order by Mayor Pro Tem McCauley at 6:00pm and also streamed online for public
viewing at the City Facebook page: “City of North Augusta – Public Information” and City YouTube page: “City of
North Augusta Public Information.”
Per Section 30-4-80(e) notice of the meetings was sent out by email to the current maintained “Agenda Mailout”
list consisting of news media outlets and individuals or companies requesting notification. Notice of the
meetings was also posted on the outside doors of the Municipal Center, the main bulletin board of the Municipal
Center located on the first floor, and the City of North Augusta website.
Members present were Mayor Pro Tem McCauley, Buck, Carpenter, McGhee, and Toole.
Members absent were Mayor Williams and Councilmember Presnell.
Also in attendance were James S. Clifford, City Administrator; J.D. McCauley, Assistant Administrator; Kelly F.
Zier, City Attorney; Chief Junior Johnson, Director of Public Safety; Tommy Paradise, Director of Planning &

• There are no disconnections scheduled for the month of October
• Late fees will be waived during the month of October
• Utility Billing will be live October 21
• New Customer portal will be live once we have completed the first billing

• Notices will be in the Augusta Chronicle October 19, 26, and November 2
PUBLIC SERVICES:
Public Utilities
• Tree planting at the SRP Park Batting Cages was completed today.
• Property Maintenance will be working in the Calhoun Park and Georgia Ave area doing storm
cleanup this week.
PLANNING AND DEVELOPMENT:
• Planning Commission scheduled for Wednesday, October 16
• BZA meeting scheduled for November 12 will include October 1 meeting item
• Code enforcement is not taking action regarding staying in RV’s where the house is damaged or
without power
PUBLIC SAFETY:
• Citizens should remember that the City has an ordinance that the burning of yard debris in the
City is not permitted. (per Chapter 11, article I, section 5). It will be picked up.
• Public Safety has been award grants of $40,000.00 for body worn cameras and $31,000 for in-car
cameras from the SC Dept. of Highway Safety.
• Public Safety has received $312,000 in SC Opioid Recovery Funds.
PARKS AND RECREATION:
• Riverview Park Activities Center re-opened this morning at 6am

TOURISM:
