Toole, Councilmember • ORDER OF BUSINESS REGULAR MEETING The regular meeting of the City Council of the City of North Augusta of April 18,2022 having been duly publicized was called to order by Mayor Williams at 6:00 p.m. and also streamed online for public viewing at"City of North Augusta—Public Information" on www.Facebook.com and on the City YouTube page: "City of North Augusta Public Information" then adjourned at 6:33 p.m. Per Section 30-4-80, (e) notice of the meeting by email was sent out to the current maintained "Agenda Mailout" list consisting of news media outlets and individuals or companies requesting notification. Notice of the meeting was also posted on the outside doors of the Municipal Center, the main bulletin board of the Municipal Center located on the first floor, and the City of North Augusta website. Mayor Williams rendered the invocation and student "Mayor", Lia Murphy, led the Pledge of Allegiance. Members present were Mayor Williams, Councilmembers Brooks, Carpenter, McCauley, • McGhee, Presnell, and Toole. • Also in attendance were James S. Clifford, City Administrator; Rachelle Moody, Assistant City Administrator; Kelly F. Zier, City Attorney; Cammie T. Hayes, Chief Financial Officer; John C. Thomas, Director of Public Safety; Thomas Zeaser, Director of Engineering and Public Works,- James E. Sutton, Director of Public Services; Karl Waldhauer, Superintendent of Facilities and Programs for Parks, Recreation and Tourism; Ricky L.Jones, Manager of Information Technology, J.D. McCauley, Manager of Human Resources; and Sharon Lamar, City Clerk. The minutes of the regular City Council meeting of April 4, 2022 and the Study Session of April 11, 2022 were approved by general consent. Mayor Williams recognized Scout Troops 7 and 7G who were in attendance as part of their civic education requirement. The boys and girls were able to stand and introduce themselves to Council and citizens. Following the meeting the scouts met with Mayor and Councilmembers for an informal question and answer time. ITEMS YOUTH APPRECIATION: Recognition of North Augusta High School Participants — Sponsored by the Optimist Club of North Augusta Youth Appreciation Day is sponsored by the North Augusta Optimist Club in cooperation with the City and North Augusta High School. This is an occasion on which seniors who are selected to participate as honorary City officials.The high school seniors were given leadership • opportunities through the evening's meeting. PROCLAMATION: Disabilities Awareness Month Mayor Williams proclaimed the month of April as Month of the Military Child.The proclamation was read by student,Andrew Aldrich. Aiken County Public Schools Superintendent, King Laurence; Sondra Thomas, Military Community Liaison; and Communications Coordinator, Stephanie Behrendt; were in attendance to receive the proclamation. PROCLAMATION Month of the Military Child WHEREAS, the City of North Augusta wishes to pay tribute to the resilience and courage of our • military children; over two million active duty, National Guard, Reserve, and children of veterans who did not make the choice to serve, but live each day supporting their brave parents; and WHEREAS,from a young age, children of service members sometimes endure long separations from their parents and shoulder the burdens ofservice. They spend holidays and milestones apart from those they love the most, or celebrate with only a short phone call or virtual chat from a faraway parent; and WHEREAS, the physical, social and emotional well-being of children in military families is essential to their success and has a direct impact on the strength of military families serving our country; and WHEREAS, by ensuring military children are safe and supported in our schools and communities, our men and women in uniform can focus on the challenges and missions they face in the line of duty; and WHEREAS, observing the Month of the Military Child demonstrates our support for military children who make daily sacrifices so their parents can keep our Nation safe. NOW, THEREFORE, 1, Briton S. Williams, Mayor of the great city of North Augusta, do hereby proclaim April 2022 as the • Month of the Military Child • to encourage all citizens of North Augusta to take time to honor our military youth and the family members who care.for them. ITEM 7. PERSONNEL: Gres Shaffer and Jason Sikes—Local Government Leadership Institute Graduation Presentation by Kendra Stewart, Ph.D., Professor and Director of Joseph P. Riley, Jr. Center for Livable Communities at the College of Charleston Greg Shaffer, Superintendent of Water Production, and Jason Sikes, Superintendent of Sanitation, were recognized for their recent graduation from the Local Government Leadership Institute by Kendra Stewart, Ph.D., Professor and Director of Joseph P. Riley,Jr. Center for Livable Communities at the College of Charleston. These two men join Rachelle Moody, Assistant City Administrator;J.D. McCauley, Manager of Human Resources; and Cammie Hayes, Chief Financial Officer, in this notable accomplishment. ITEM 8 BOARDS AND COMMISSIONS: Appointment— Recommendation by Mayor On the motion of Councilmember Carpenter, second of Councilmember McCauley, Council agreed to consider Mayor Williams' recommendation to the Planning Commission. The appointment was approved with a unanimous 7-0 vote of Council • Name Term Expires New/Reappointment Jesse Elliott 1/31/26 New Appointment ITEM 9 PUBLIC SAFTEY: Resolution No. 2022-19 — A Resolution Directing the City Administrator to Take Action to Finalize Design of the New Public Safety Headquarters and Move Forward with a Bid Process for Construction of the Facility as Approved by Council (Prior to Council's official consideration of the resolution, the Youth Appreciation Day student participants conducted their own "mock" reading and vote.) On the motion of Councilmember Brooks, second of Councilmember Presnell, Council agreed to consider a resolution directing the City Administrator to take action to finalize design of the new Public Safety Headquarters and move forward with a bid process for construction of the facility as approved by Council. Student, Caitlynn Sykes, read City Administrator, Jim Clifford's comments to summarize the resolution. There were no comments from citizens. Council approved the resolution with a unanimous 7-0 vote. Please see a copy of the proposed resolution below: • RESOLUTION NO. 2022-19 • A RESOLUTION DIRECTING THE CITY ADMINISTRATOR TO TAKE ACTION TO FINALIZE DESIGN OF THE NEW PUBLIC SAFETY HEADQUARTERS AND MOVE FORWARD WITH A BID PROCESS FOR CONSTRUCTION OF THE FACILITY AS APPROVED BY COUNCIL WHEREAS, Resolution 2021-41directed the City Administrator to take action to begin final design for development of the Public Safety Headquarters on property owned by the City in the area of Georgia Avenue, Observatory Avenue and Butler Avenue; and WHEREAS, Resolution 2021-41 outlined several directives of the City Administrator along with finalization of design to include: conduct one or more public sessions to receive citizen input related to the building design, consult with and receive input from the various non-profit agencies that are interested in the preservation and restoration of the existing "Flythe" and "Carriage House" structures on Observatory Avenue, make a final presentation of the design to City Council, and move forward to a bid process for construction of the facility upon Council's approval; and WHEREAS, the City Administrator has completed Council's directives to include: conducted a public session at the City's municipal building and received citizen input related to building design and incorporated several recommendations to the final design, has consulted with and continues to receive input from the various non-profit agencies interested in preserving the ancillary structures on the property, and conducted a final presentation of the design to City • Council during their study session held on April 11, 2022; and WHEREAS, the City Administrator and City Council has determined that it is in the best interest of the City to move forward with the final design and major design elements as presented to City Council on April 11, 2022. NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of North Augusta, South Carolina, in meeting duly assembled and by the authority thereof, that the City Administrator take action to finalize design of the new Public Safety Headquarters with the major elements as presented and move forward with a bid process for construction of the facility as approved by Council; and BE IT FURTHER RESOLVED that the City Administrator is hereby authorized to take such steps as necessary to complete this contractual arrangement to include the execution of any related documents; and BE IT FURTHER RESOLVED that a funding resolution for construction of the facility will be provided to City Council for their approval upon the finalization and receipt of construction bids for the project. ADMINISTRATIVE REPORTS • Student, Katelyn Cochran, read the following reports: • Next Monday, April 25, at 8 am the Sharon Jones Amphitheater will be closed for a contractor to remove the large sycamore tree. The full amphitheater will be closed to visitors until the tree is fully removed and the area is clear. • As a reminder,tomorrow,April 19 is the 2022 home opener for the Greenjackets. We look forward to another great baseball season at SRP Park. ITEM 10. PRESENTATIONS/COMMUNICATIONS/RECOGNITION OF VISITORS: A. Citizen Comments: Councilmember Carpenter shared written comments provided by Catherine Faughnan concerning traffic in Georgetown Villas. B. Council Comments: Councilmember Presnell challenged the students and other young citizens to attend City Council meetings and Study Session to learn more about local government. • Mayor Williams announced: 1) A reception will be held following the meeting hosted by the North Augusta Optimist Club for students, their families, and Council. He also thanked the Optimist Club and the City's Parks, Recreation, and Tourism department for the great coordination of today's Youth Appreciation Day. 2) There will be a Pancake Breakfast also sponsored by the Optimist Club this Saturday at 7:00 am at the Holy Trinity Lutheran Church. 3) He encourage citizens to attend this month's Third Thursday festivities—trolley rides, Hampton Terrace exhibit at the Arts and Heritage Center, and Earth Day activities at Brick Pond Park.
