STUDY SESSION
The Study Session of August 14, 2023 for the City Council of the City of North Augusta, having been duly
publicized, was called to order by Mayor Briton S. Williams at 6:00 p.m. and also streamed online for public
viewing at the City Facebook page: “City of North Augusta – Public Information” and City YouTube page: “City of
North Augusta Public Information.”
Per Section 30-4-80(e) notice of the meetings was sent out by email to the current maintained “Agenda Mailout”
list consisting of news media outlets and individuals or companies requesting notification. Notice of the
meetings was also posted on the outside doors of the Municipal Center, the main bulletin board of the Municipal
Center located on the first floor, and the City of North Augusta website.
Members present were Mayor Williams, Councilmembers Buck, McCauley, McGhee, Presnell, and Toole.
Member absent was Councilmember Carpenter.
Also in attendance were James S. Clifford, City Administrator; Thomas C. Zeaser, Director of Engineering and
Public Works; James Sutton, Director of Public Services; Chief John Thomas, Director of Public Safety; Rick Meyer,
Director of Parks, Recreation & Tourism; Thomas L. Paradise, Director of Planning and Development; Lynda
Williamson, Director of Finance, Kayla Ferguson, Manager of Human Resources; Ricky Jones, Manager of
Information Technology; and Jamie Paul, City Clerk.

ITEM 1. CITY COUNCIL MEETING:
Administrator Clifford led Council’s discussion of items for the August 21, 2023 regular meeting. (See
Attachment #1)
Mr. Clifford stated that items number 5 & 6 on the Draft agenda will be removed and that a Deed of
Dedication from the Planning & Development Department may be added to the agenda.
ITEM 2. DEPARTMENT DETAILS:
City department directors and managers provided departmental updates. (See Attachment #2)
ITEM 3. MAYOR’S MATTERS:
(A) FOCUS ITEM(S):
i. Draft Development Code Review – Second Review
Planning & Development Director Paradise updated Council on an updated path forward and section
clarifications. (See Attachment #3Ai)
Discussion ensued relating to the draft development code on the following items:
• Section 3.4.2.2 on limitation on reconstruction of a nonconforming building and possibly
adding an amount/percentage to trigger the limitation
• Section 4.12.1 Residential R-14 Large Lot Single Family District to possibly add acreage in
parenthesis
• Pawnshops under the DTMU1 to possibly be prohibited
• Table 5.1 to possibly add food trucks as a conditional use in residential districts
• Section 6.3.5.2 to possibly allow chain link fencing that are not black vinyl clad

(B) Mayor Williams will share reflections and announcements related to current City events and
opportunities
Administrator Clifford requested for direction on the boat dock potential re-bid and to strike the
current bids. He clarified that the new bid would include the boat dock with the additions of the
amphitheater additional seating, and bathrooms. He added that if the Council would like staff to do
a new bid it would be sent out as a Request for Qualification (RFQ) versus a Request for Proposals
(RFP). He noted that staff would come back to Council for funding and explained the RFQ process.
It was the consensus of the board to have staff proceed with an RFQ.

•Waters Edge Aluminum out of Plum Branch, SC has been contracted to fabricate and install a
new bridge to the Villages at Riverview. Streets & Drains crew will install the footings for the
bridge. Project timeline is approximately 6 weeks.
•Streets & Drains Crew took care of the demolition of existing concrete block dugouts at
Riverview Park Fields 1 & 2 last week. PRT will be working on bids to secure a contractor to
install new open-air dugouts.

following sentence:
The BZA is authorized to grant a major waiver from the
standards of this Article for provisions contained in Chapters
1,2,7, 8, 9, 10, 11, 12, 13, 14, 16, 17, and 19 only. Any deviation
from chapters 3, 4, 5, 6, 9, 15,18 shall conform to the variance
procedure.
