Toole, Councilmember ORDER OF BUSINESS • STUDY SESSION The Study Session of March 14, 2022 for the City Council of the City of North Augusta, having been duly publicized, was called to order by Mayor Briton S. Williams at 6:00 p.m. and also streamed online for public viewing at the City Facebook page: "City of North Augusta —Public Information' and City YouTube page: "City of North Augusta Public Information." The Study Session adjourned 6:34 p.m. Per Section 30-4-80(e) notice of the meetings was sent out by email to the current maintained "Agenda Mailout" list consisting of news media outlets and individuals or companies requesting notification. Notice of the meetings was also posted on the outside doors of the Municipal Center, the main bulletin board of the Municipal Center located on the first floor, and the City of North Augusta website. Members present were Mayor Williams, Councilmembers Brooks, Carpenter, McCauley, McGhee, and Toole. Councilmember Presnell was absent. Also in attendance were James S. Clifford, City Administrator; Rachelle Moody, Assistant City Administrator; Kelly F. Zier, City Attorney; Cammie T. Hayes, Chief Financial Officer; Thomas C. Zeaser, Director of Engineering and Public Works; Richard L. Meyer, Director of Parks, Recreation, and Tourism; James E.Sutton, Director of Public Services;John C.Thomas, Director of Public Safety;Thomas L. Paradise, Director of Planning and Development; J.D. McCauley, Manager of Human Resources; Ricky Jones, Manager of Information Technology; and Sharon Lamar, City Clerk. ITEM 1 CITY COUNCIL MEETING: items for March 21 2022 Council Meeting-Council Discussion • City Administrator,Jim Clifford, led Council's discussion of items for the March 21, 2022 regular meeting. Please see ATTACHMENT#1 for a copy of the proposed agenda items. Minutes of Study Session of March 14,2022 • ITEM 2. DEPARTMENT DETAILS: City department directors and managers provided departmental updates. Tom Zeaser, Director of Engineering and Public Works, added the flag on the Municipal Center has become detached and the pole mechanism has failed. His department is seeking a contractor to restore the flag and pole as soon as possible. Please see ATTACHMENT#2 for a copy of the"Department Details March 14, 2022." ITEM 3. MAYOR'S MATTERS: (A) FOCUS ITEM: Information Technology—Updates Ricky Jones, Manager of Information Technology, shared a PowerPoint presentation of the City's email and website conversion to a .gov domain. Please see ATTACHMENT f13 for a copy of the PowerPoint. (B) Mayor Williams shared the following reflections and announcements: • There will be a ribbon cutting for the new Downtown amenities Thursday, March 17 at 6:15 pm in front of Shelia's Baking Company on Georgia Avenue. • The first quarterly Community Trash Bash is planned for Saturday, April 23 at 9:00 am in the Hamburg-Carrsville African American Heritage District in partnership with the First Providence Foundation and the City's Earth Day celebration. Volunteers should plan to meet at the Society Building on Barton Road. • The Miracle League Capital Campaign Kickoff will be held on Thursday, March 17 at 7:00 pm in the Palmetto Terrace Ballroom on the fourth floor of the Municipal Center. Richard Rogers will be the special guest MC for the evening. • Travel basketball is scheduled again this Saturday and Sunday at the Riverview Park Activities Center. • As of today there are 1548 participants signed up for spring sports.Games are scheduled to begin in baseball, softball,and soccer the week of March 28. The city has been using the northaugusta.net domain for 23 years 8 months • The internet as we know it was in it's infancy • There was security, but far from today's standards 1 3/15/2022 • 7Whovyare we changing after 23 years? SECURITY • The city wants it's residents to feel confident that when they are conducting business through either our website or email correspondence, that they are actually talking with the city of North Augusta and not someone else pretending to be... • The vetting process for a .gov domain is much more strict then that of a regular .com, .net or .org • Why are we changing after 23 years? STANDARDS • As we look around our surrounding counties and other local governments, we find that a big percentage are already using .gov domains. • Standard naming convention )City){State►.gov • Our new domain: northaugustasc.gov • 2 3/1;;'2022 Is northaugusta.net just going away? No, our old domain will still be around in the background. After 23 years of doing business as .net, there is no way we could just start fresh with a new domain without retaining the old for a period of time. (Typically a few years) What happens if someone emails me at my old northaugusta.net address? If someone emails you on the .net address, it will be forwarded to your .gov address.
