STUDY SESSION The Study Session of September 13, 2021 for the City Council of the City of North Augusta, having been duly publicized, was called to order by Mayor Williams at 6:00 p.m. and also streamed online for public viewing at the City Facebook page: "City of North Augusta—Public Information" and City YouTube page: "City of North Augusta Public Information." The Study Session adjourned 6:49 p.m. Per Section 30-4-80(e) notice of the meetings was sent out by email to the current maintained "Agenda Mailout" list consisting of news media outlets and individuals or companies requesting notification. Notice of the meetings was also posted on the outside doors of the Municipal Center, the main bulletin board of the Municipal Center located on the first floor, and the City of North Augusta website. Members present were Mayor Williams, Councilmembers Brooks, Carpenter, McGhee, Presnell, and Toole. Councilmember McCauley was absent. Also in attendance were James S. Clifford, City Administrator; Rachelle Moody, Assistant City Administrator; Kelly F. Zier, City Attorney; Cammie T. Hayes, Chief Financial Officer; Thomas C. Zeaser, Director of Engineering and Public Works; Richard L. Meyer, Director of Parks, Recreation, and Tourism; James E. Sutton, Director of Public Services;John C.Thomas, Director of Public Safety;Thomas L. Paradise, Director of Planning and Development; Kayla Ferguson, Human Resources Specialist; Ricky Jones, Manager of Information Technology; and Sharon Lamar, City Clerk. • ITEM 1 CITY COUNCIL MEETING: Items for the September 20 2021 Council Meeting-Council Discussion City Administrator, Jim Clifford, led Council's discussion of items for the September 20, 2021 regular meeting. Minutes of Study Session of September 13, 2021 • Please see ATTACHMENT#1 for a copy of the proposed agenda items. ITEM 2. DEPARTMENT DETAILS: City department directors and managers provided departmental updates. Please see ATTACHMENT#2 for a copy of the "Department Details September 13, 2021." In addition to the attached updates,Jim Clifford,City Administrator,announced the Jack O'Lantern Jubilee has been canceled for 2021. ITEM 3. MAYOR'S MATTERS: (A) Mayor Williams shared some reflections and announcements related to current opportunities in the City of North Augusta. He announced: • There are three local Halloween events for citizens: - North Augusta Public Safety's Trunk or Treat — Saturday, October 16 5:00-7:00 p.m. at Riverview Park; Free "drive-thru" event - Third Thursday(Halloween themed) hosted by NA Forward and the Downtown Merchants Alliance—Thursday,October 21 5:00-8:00 p.m.; Free event . - Augusta GreenJackets are hosting an outdoor movie, "Hocus Pocus"—October 29;Tickets start at$5 and pre-registration is required. • The next"Public Power Hour" is scheduled for Monday, September 20 at 5:00 p.m. • The next "Meet the Mayor" will be held in The Barn at the Living History Park on Thursday, September 30 at 6:00 p.m. • This Saturday, September 18 from 9:00 a.m.-11:00 a.m. is the "Trash Bash at the Border". Volunteers are needed to help clean up the riverbank along the Savannah River. Participants should meet at the Sharon Jones Amphitheater. Mayor Williams has challenged Mayor Hardie Davis, the Mayor of Augusta.The city with the most volunteers to participate will receive the Mayor's Cup trophy presented by the losing mayor at a future Council/Commission meeting. • The time period to submit ideas for the 2022 River Event has closed. The Citizen Committee comprised of David Buck, Betsy Davis, and Landon Ball will meet this Thursday to review the submissions. The finalists will be presented to the City's residents for a final vote. • Mayor Williams encouraged citizens who wish to be involved in City events and programs to reach out to him. Properties that remain unpaid will be posted by the City around the 1"of October leading up to the tax sale in November PUBLIC SERVICES: • • In 2020 engineering firm AECOM conducted an assessment of the City's Clay Street Water Booster Station that was originally constructed in 1974. Due to the age and complexity of operations it was recommended that the station be upgraded at an estimated cost of$2,700,000. • Utility staff will be cleaning and inspecting wastewater collection system main interceptor pipelines in the area of River Oaks Drive along the Savannah River. PLANNING AND DEVELOPMENT: • Planning Commission will meet on Thursday evening,September 16'h. • There is a LSRHC Regional Housing Consortium meeting on Wednesday,September 15tb. • There is an ARTS Policy Committee meeting on Thursday, September 16" PUBLIC SAFETY: • Public Safety will be notified September 20'h about receiving the grant award for DUI positions. • Station 1 Update:The project is on schedule and block work should begin this week. • Border Bash is this Friday,September 171"at SRP Park. Event organizers have requested four officers from 3:30 p.m. until 11:30 p.m. • i • PARKS. RECREATION AND TOURISM: • North Augusta Parks, Recreation, &Tourism fall sports currently have 1191 registered participants.This exceeds our 2019 fall numbers. • PRT has concluded interviews for our open positions and hopes to be back to full staff by early October. • The RECing Crew Miracle League Field committee will hear presentations this Wednesday from JLA of Augusta, Georgia,The LanclPlan Group South firm out of Columbia,South Carolina, and Woolpert out of Charlotte, North Carolina.The committee will select one of these 3 firms to begin design work on the North Augusta Miracle League Field. ENGINEERING AND PUBLIC WORKS: • Streets& Drains crews will be installing pedestrian-crossing signage at the intersection of Georgia and Pine Grove Avenues this week. We plan to have this completed by Thursday,9/16.
