Toole, Councilmember ORDER OF BUSINESS • STUDY SESSION The Study Session of July 11, 2022 for the City Council of the City of North Augusta, having been duly publicized, was called to order by Mayor Pro Tern J. Robert Brooks at 6:00 p.m.and also streamed online for public viewing at the City Facebook page: "City of North Augusta — Public Information" and City YouTube page: "City of North Augusta Public Information." The Study Session adjourned 6:55 p.m. Per Section 30-4-80(e) notice of the meetings was sent out by email to the current maintained "Agenda Mailout" list consisting of news media outlets and individuals or companies requesting notification. Notice of the meetings was also posted on the outside doors of the Municipal Center,the main bulletin board of the Municipal Center located on the first floor, and the City of North Augusta website. Members present were Mayor Pro Tern Brooks, Councilmembers McCauley, McGhee, and Presnell. Mayor Williams and Councilmembers Carpenter and Toole were absent. Also in attendance were James S. Clifford, City Administrator; Rachelle Moody, Assistant City Administrator; Kelly F. Zier, City Attorney; Thomas C. Zeaser, Director of Engineering and Public Works; John C. Thomas, Director of Public Safety; Richard L. Meyer, Director of Parks, Recreation, and Tourism; James E. Sutton, Director of Public Services; Thomas L. ITEM 1 CITY COUNCIL MEETING: Items for July 18 2022 Council Meeting-Council Discussion • City Administrator, Jim Clifford, led Council's discussion of items for the June 20, 2022 regular meeting. Tommy Paradise, Director of Planning and Development, led the discussion of draft items#8 and #9 with additional information provided in a PowerPoint presentation. • Please see ATTACHMENT#1 for a copy of the proposed agenda items. Please see ATTACHMENT#1A for a copy of the items#8&9 PowerPoint presentation. ITEM 2. DEPARTMENT DETAILS: Please see ATTACHMENT#2 for a copy of the "Department Details July 11, 2022" and shared graphics. ITEM 3. MAYOR'S MATTERS: Mayor Pro Tern Brooks announced: • The North Augusta Chamber of Commerce is hosting a Junior Leadership Academy this week for nine area Middle Schoolers. The Civic Engagement opportunity will take place at the Municipal Center on Wednesday,July 13 at 9:15 a.m. He encouraged any City Councilmembers or leadership staff to attend and support this endeavor. • The Grand Opening for the Aiken Regional Free-Standing Emergency Department will be Monday, July 181"at 2:00 p.m. The Study Session adjourned at 6:55 p.m. ITEM 4 LEGAL: Executive Session—Request of the City Administrator • On the motion of Councilmember McCauley, second of Councilmember McGhee,Council agreed to go into Executive Session. Those present were Jim Clifford, City Administrator; Rachelle Moody,Assistant City Administrator; Kelly Zier, City Attorney; Mayor Pro Temp Brooks; Councilmembers McCauley, McGhee, and Presnell; Lynda Williamson, Interim Director of Finance; and Sharon Lamar, City Clerk. In compliance with Section 30-4-70 (a) (2) the City Administrator requests an executive session for the purpose of: (2) Discussion of negotiations incident to proposed contractual arrangements and proposed sale or purchase of property, the receipt of legal advice where the legal advice relates to a pending, threatened, or potential claim or other matters covered by the attorney-client privilege, settlement of legal claims, or the position of the public agency in other adversary situations involving the assertion against the agency of a claim A. Discussion is specifically related to the possible sale of Aiken County Tax Parcels#007-15-03-001, 007-15-03-010, and 007-15-03-011. B. Discussion is related to potential land acquisition for future Public Safety needs. To assure every citizen's privilege to speak to City Council and to maintain proper decorum the following sections of the City's Code of Ordinances are reprinted. Sec 2-57 Order and decorum generally (a) By council members.While the council is in session,the members must preserve order and decorum,and a member shall not,by conversation or otherwise,delay or interrupt the proceedings or the peace of the council,or disturb any member while speaking or refuse to obey the orders of the council or its presiding officer,except as otherwise herein provided.
