STUDY SESSION
The Study Session of November 13, 2023 for the City Council of the City of North Augusta, having been duly
publicized, was called to order by Mayor Briton S. Williams at 6:00 p.m. and also streamed online for public
viewing at the City Facebook page: “City of North Augusta – Public Information” and City YouTube page: “City of
North Augusta Public Information.”
Per Section 30-4-80(e) notice of the meetings was sent out by email to the current maintained “Agenda Mailout”
list consisting of news media outlets and individuals or companies requesting notification. Notice of the
meetings was also posted on the outside doors of the Municipal Center, the main bulletin board of the Municipal
Center located on the first floor, and the City of North Augusta website.
Members present were Mayor Williams, Councilmembers Buck, Carpenter, McCauley, and McGhee (arrived at
6:05pm).
Members absent were Councilmembers Presnell and Toole.
Also in attendance were James S. Clifford, City Administrator; Thomas C. Zeaser, Director of Engineering and
Public Works; Chief John Thomas, Director of Public Safety; Thomas L. Paradise, Director of Planning and
Development; Lynda Williamson, Director of Finance, Kayla Ferguson, Manager of Human Resources; Ricky
Jones, Manager of Information Technology; and Jamie Paul, City Clerk.

ITEM 1. CITY COUNCIL MEETING:
Administrator Clifford led Council’s discussion of items for the November 20, 2023 regular meeting. (See
Attachment #1)
ITEM 2. DEPARTMENT DETAILS:
City department directors and managers provided departmental updates. (See Attachment #2)
ITEM 3. MAYOR’S MATTERS:
(A) FOCUS ITEM(S):
i. Coronavirus State and Local Fiscal Recovery Funds (SLFRF) and Boat Dock Presentation
Administrator Clifford reviewed the background on the disbursements of SLFRF funds, current situation,
Clay Street Pump Station, funding strategy, opportunity costs, and recommendations. (See Attachment
#3Ai)
Discussion ensued relating to the Clay Street Pump Station and Boat Dock & Overlook projects and
funding.
It was the consensus of the Council to have staff move forward on the recommendation to fund the Clay
Street Pump Station and Boat Dock & Overlook projects.
Administrator Clifford clarified that staff will bring back to Council resolutions regarding how the projects
will be funded.
(B) Mayor Williams will share reflections and announcements related to current City events and
opportunities
• Councilmember McCauley highlighted on the following:
o Palmetto Peach Half Marathon, November 25 at SRP Park from 8:00am – 1:00pm
• Mayor Williams highlighted on the following:
o Third Thursday Downtown – November 16 from 5:00pm-8:00pm
o North Augusta Tree Lighting on November 28 from 5:00 – 7:00pm at John C. Calhoun Park
o North Augusta Forward, Downtown Cocoa and Cookie Crawl on November 28 from 5:00 –
7:00pm
o North Augusta Arbor Day tree planting on December 1 at 1:30pm at Hammond Ferry Dr
o Tinseltown Forest, Downtown on December 2 from 11:00am – 8:00pm
o North Augusta Christmas Parade by the Lion’s Club, Downtown on December 3 starting at
3:00pm
Mayor Williams announced that with the retiring of Chief John Thomas at the end of the year and that the
City went through an extensive search for the Public Safety Director position. He stated that the new Public
Safety Director will be Captain Junior Johnson who will start the first of the new year.

PARKS, RECREATION, AND TOURISM:
• The Rotary Bowl football competition was rained out on Saturday and has been rescheduled for
Monday-Thursday at Lions Field. The 2nd Annual Gridiron Classic will take place on Saturday at
North Augusta High School Stadium. This event features the champions of 9-12-year-old leagues
from North Augusta vs. the champions from Columbia County. Game times are 12pm for the 9-
10-year-old and 2pm for the 11-12-year-old.

• Christmas Tree lighting event: Tuesday, November 28, 5pm-6:30pm
