RESOLUTION NO. 2022-55
AUTHORIZING RECEIPT OF FUNDING FROM THE SAVANNAH RIVER SITE
LITIGATION SETTLEMENT FUND
WHEREAS, in August 2020, the State of South Carolina received a $600 million
settlement as result of litigation against the U.S. Department of Energy related to plutonium
located at the Savannah River Site (SRS); and
WHEREAS, in July 2022, the State FY 2022-23 Appropriations Act, proviso 118.19
(72)appropriated the litigation settlement funds to various projects and entities across the
state; and
WHEREAS, the City of North Augusta was allocated funding for the following
projects: 1) Regional Solid Waste Transfer Station – $2,000,000; 2) Cyber Initiative
Infrastructure Investment to Complement Fort Gordon Army Cyber Command and Georgia
Cyber Command - $15,000,000; 3) New Savannah Bluff Lock and Dam Redevelopment -
$20,000,000; and
WHEREAS, the State Executive Budget Office is responsible for the disbursement
of the litigation settlement funds; and
WHEREAS, prior to the disbursal of funds, counties in which the projects are
located must submit written requests for funds, which are reviewed and approved by the
Joint Bond Review Committee (JBRC) and the legislative delegation representing that
county; and
WHEREAS, in October 2022, the City submitted to Aiken County its written
requests for funds for all three projects and awaits review and approval by the JBRC; and
WHEREAS, the City anticipates funding will be disbursed for all three projects in
the coming months.
NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council of the
City of North Augusta, South Carolina, in meeting duly assembled and by the authority
thereof that allocations from litigation settlement funds will be designated to Fund 36-
Savannah River Settlement Appropriations Act until such time expenditures are made in
accordance with State guidance and Council approval.

RESOLUTION NO. 2022-56
A RESOLUTION AUTHORIZING FUNDING OF CITY FACILITY IMPROVEMENTS
THROUGH THE USE OF FISCAL YEAR 2022 FUNDS
WHEREAS, The City has an approved 2022 annual municipal budget which is in effect
from January 1, 2022 through December 31, 2022.
WHEREAS, City staff have identified a number of needed City facility improvements to
include, but not limited to:
1.The addition of flagpoles at the municipal center
2.The repair or replacement of municipal center elevator flooring
3.Audio/Visual repairs to the Palmetto Terrace and Council Conference Room
4.Flooring repairs in the municipal center
5.Fire Station 2 furniture and flooring replacement
6.Activities Center improvements
WHEREAS, the City would receive pricing through the approved procurement code for
such improvements.
NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of
North Augusta, South Carolina, in a meeting duly assembled and by the authority thereof, that:
1.The City Administrator is hereby directed to take all steps necessary to implement as
many facility improvements at his discretion as is provided for in this resolution
2.Expenditures not to exceed $50,000 of Fiscal Year 2022 General Funds from the
Administration Contingency Fund are approved for the purpose of city facility
improvements.

RESOLUTION NO. 2022-57
AUTHORIZING A GRANT APPLICATION TO THE STATE OF SOUTH CAROLINA
PARKS, RECREATION & TOURISM DEPARTMENT FOR FUNDING ASSISTANCE TO
SUPPORT A PROJECT SUBMITTED UNDER THE UNDISCOVERED SOUTH CAROLINA
GRANT PROGRAM
WHEREAS, under the provisions of Undiscovered South Carolina Grant Program,
funding assistance is requested to aid in financing the cost of the Sharon Jones Amphitheater
Expansion Project; and
WHEREAS, Parks, Recreation & Tourism believes that this project meets the stated
criteria for grant funding under the terms established by the State of South Carolina Parks,
Recreation & Tourism Department (SCPRT), and any funding received from SCPRT will be
used for the implementation of the referenced project; and
WHEREAS, the City of North Augusta acknowledges that SCPRT grants, if approved,
will be paid on a reimbursement basis, meaning that the City may request payment only after
eligible and allowable costs have already been paid and remitted to vendors; and
WHEREAS, the City owns the site and intends to improve the project area for
recreational purposes; and
WHEREAS, any funds received from the SCPRT will be used for the sole purpose stated
in the City's grant applications to SCPRT; and
WHEREAS, this Resolution becomes a part of a formal application to SCPRT,
NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of
North Augusta, that:
The Director of Parks, Recreation and Tourism or his designee, is hereby authorized to submit
applications for and on behalf of the City of North Augusta, in such counterparts as are
necessary, to the State of South Carolina Parks, Recreation & Tourism Department, for financial
assistance in the amount set forth in the "Grant Request" column below:

ORDINANCE NO. 2022-20
AN ORDINANCE TO PARTNER WITH THE AIKEN COUNTY BOARD OF
REGISTRATION AND ELECTIONS TO CONDUCT A PORTION OF THE
2023 CITY OF NORTH AUGUSTA MUNICIPAL GENERAL ELECTION
WHEREAS, in accordance with the Laws of South Carolina, and Ordinance No.
2022-16 adopted October 17, 2022, the City of North Augusta will hold an election on April
25, 2023 to elect three City Council Members; and
WHEREAS, the City desires to partner with the Aiken County Board of
Registration and Elections to conduct a portion of the election; and
NOW, THEREFORE BE IT ORDAINED BY THE MAYOR AND CITY
COUNCIL OF THE CITY OF NORTH AUGUSTA, SOUTH CAROLINA, IN MEETING
DULY ASSEMBLED AND BY THE AUTHORITY THEREOF, THAT:
I.The City Administrator is authorized to enter into an agreement
with the Aiken County Board of Registration and Elections. Under the
terms of the agreement, the Aiken County Board of Registration and
Elections will provide:
a.Staffing of polling locations on Election Day, Tuesday, April 25,
2023
b.Delivery, set-up, maintenance, and removal of voting machines
c.Absentee and provisional ballots; seals, forms, and supplies
d.Poll workers and support staff
II.The Aiken County Board of Registration and Elections has estimated the
election costs and expenses to be $9424.69, see Exhibit A.
III.The Council approves payment of this amount from the City Council
Professional Services account.
IV.This Ordinance shall become effective immediately upon its adoption on
second reading.

Pursuant to the South Carolina Code of Laws §30-4-80(a), notice is hereby given to the members of the North Augusta City
Council and to the general public that the North Augusta City Council will hold meetings open to the public on the following
dates and times. A copy of the agenda for each meeting will be available at least 24 hours in advance in the City Clerk’s Office,
at 100 Georgia Avenue, North Augusta, South Carolina. A notice of each meeting will sent by email to the current maintained
“Agenda Mail Out” list consisting of news media outlets and individuals or companies requesting notification. Notice of the
meetings will also be posted by the outside doors of the Municipal Center, on the main bulletin board located on the first floor of
the Municipal Center, and on the website at www.northaugusta.net/government/council-meetings-agendas. For questions or
