Toole, Councilmember ORDER OF BUSINESS REGULAR MEETING The Regular meeting of the City Council of the City of North Augusta of May 20, 2024 having been duly publicized was called to order by Mayor Williams at 6:00pm and also streamed online for public viewing at “City of North Augusta – Public Information” on www.Facebook.com and on the “City of North Augusta Public Information” on www.YouTube.com. Per Section 30-4-80, (e) notice of the meeting by email was sent out to the current maintained “Agenda Mailout” list consisting of news media outlets and individuals or companies requesting notification. Notice of the meeting was also posted on the outside doors of the Municipal Center, the main bulletin board of the Municipal Center located on the first floor, and the City of North Augusta website. Mayor Williams rendered the invocation and the Pledge of Allegiance. Members present were Mayor Williams, Councilmembers Buck, Carpenter, McCauley, McGhee, Presnell, and Toole. Also, in attendance were James S. Clifford, City Administrator; J.D. McCauley, Assistant City Administrator; Kelly F. Zier, City Attorney; Chief Junior Johnson, Director of Public Safety; Ricky Jones, Manager of Information Technology; and Jamie Paul, City Clerk. Page 2 of 3 ITEM 4. APPROVAL OF MINUTES: The minutes of the City Council Meeting of May 6, 2024 and Study Session of May 13, 2024were approved as submitted by general consent. ITEM 5. PROCLAMATIONS: a. National Law Enforcement Week: May 12 – May 18, 2024 b. Public Works Week: May 19 – May 25, 2024 Mayor Williams read the National Law Enforcement Week: May 12 – May 18, 2024 Proclamation and presented to Chief Johnson. (See Attachment #5a) Mayor Williams read the Public Works Week: May 19 – May 25, 2024 Proclamation. (See Attachment #5b) ITEM 6. PERSONNEL: a. Jason Pearce, Retirement – Recognition of Service to the City of North Augusta Mayor Williams recognized Jason Pearce. He stated that we celebrate SRO Jason Pearce's 21 years of service to the City of North Augusta. SRO Pearce served many roles in his career with Public Safety, including Road Patrol, Traffic Division, HEAT Grant Officer, and School Resource Officer at North Augusta High School. SRO Pearce also served as a Richmond County Deputy for 8 years prior to joining Public Safety. Although SRO Pearce is retiring, he will continue to be a part of Public Safety as a Volunteer Firefighter. Mayor Williams congratulated SRO Jason Pearce on his retirement. NEW BUSINESS ITEM 7. ADMINISTRATION: Resolution No. 2024-24 A Resolution Authorizing the City of North Augusta to Utilize a Cooperative Purchasing Agreement for the Purchase of a New Trolley No public comment. Administrator Clifford highlighted the history of the aged Trolley’s and that the City is looking to purchase two (2) trolleys. He noted that the current request is through ARPA funds and the second trolley, if approved, funding would be through the CPST V, voter referendum. It was moved by Councilmember McCauley, seconded by Councilmember Buck, to approve Resolution No. 2024-24 A Resolution Authorizing the City of North Augusta to Utilize a Cooperative Purchasing Agreement for the Purchase of a New Trolley. Unanimously Approved. (See Attachment #7) ITEM 8. ADMINISTRATIVE REPORTS Administrator Clifford congratulated Finance Director Lynda Williamson for completing the Business License exam and stated that she is certified in South Carolina. In addition, he congratulated Assistant Administrator J.D. McCauley for completing the Certified Public Manager Program. PROCLAMATION WHEREAS, in 1962, President Kennedy proclaimed May 15th as National Peace Officers Memorial Day and the calendar week in which May 15th falls as National Police Week; and WHEREAS, established by a joint resolution of Congress in 1962, National Police Week pays special recognition to those law enforcement officers who have lost their lives in the line of duty for the safety and protection of others, and WHEREAS, the members of the law enforcement agencies in the City of North Augusta play an essential role in safeguarding the rights and freedoms of the citizens of North Augusta; and WHEREAS, it is important that all citizens know and understand the duties, responsibilities, hazards and sacrifices of their law enforcement officers, and that law enforcement officers recognize their duty to serve the people of this community, by protecting them against violence and disorder; and WHEREAS, the law enforcement officers of the City of North Augusta unceasingly provide a public service. NOW THEREFORE, I, Briton S. Williams, Mayor of the City of North Augusta, South Carolina, proclaim the week of May 12-18, 2024 as NATIONAL LAW ENFORCEMENT WEEK and call upon all citizens in this community to especially honor and show our sincere appreciation for the officers of the City by our thanking the men and women who make it possible for us to leave our homes safely each day and return knowing we are protected by men and women willing to sacrifice their lives if necessary to guard our loved ones, property and government against all who would violate the law. Williams, Mayor City of North Augusta ATTACHMENT #5a Page 1 of 1 PROCLAMATION WHEREAS, public works professionals focus on infrastructure, facilities and services that are of vital importance to sustainable and resilient communities and to the public health, high quality of life and well-being of the people of North Augusta; and, WHEREAS, these infrastructure, facilities and services could not be provided without the dedicated efforts of public works professionals, who are engineers, managers and employees at all levels of government and the private sector, who are responsible for rebuilding, improving and protecting our city’s transportation, water supply, water treatment, sanitary and storm water sewerage, and solid waste systems, public buildings, and other structures and facilities essential for our citizens; and, WHEREAS, it is in the public interest for the citizens, civic leaders and children in North Augusta to gain knowledge of and maintain an ongoing interest and understanding of the importance of public works and public works programs in this community; and, WHEREAS, the year 2024 marks the 64th annual National Public Works Week sponsored by the American Public Works Association, NOW THEREFORE, I, Briton S. Williams, Mayor of the City of North Augusta, South Carolina, do hereby proclaim the week May 19-25, 2024, as Public Works Week in the City of North Augusta and I urge all citizens to pay tribute to our public works professionals and to recognize the substantial contributions they make protecting our health, safety, comfort, and quality of life. Williams, Mayor City of North Augusta ATTACHMENT #5b Page 1 of 1 RESOLUTION NO. 2024-24 AUTHORIZING THE CITY OF NORTH AUGUSTA TO UTILIZE A COOPERATIVE PURCHASING AGREEMENT FOR THE PURCHASE OF A NEW TROLLEY WHEREAS, the City of North Augusta acknowledges the necessity to update its aging fleet, which has reached the end of its operational life, and to upgrade public transportation facilities to better serve the accessibility and convenience needs of its residents and visitors; and WHEREAS, the City has identified the acquisition of a new Hometown Villager Trolley as a crucial step toward this objective; and WHEREAS, the City plans to procure this trolley through HGACBuy, a cooperative purchasing program that aligns with the city’s procurement guidelines, ensuring competitive pricing and a streamlined purchasing process; NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of North Augusta, South Carolina, in a meeting duly assembled and by the authority thereof, that the City shall utilize a cooperative purchasing agreement through HGACBuy for the purchase of a new trolley at a cost not to exceed $285,000. BE IT FURTHER RESOLVED that this purchase shall be funded within SLFRF Expenditure Request #12 – “Trolley and Public Transportation Service Improvements”. BE IT FURTHER RESOLVED that the City Administrator is authorized to execute such documents as necessary to facilitate this purchase in accordance with the City's procurement guidelines.
