• STUDY SESSION
The Study Session of February 28, 2022 for the City Council of the City of North Augusta, having been duly
publicized, was called to order by Mayor Briton S. Williams at 6:00 p.m. and also streamed online for
public viewing at the City Facebook page: "City of North Augusta—Public Information' and City YouTube
page: "City of North Augusta Public Information." The Study Session adjourned 6:39 p.m. At 6:43 p.m.
Council reconvened in the Council Conference Room for an executive session.
Per Section 30-4-80(e) notice of the meetings was sent out by email to the current maintained "Agenda
Mailout" list consisting of news media outlets and individuals or companies requesting notification.
Notice of the meetings was also posted on the outside doors of the Municipal Center, the main bulletin
board of the Municipal Center located on the first floor, and the City of North Augusta website.
Members present were Mayor Williams, Councilmembers Brooks, Carpenter, McCauley, McGhee,
Presnell, and Toole.
Also in attendance were James S. Clifford, City Administrator; Rachelle Moody, Assistant City
Administrator; Kelly F. Zier, City Attorney; Cammie T. Hayes, Chief Financial Officer; Thomas C. Zeaser,
Director of Engineering and Public Works; Karl Waldhauer, Superintendent of Facilities and Programs -
Parks, Recreation, and Tourism;James E. Sutton, Director of Public Services; John C. Thomas, Director of
Public Safety; Thomas L. Paradise, Director of Planning and Development; J.D. McCauley, Manager of
Human Resources; and Ricky Jones, Manager of Information Technology.

ITEM 4. LEGAL: Executive Session—Request of the City Attorney
At 6:43 p.m. on the motion of Councilmember McGhee, second of Councilmember Presnell, Council
agreed to enter into an executive session in compliance with Section 30-4-70 (a) (2)for the purpose of:
(2) Discussion of negotiations incident to proposed contractual arrangements and proposed sale or
purchase of property, the receipt of legal advice where the legal advice relates to a pending,
threatened, or potential claim or other matters covered by the attorney-client privilege, settlement
of legal claims, or the position of the public agency in other adversary situations involving the
assertion against the agency of a claim
• Discussion is specifically related to the Master Development Agreement for Riverside Village
Also, in attendance were Jim Clifford, City Administrator; Rachelle Moody, Assistant City Administrator;
Kelly Zier, City Attorney; and J.D. McCauley, Manager of Human Resources.
At 7:31 p.m. on the motion of Councilmember McGhee, second of Councilmember Toole, Council
adjourned the executive session.
Upon returning to open session, Council did not take action on matters discussed in Executive Session.

FINANCE:
• Utility Updates:

• Annual financial audit is underway. Majority of on-site fieldwork will be completed this week.
PUBLIC SERVICES:
• Utilities- On February 24th, representatives of the South Carolina Department of Health &
Environmental Control conducted an annual sanitary survey of the City's water system that
included:
1. Audit of laboratory and distribution system records.
• 2. Inspection of water treatment plant and off-site water storage facilities.
• Utilities &Sanitation-Seven Gables motel demolition work is scheduled to start Tuesday, March
1st.
• Property Maintenance -The City has been awarded a 2021 Tree City USA Tree Care award. The
award is presented to cities that demonstrates high levels of tree care and community
engagement.
PLANNING AND DEVELOPMENT:
• A Board of Zoning Appeals meeting will be held Tuesday, March 1 at 6:00 p.m. in Council
Chambers.
• The preliminary plat for Forrest Bluff subdivision has been approved.
PUBLIC SAFETY:
• Fire Station 1: Deliveries of some materials were made last week. New steel should begin being
installed today. Portion of the insulation was delivered and they will begin the installation this
week.
• • Dustin Beasley will be honored and entered in the SC Law Enforcement Officers Hall of Fame.
• PARKS, RECREATION AND TOURISM:
• Our sports tourism season kicked off this past weekend with a regional volleyball tournament
that was hosted in the Activities Center.The tournament hosted 150 teams representing
multiple states across the Southeast.
• A three day travel basketball tournament will be hosted in the Activities Center this weekend
starting on Friday, March 4`h and concluding on Sunday, March 6th.This tournament is likely to
occupy all six gyms.
• A two day travel baseball tournament is scheduled for this weekend in Riverview Park for
Saturday, March 5tb and Sunday, March 61h.Ages 7-14 will be participating and teams from
across South Carolina &Georgia are anticipated.
• The Augusta Disc Golf Association will be hosting a tournament at Riverview Park on Saturday,
March 5"starting at 7:00am and concluding at 5:30pm. So far,72 participants have registered
and more are expected to check in.
• The Spring sports registration period ended on February 22""with 1,414 participants registering
across youth baseball, softball &soccer.This participant number reflects a 4%increase from
2021 and will likely rise as we get closer to the season's start which is slated to open in less than
a month.
• • We will be submitting our application for the Land&Water Conservation Grant to the State of
South Carolina later this week where the City of North Augusta will be applying for$300,000 to
go towards a new restroom and dressing room facility at the Sharon Jones Amphitheater.
• The Parks, Recreation, and Tourism department is excited to announce an inaugural River Event
to be held the first weekend in June in partnership with the Augusta Rowing Club. More details
are to come for this fun "kick off"of the Summer season.
