Presnell, Councilmember Kevin W Toole, Councilmember ORDER OF BUSINESS • STUDY SESSION The Study Session of September 27, 2021 for the City Council of the City of North Augusta, having been duly publicized, was called to order by Mayor Williams at 6:00 p.m. and also streamed online for public viewing at the City Facebook page: "City of North Augusta—Public Information" and City YouTube page: "City of North Augusta Public Information." The Study Session adjourned 6:43 p.m. Per Section 30-4-80(e) notice of the meetings was sent out by email to the current maintained "Agenda Mailout" list consisting of news media outlets and individuals or companies requesting notification. Notice of the meetings was also posted on the outside doors of the Municipal Center, the main bulletin board of the Municipal Center located on the first floor, and the City of North Augusta website. Members present were Mayor Williams, Councilmembers Brooks, Carpenter, McCauley, McGhee, Presnell, and Toole. Also in attendance were James S. Clifford, City Administrator; Rachelle Moody, Assistant City Administrator; Kelly F. Zier, City Attorney; Cammie T. Hayes, Chief Financial Officer; Thomas C. Zeaser, Director of Engineering and Public Works; Richard L. Meyer, Director of Parks, Recreation, and Tourism; James E.Sutton, Director of Public Services;John C.Thomas, Director of Public Safety;Thomas L. Paradise, Director of Planning and Development; Ricky Jones, Manager of Information Technology; and Sharon Lamar, City Clerk. ITEM I. CITY COUNCIL MEETING: Items for the October 4 2021 Council Meeting-Council • Discussion City Administrator,Jim Clifford, led Council's discussion of items for the October 4,2021 regular meeting. Minutes of Study Session of September 27, 2021 He also added two additional proposed resolutions to the draft; a resolution authorizing the construction • of Public Safety Headquarters on the Georgia Avenue properties if Council votes to approve Ordinance No. 2021-14 at the October 4 Council meeting and a resolution to purchase Office 365, a cloud-based software program. Please see ATTACHMENT#1 for a copy of the proposed agenda items. ITEM 2. DEPARTMENT DETAILS: City department directors and managers provided departmental updates. Cammie Hayes,Chief Financial Officer, added the tax sale for delinquent properties will be November 8 and 9, 2021. John Thomas, Director of Public Safety, added the City received notification this afternoon of an award for a DUI grant to provide another Public Safety Officer. Finally, Rick Meyer, Director of Park, Recreation and Tourism, added there will be a dog show at Riverview Park Activity Center this weekend Please see ATTACHMENT#2 for a copy of the "Department Details September 27, 2021." ITEM 3. MAYOR'S MATTERS: (A) Mayor Williams shared some reflections and announcements related to current opportunities in the City of North Augusta. He announced: • • The next "Meet the Mayor" will be held in The Barn at the Living History Park on Thursday, September 30 at 6:00 p.m. A golf cart will be available to offer rides to the barn from the parking area outside the park. • Mayor Williams reminded citizens to check www.northaugusta.net/mayor for more information from the Mayor's office,as well as, his regular VLOG's. (B) Focus Item: This time was planned for Council to finalize their review and discussion of the proposed FY 2022 Consolidated Budget. There was no discussion. Instead,there was a general consensus of Council to move ahead with posting the Public Notice for the Public Hearing for the budget on October 18, 2021. PUBLIC SAFETY: Department representatives met last week with State officials to except their software system that will allow integration between our court system and the State. • Two new Public Safety officers are starting with month; Kaitlyn Dorsey and Terrance Hood. • • Fire Station 1 construction is moving along on schedule. PARKS. RECREATION AND TOURISM: • North Augusta Parks, Recreation, &Tourism's 2021 Youth Football program kicks off the season tonight at Lions Field.There are 304 youth football players and 204 cheerleaders in this year's program.The youth soccer program gets underway on Tuesday evening with 567 youth participants.Girls Volleyball program will begin next week with 130 participants. • The RECing Crew committee has selected 1LA as their design firm for the North Augusta Miracle League Field. ENGINEERING AND PUBLIC WORKS: • Streets& Drains is completing the bollard replacement at Georgia & Buena Vista Avenues.
