• STUDY SESSION
The Study Session of July 12, 2021 for the City Council of the City of North Augusta, having been duly
publicized,was called to order by Mayor Williams at 6:00 p.m.and also streamed online for public viewing
at the City Facebook page: "City of North Augusta—Public Information" and City YouTube page: "City of
North Augusta Public Information." The Study Session adjourned 7:05 p.m.
Per Section 30-4-80(e) notice of the meetings was sent out by email to the current maintained "Agenda
Mailout" list consisting of news media outlets and individuals or companies requesting notification.
Notice of the meetings was also posted on the outside doors of the Municipal Center, the main bulletin
board of the Municipal Center located on the first floor, and the City of North Augusta website.
Members present were Mayor Williams, Councilmembers Brooks, Carpenter, McCauley, McGhee,
Presnell, and Toole.
Also in attendance were James S.Clifford,City Administrator;Kelly F.Zier,City Attorney;Cammie T. Hayes,
Chief Financial Officer; Thomas C. Zeaser, Director of Engineering and Public Works; Richard L. Meyer,
Director of Parks, Recreation, and Tourism; lames E.Sutton, Director of Public Services;John C.Thomas,
Director of Public Safety; Thomas L. Paradise, Director of Planning and Development; J.D. McCauley,
Manager of Human Resources; Ricky Jones, Manager of Information Technology and Sharon Lamar, City

• ITEM 1 CITY COUNCIL MEETING: Items for the July 19 2021 Council Meeting-Council Discussion
City Administrator,Jim Clifford, led Council's discussion of items for the July 19,2021 regular meeting.

ITEM 2. DEPARTMENT DETAILS:

ITEM 3. MAYOR'S MATTERS:
(A) Mayor Williams shared some items related to his"Mayors 100 Day Plan"for the City of North Augusta.
He announced the next"Public Power Hour'will be held on Monday,July 19th at 5:00 p.m. He also stated
the next"Meet the Mayor'event is planned for Tuesday,August 3rd and will need to be held at SRP Federal
Credit Union at 1070 Edgefield Road at 6:00 p.m. He reminded citizens of North Augusta Forward's Third
Thursday scheduled for Thursday, July 14. This week's Third Thursday will feature artist, musicians and
potters.
(B) Focus Item: City of North Augusta Facilities Update
(L) Fire Station 1-
Jim Clifford, City Administrator, updated Council on the progress of Fire Station 1. The first
concrete pour is complete. The final pour for the equipment bays is scheduled for later this week,
weather permitting. The delivery of steel for construction is expected over the next two weeks.
The current project schedule is on target for a Summer 2022 completion.
(ii.) Public Safety Headquarters-
Mr. Clifford relayed Council he will be presenting a Sketch Plan Review to the Planning
Commission on the Thursday July 15, 2021 regular meeting. He anticipates reporting back to
Council at the July 19th regular City Council meeting with a potential request for Public Use (P) re-
zoning of the Georgia Avenue property. His presentation includes a plan for the"legacy buildings"
on the property which front Observatory Avenue. Plans are being made for citizen/neighbor
engagement and will be announced at a later date.
(iii.) 13th Street Bridge-
He shared contact information for the Georgia Department of Transportation (GDOT)for citizen
feedback on the proposed 13th Street Bridge replacement project. The project includes a basic
bridge structure financed and completed by GDOT. The new bridge is expected to include a
median and improved pedestrian and bicycle connectivity. The cities of Augusta and North
Augusta would share the expense of any additional amenities,such as specialty lighting, etc. This
proposed project has a date of 2024.

In closing, Councilmember Carpenter requested new trashcans at Summerfield Park and the pavilion be
swept. Mayor Williams introduced Tommy Paradise, the City's new Director of Planning and
Development.

Thank you for attending tonight's meeting of the North Augusta City Council.
To assure every citizen's privilege to speak to City Council and to maintain proper decorum
the following sections of the City's Code of Ordinances are reprinted.
Sec 2-57 Order and decorum generally
(a) By council members.While the council is in session,the members must preserve order and decorum,and a member
shall not,by conversation or otherwise,delay or interrupt the proceedings or the peace of the council,or disturb any member
while speaking or refuse to obey the orders of the council or its presiding officer,except as otherwise herein provided.
• (b) By other persons.Any person making personal, impertinent,or slanderous remarks or who shall become boisterous
while addressing the council shall be forthwith,by the presiding officer,barred from further audience before the council,unless
permission to continue be granted by a majority vote of the council.
Sec.2-58. Sergeant-at-arms
The public safety director or such members of the public safety department as the director may designate,shall be sergeant-
at-arms of the council meetings.They shall carry out all orders and instructions given by the presiding officer for the purpose
of maintaining order and decorum at the council meeting. Upon instructions of the presiding officer,it shall be the duty of
the sergeant-at-arms,to place any person who violates the order and decorum of the meeting under arrest,and cause such
to be prosecuted under the provisions of this Code,the complaint to be signed by the presiding officer.
Sec 2-62 Addressing council—Permission required;exceptions
Any person desiring to address the council shall first secure the permission of the presiding officer so to do.
Sec.2-63. Same—Procedure
Each person addressing the council shall step up in front of the rail,shall give such person's name and address in an audible tone
of voice for the records,and unless further time is granted by the council,shall limit the address to five(5)minutes.All remarks
shall be addressed to the council as a body and not to any member thereof. No person,other than the council and the person
having the floor,shall be permitted to enter into any discussion,either directly or through a member of the council,without the
permission of the presiding officer.No question shall be asked a council member except through the presiding officer.
Sec.2-64. Persons authorized to be within rail
No person,except city officials or their representatives shall be permitted within the rail in front of the council chamber without

FINANCE:
• Utility Updates: Cycle 2 Due Date July 19"; Cycle 1 Disconnect July 21"and 22nd
PUBLIC SERVICES:
• The eastbound lane along West Woodlawn Avenue between Georgia Avenue to Carolina
Avenue will be temporarily reduced to one lane July 14 — 15, 2021 during the hours of
8:00 a.m. to 5:00 p.m. Utility work will be performed in the roadway, requiring the lane
closure. Please be prepared to stop for traffic flaggers who will be onsite directing the flow
of traffic. This work may be delayed due to inclement weather conditions.
• Utility staff will be conducting smoke testing of the wastewater pipe system within Fairview
Gardens from July 19 — July 30, 2021. Staff will deliver notices to customers within the
test area. Smoke testing is a method used to locate defective pipes that may allow ground
• or surface water to enter into the collection.
PUBLIC SAFETY:
• The Public Safety Department has nine employees in their 5"week of Fire Training in Aiken City.
They will graduate on August 6".
• There are three new Public Safety Officers beginning employment in the next few weeks.These
will fill all open positions.
• Chief Thomas will give a Fire Station 1 construction update this evening.
PARKS. RECREATION AND TOURISM:
• Creighton Park playground structure has been repaired and is open for use.
• Jack-O-lantern Jubilee committee has been working on details for the 2021 festival. We are
considering a one-day festival on Saturday, October 30 vs.the Friday night/Saturday format due
to budget limitations for festival entertainment. We will finalize the schedule at our next meeting
on July 26. We are close to locking in a national artist and hoping to release that information on
Friday,July 30.

• • The 2021 Nike Peach Jam gets underway tomorrow morning at 9:30 a.m.Week 1 will be the Boys
15, 16, and 17 year olds EYBL qualifier with games being played at the Riverview Park Activities
Center and 4 courts at the Augusta Convention Center.The EYBL qualifier will run 7 days. Week 2
begins on Tuesday, July 20 with the Boys EYBL Nike Peach Jam and the Girls EYBL Nike Nationals
events. Finals are scheduled for Sunday, July 25 with the Boys Peach Jam championship game
scheduled for 6pm to be televised live by ESPNU. Estimated economic impact by the Augusta
Sports Council and CVB is $10 million +.

"This project proposes to to
the existin8 bridge carrying SR 4/U5 25 BU over the Savannah River
between Augusta,Georgia and North Augusta,South Carolina.The proposed bridge would be replaced at its
existing location to minimize environmental and right-of-way impacts along the prol'ect corridor.Traffic is
expected to be maintained on the corridor t)urIng staged construction by reducing the roadway capacity to one
Zane in each direction. An additional detour route will be provided due to the reduced capacity of the bridge
during construction. The project is located adjacent to the North Augusta GreenwaV,the New Bartram Trai,and
the Augusta Canal Historic Trail. Construction actrvtties may occur within these facilities including the potential
for temporary detours of the trails during construction. However the[rails are expected to continue in their
existing recreational use during construction,eve iftemporarytursare required.
