A RESOLUTION TO ADOPT THE UPDATE OF THE AIKEN COUNTY
MULTI-JURISDICTIONAL HAZARD MITIGATION PLAN FOR 2021
WHEREAS, an adopted Natural Hazard Mitigation Plan is required by the U.S.
Federal Emergency Management Agency (FEMA) in order for Aiken County and its
municipalities to be eligible to receive pre-disaster mitigation grant funding for planning and
implementation of cost-effective mitigation projects prior to a disaster event; and
WHEREAS, hazard mitigation planning is the first of four phases of
emergency management, followed by preparedness, response, and recovery; and
WHEREAS, a Hazard Mitigation Plan is required to be updated every five (5)
years,with the Aiken County Multi-Jurisdictional Plan having most recently been updated and
adopted in 2026; and
WHEREAS, in 2020, the Lower Savannah Council of Governments (LSCOG)
facilitated a Task Force comprised of LSCOG staff, county leaders, and representatives from
the ten (10) municipalities in Aiken County to provide input and update the Aiken County
Plan for public use — plan is available for view and use at
wwtiv.northaugusta.net/HazMitPlan2021 ; and
WHEREAS, the South Carolina Emergency Management Division and FEMA
have reviewed and issued approval for the updated Aiken County Multi-Jurisdictional Hazard
Mitigation Plan for 2021 (Exhibit A) and once adopted locally, will allow the City of North
Augusta to be eligible for state and federal grant funding opportunities for hazard mitigation
projects.
NOW THEREFORE BE IT RESOLVED by the Mayor and City Council for
the City of North Augusta in meeting duly assembled and by the authority thereof, that this
Resolution to hereby adopt the updated Aiken County Multi-Jurisdictional Hazard Mitigation
Plan for 2021.

Reference: Regional Multi-Jurisdictional Hazard Mitigation Plan: Aiken County
Dear Mrs. Shealey:
This is to confirm that we have completed a Federal review of the draft Aiken County Multi-jurisdictional
Hazard Mitigation Plan for compliance with the Federal hazard mitigation planning requirements
contained in 44 CFR 201.6(b)-(d). Based on our review and comments, Aiken County developed and
submitted all the necessary revisions. Our staff has reviewed and approved these revisions.
We have determined the revised Aiken County Multi jurisdictional Hazard Mitigation Plan is now
compliant with Federal requirements, subject to formal community adoption. Upon submittal of a copy
of documentation of the adoption resolution(s) to our office, we will issue formal approval of the Aiken
Multi jurisdictional Hazard Mitigation Plan. Please have Aiken County submit a final copy of their Plan,
without draft notations and track changes.
