PUBLIC SAFETY: Resolution No. 2022-45 A Resolution Selecting Hood Construction Company, Inc. as the City’s General Contractor for the Public Safety Headquarters Building A resolution has been prepared for Council’s consideration to approve the Selection of Hood Construction Company, Inc. as the City’s General Contractor for the Public Safety Headquarters Building. Please see ATTACHMENT #7 for a copy of the proposed resolution. ORDINANCE NO. 2022-15 TO AMEND THE ZONING MAP OF THE CITY OF NORTH AUGUSTA, SOUTH CAROLINA BY REZONING ± .52 ACRES OF LAND OWNED BY HARDY LAND, LLC, AIKEN COUNTY TAX PARCELS #005-19-06-006 FROM PD, PLANNED DEVELOPMENT TO R-5, MIXED RESIDENTIAL WHEREAS, on December 17, 2007, by Ordinance 2007-22, the North Augusta City Council adopted the North Augusta Development Code and a citywide Zoning Map which is consistent with the City’s North Augusta 2017 Comprehensive Plan; and WHEREAS, the property owner, of parcel 005-19-06-006, Hardy Land, LLC, has requested the property be rezoned from PD, Planned Development, to R-5, Residential Mixed Use; and WHEREAS, the North Augusta Planning Commission, following an August 17, 2022 public hearing, reviewed and considered a request by Hardy Land, LLC to amend the Official Zoning Map of North Augusta from PD, Planned Development, to R-5, Mixed Residential for an approximately ±.52-acre parcel consisting of tax parcel 005-19-06-006 and has issued their recommendation. The staff reports and the recommendation of the Planning Commission have been provided to City Council. NOW THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF NORTH AUGUSTA, SOUTH CAROLINA, IN MEETING DULY ASSEMBLED AND BY THE AUTHORITY THEREOF, THAT: I.A parcel consisting of +.52 acres owned by Hardy Land, LLC, is hereby rezoned from PD, Planned Development, to R-5, Mixed Residential. Said property is Aiken County tax map parcels 005-19-06-006 and specifically identified as Exhibit “A” attached hereto. II The Official Zoning Map for the City of North Augusta is hereby amended to reflect this rezoning. III.All ordinances or parts of Ordinances in conflict herewith are, to the extent of such conflict, hereby repealed. IV.This Ordinance shall become effective immediately upon its adoption on second and final reading. Entries shall be made to the chairperson of the respective parties. B.Primary elections, if selected by a party, shall be held on February 7, 2023, with a run-off, if necessary, on February 21, 2023. C.Conventions, if selected by a party, shall be held not later than February 7, 2023. D.The deadline for filing nominating petitions to the Municipal Clerk shall be 12:00 Noon, February 8, 2023 and the Clerk shall deliver the petition to the Municipal Election Commission. Candidates may file by petition with no less than 5% of qualified electors. E.The deadline for parties to certify candidates selected by primary or convention to the Municipal Election Commission shall be 12:00 Noon, February 24, 2023. F.In the event of receipt of a petition by a candidate, the Municipal Election Commission shall examine such petition and determine its validity not later than February 24, 2023. AS THE CITY’S GENERAL CONTRACTOR FOR THE PUBLIC SAFETY HEADQUARTERS BUILDING WHEREAS, Resolution 2022-19 directed the City Administrator to move forward with the bid process for the new Public Safety Headquarters; and WHEREAS, the City desires to retain a general contractor to construct the Public Safety Headquarters with the construction manager at-risk methodology which is approved in the City procurement code; and WHEREAS, 12 firms responded to a “Request for Qualifications” mandatory meeting; and WHEREAS, 8 firms submitted written proposals which were reviewed by a staff committee consisting of a representative from Johnson, Laschober & Associates, a representative from Capstone Services LLC, the Director of Public Safety, the Director of Public Works, and the City Administrator, which selected 5 firms for interviews and oral presentations; and WHEREAS, from those 5 firms interviewed, the committee determined that Hood Construction Company, Inc. of Columbia, South Carolina, is best qualified to provide the required services for this particular project. NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of North Augusta, South Carolina, in a meeting duly assembled and by the authority thereof, that: 1.The City authorizes a construction manager at-risk procurement method for the Public Safety Headquarters. 2.The City awards the construction manager at-risk contract to Hood Construction Company, Inc. for a fee of 2.95% and General Conditions totaling $588,000. 3.The City Administrator is directed to develop a Guaranteed Maximum Price with Hood Construction and present that price to the Council in order to establish the budget for the Public Safety Headquarters. 4.The funding for this action will be derived from Capital Project Sales Tax IV.
