ITEM 5. PERSONNEL: Patrick Yonce, Retirement— Recognition of Service to the City of North
Augusta
North Augusta Parks, Recreation, &Tourism Department Center Coordinator, Patrick Yonce retired from
the City of North Augusta on Tuesday,June 8,2021.
Patrick grew up in the recreation department at the City of North Augusta as his mother,Pat Yonce,taught
ceramics class to senior adults and summer youth campers. Patrick spent many days after school and in
the summers at Maude Edenfield Park hanging out at the old recreation center. It's no accident that the
little boy that grew up in the park would spend a career working for the City.
Patrick was hired on July 17, 1991 as a maintenance worker at Riverview Park. Patrick was promoted to
trades worker in January, 1996. For 13 years,Patrick worked at the park setting up athletic fields for youth
and adult sports. Patrick's performance in his duties at Riverview Park earned him a promotion on
February 11, 2004 to the North Augusta Community Center. In February, 2007, Patrick was promoted to
the position of Center Coordinator.
Patrick's variety of skill sets made him the perfect fit for the Community Center. His duties included
coordination and supervision of the rental of the community center for wedding receptions, retirement
parties,birthday parties,high school proms,chamber banquets,polling precinct,blood drives,community
theater & concerts, employee recognition banquets, church services, master plan charrettes, political
rallies, arts & heritage events, senior citizen events, community service organization meetings, and so
much more. He worked many evenings and weekends over his career at the community center. He not
only worked the events but he also did most of the event set-ups and break downs as well as keeping the
building clean and operational. He spent many weekends cleaning the carpets in the center so that the
facility would look presentable for our community. He did lots of routine maintenance work in the building
that saved the city time and money.
Patrick came in contact with so many people over his career and chose to be that employee in the
background who just went about doing his job. If you have attended any event in the North Augusta
Community Center over the last 17 years,it is almost certain that you have attended a function that Patrick
Yonce had his handprints all over and was working behind the scenes to be sure your visit was pleasant.

of the City Code of Ordinances of the City of North Augusta by establishing specific exceptions to said
section.

ITEMS. PARKS, RECREATION AND TOURISM: Resolution No. 2021-22—Authorizing Proceeds from
the 2021 North Augusta vs. Midland Valley Baseball Games at SRP Park to be used to Purchase New
Batting Cage Nets at Riverview Park
A resolution has been prepared for Council's consideration to authorize proceeds from the 2021 North
Augusta vs. Midland Valley baseball games at SRP Park to be used to purchase new batting cage nets at
Riverview Park.

ORDINANCE NO. 2021-06
AN ORDINANCE GRANTING AN EASEMENT TO
DOMINION ENERGY SOUTH CAROLINA. INC. FOR PLACEMENT OF FACILITIES
TO SERVE FIRE STATION ONE
WHEREAS, the City of North Augusta is in the process of constructing Fire
Station 1 at 311 W. Martintown Road ("Project"); and
WHEREAS,the City has requested that Dominion Energy provide underground
electric service to the new fire station; and
WHEREAS, Dominion Energy has requested that the City grant to it an
easement upon and across City property that would allow for the placement of equipment
necessary for the provision of such electric service; and
WHEREAS, the Mayor and City Council have reviewed this matter, to include
the proposed Deed of Easement and find that it is in the best interest of the citizens of North
Augusta that such easement be granted.
NOW, THEREFORE, BE IT ORDAINED by the Mayor and City Council of
the City of North Augusta, South Carolina, in meeting duly assembled and by the authority
thereof, that:
I. The City grant to Dominion Energy South Carolina, Inc. an easement over and
across City property known as Tax Parcel Numbers 007-07-07-003.
II. The City Administrator is hereby authorized to execute the Deed of Easement
and any other documents necessary in order to complete this matter.
III. This Ordinance shall become effective immediately upon its adoption on second
and final reading.

ORDINANCE NO. 2021-07
AMENDING SECTION 12-21 OF THE CODE OF ORDINANCES
FOR THE CITY OF NORTH AUGUSTA BY ESTABLISHING SPECIFIC
EXCEPTIONS TO SAID SECTION
WHEREAS, Section 12-21 of the City Code for the City of North Augusta was adopted
by the Council as part of the 1956 Code with said provision being effective on or after April 9,
1957; and
WHEREAS, said Ordinance has been carved forward in all Codes of Ordinances for
the City; and
WHEREAS, substantial change has occurred in the City with the City now having
sports venues and entertainment districts that were not present or anticipated at the time that
such Ordinance was originally adopted; and
WHEREAS, the Mayor and Council have determined that specific exemptions to said
Ordinance are necessary and appropriate at this time.
NOW, THEREFORE, BE IT ORDAINED by the Mayor and City Council of the City
of North Augusta, South Carolina, in meeting duly assembled and by the authority thereof, that:
A. The following specific exceptions to the provisions of 12-21 of the Code of Ordinances
for the City of North Augusta are established:
The following areas and usages are exempted from the time limitations of 12-21 (1) (2)
(13) with said areas bring subject to time limitations of not between the hours of 11:30 p.m.
and 7:00 a.m. on Fridays and Saturdays. On all other days of the week the time limitations as
set forth in 12-21 (1) (2) (13) remain applicable unless specifically waived for an event by the
City Administrator or Assistant Administrator.
Such usages are also specifically determined to not be in violation of 12-21 (a) and (b).
(1) The use of property by the State, or any political subdivision of the
State, or any of their lessees, licenses, or permittees for the purpose
of promoting, producing or holding cultural entertainment, athletic,
or patriotic events including, but not limited to concerts, other
musical performances and festivals.
(2) The portion of the area known as Riverside Village bordered by
Esplanade Ave, Railroad Avenue, Georgia Avenue, and the
Savannah River. such area being considered an Entertainment Zone.
B. In the event of an official baseball game, taking place in the City Stadium, now known
as SRP Park,is delayed beyond the permitted specific time as allowed by the Ordinance,
such game may continue to be played and shall be exempted.

RESOLUTION NO. 2021-22
AUTHORIZING PROCEEDS FROM THE 2021 NORTH AUGUSTA VS.
MIDLAND VALLEY BASEBALL GAME AT SRP PARK TO BE
USED TO PURCHASE NEW BATTING CAGE NETS AT RIVERVIEW PARK
WHEREAS, on April 12, 2021, the City of North Augusta used one of its five
dates at SRP Park to host the North Augusta High School vs. Midland Valley High School
baseball game; and
WHEREAS, the City of North Augusta designated the game as Jimmy Cofer
night at SRP Park to honor him for over 55 years of service as an umpire and official for the
City; and
WHEREAS, the City of North Augusta received a check from GreenJackets
Baseball for net proceeds from the game totaling $6,513.24 with funds deposited to the
Capital Projects Fund; and
WHEREAS, the batting cages at Riverview Park that are utilized by North
Augusta High School for baseball and softball as well as the City's recreational programs are
in need of new nets to continue appropriate safety measures at the park; and
WHEREAS, the City of North Augusta and North Augusta High School are in
agreement to use the net proceeds of$6,513.24 for the purchase of new batting cage nets at
Riverview Park and these funds will come from the Capital Projects Account.
NOW THEREFORE BE IT RESOLVED by the Mayor and City Council for
the City of North Augusta in meeting duly assembled and by the authority thereof that the City
of North Augusta will purchase new batting cage nets at a price not to exceed $6,513.24 for
batting cages at Riverview Park.

ESTABLISHING AND AGREEING TO PARTICIPATE IN
THE LOWER SAVANNAH REGIONAL HOME CONSORTIUM
WHEREAS, the Congress of the United States has enacted the Cranston-Gonzales National
Affordable Housing Act of 1990 (hereinafter the "Act") which created the HOME Investment
Partnerships Program (hereinafter the "HOME" Program) to provide funds to states and local
governments for affordable housing assistance with the flexibility to decide what kind of housing
assistance or mix of housing assistance is most appropriate for local needs; and
WHEREAS,the City of North Augusta, South Carolina has affordable housing needs; and
WHEREAS, the City of North Augusta, South Carolina desires to increase affordable housing
opportunities for its present and future residents,particularly for very low-income persons; and
WHEREAS,the City of North Augusta,South Carolina desires to enter into affordable housing
development activities which are directed toward the above general purposes, and for those reasons,
wishes to seek such federal funding as may be available to it pursuant to the Act; and
WHEREAS, the City of North Augusta, South Carolina desires to enter into the affordable
housing activities and has determined that joint action with other units of local governments that choose
to participate in accordance with the"Inter-Governmental Agreement Establishing the Lower Savannah
Regional HOME Consortium"the terms of which are incorporated by reference and such relevant HUD
regulations and requirements as may now or hereafter be in effect would benefit the City of North
Augusta, South Carolina; and
BE IT FUTHER RESOLVED that City Administrator,James S. Clifford, of the City of North
Augusta, South Carolina is hereby authorized to sign the"Inter-Governmental Agreement Establishing
the Lower Savannah Regional HOME Consortium FY 2021-2024" on behalf of the City of North
Augusta, South Carolina as well as other documents necessary to form the Consortium and to carry out
and fulfill its purposes for FY 2021-2024.

AUTHORIZING RECEIPT OF PROCEEDS FROM PROJECT LIFESAVER
OF NORTH AUGUSTA AND DESIGNATING THE PROCEEDS FOR
THE PROJECT LIFESAVER PROGRAM
WHEREAS, the City of North Augusta Department of Public Safety along
with City of Aiken's Department of Public Safety and the Aiken County Sheriff's Office have
implemented the Project Lifesaver Program; and
WHEREAS, Project Lifesaver is the premier search and rescue program
operated by public safety agencies and is strategically designed for "at risk" individuals who
are prone to the life threatening behavior of wandering; and
WHEREAS, the City of North Augusta serves as the coordinating agency for
the receipt of funding as well as the distribution of supplies to partner agencies; and
WHEREAS, proceeds totaling $6,293.35 have been provided to the City of
North Augusta by Project Lifesaver of North Augusta to coordinate the program with funds
being deposited to the Capital Projects Fund and designated for the Project Lifesaver Program.
NOW THEREFORE BE IT RESOLVED by the Mayor and City Council for
the City of North Augusta in meeting duly assembled and by the authority thereof that the City
of North Augusta will receive proceeds from Project Lifesaver of North Augusta totaling
$6,293.35 and will designate such proceeds for the Project Lifesaver Program.

RESOLUTION NO. 2021-25
A RESOLUTION TO ADOPT THE UPDATE OF THE AIKEN COUNTY
MULTI-JURISDICTIONAL HAZARD MITIGATION PLAN FOR 2021
WHEREAS, an adopted Natural Hazard Mitigation Plan is required by the U.S.
Federal Emergency Management Agency (FEMA) in order for Aiken County and its
municipalities to be eligible to receive pre-disaster mitigation grant funding for planning and
implementation of cost-effective mitigation projects prior to a disaster event; and
WHEREAS, hazard mitigation planning is the first of four phases of
emergency management, followed by preparedness, response, and recovery; and
WHEREAS, a Hazard Mitigation Plan is required to be updated every five (5)
years, with the Aiken County Multi-Jurisdictional Plan having most recently been updated and
adopted in 2026; and
WHEREAS, in 2020, the Lower Savannah Council of Governments (LSCOG)
facilitated a Task Force comprised of LSCOG staff, county leaders, and representatives from
the ten (10) municipalities in Aiken County to provide input and update the Aiken County
Plan for public use — plan is available for view and use at
www.northaugusta.net/HazMitPlan202l ; and
WHEREAS, the South Carolina Emergency Management Division and FEMA
have reviewed and issued approval for the updated Aiken County Multi-Jurisdictional Hazard
Mitigation Plan for 2021 (Exhibit A) and once adopted locally, will allow the City of North
Augusta to be eligible for state and federal grant funding opportunities for hazard mitigation
projects.
NOW THEREFORE BE IT RESOLVED by the Mayor and City Council for
the City of North Augusta in meeting duly assembled and by the authority thereof, that this
Resolution to hereby adopt the updated Aiken County Multi-Jurisdictional Hazard Mitigation
Plan for 2021.

Dear Mrs. Shealey:
This is to confirm that we have completed a Federal review of the draft Aiken County Multi jurisdictional
Hazard Mitigation Plan for compliance with the Federal hazard mitigation planning requirements
contained in 44 CFR 201.6(b)-(d). Based on our review and comments, Aiken County developed and
submitted all the necessary revisions. Our staff has reviewed and approved these revisions.
We have determined the revised Aiken County Multi jurisdictional Hazard Mitigation Plan is now
compliant with Federal requirements, subject to formal community adoption. Upon submittal of a copy
of documentation of the adoption resolution(s) to our office, we will issue formal approval of the Aiken
Multi jurisdictional Hazard Mitigation Plan. Please have Aiken County submit a final copy of their Plan,
without draft notations and track changes.

A RESOLUTION TO COMMIT THE CITY OF NORTH AUGUSTA'S PARTICIPATION IN A
RETAIL RECRUITMENT TRAINING PROGRAM
WHEREAS,the Municipal Association of South Carolina(MASC),in partnership with The
Retail Coach, a national market research and development firm, is offering a new training program
for member municipalities regarding retail recruitment; and
WHEREAS,participants will learn the principles of retail recruitment,current commercial
development trends,and how retailers evaluate a market/seek growth opportunities,plus,The Retail
Coach will provide the municipality with a professional market analysis,profiling the community's
critical economic attributes; and
WHEREAS, a program fee of$5,000 will cover the cost of participation for up to two (2)
City staff members, which includes six (6) days of training, in Columbia, SC from August to
November, the professional market analysis and attendance at RECon, a convention featuring
national retailers, commercial real estate firms and contractors in December; and
WHEREAS, participation in the retail recruitment training program is beneficial for City
staff who handle economic development and retail recruitment within their roles.
NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of
North Augusta, South Carolina, in meeting duly assembled and by the authority thereof,that:
1. The Mayor and Council of North Augusta support the City Administrator and Assistant
City Administrator's participation in the retail recruitment training program.
2. Mayor and Council commit to funding the $5,000 participation fee from the
Administration account in the FY21 budget.
3.The City will follow its procurement policy adopted in accordance with SC Code of Laws
Section 11-35-5320 when engaging with The Retail Coach as it relates to its participation
in the program.
4. The resolution is made in support of, and requirement of, the City's application to
participate in the MASC Retail Recruitment Training Program which must be submitted
electronically on or before Friday,July 2,2021.

HOST FOR THE VETERAN'S LOCAL GOVERNMENT MANAGEMENT
FELLOWSHP PROGRAM.
WHEREAS, The City has been contacted through the International
City/County Management Association to take part in a Nationwide Program intended to
develop the next generation of talented individuals to assume management positions within
the local Government professions and assist veterans as they transition out of the Armed
Services and into the civilian workforce; and
WHEREAS, The City is uniquely positioned to take part in this program as
a result of the large Military presence within the area; and
WHEREAS, The Mayor and City Council have determined that it is in the
interest of the City to take part in this program; and
NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council
of the City of North Augusta, South Carolina, in meeting duly assembled and by the

Intent to Host a
Veterans Local Government Management Fellow
Overview
The Veterans Local Government Management Fellowship is a 16 to 20-week Department of
Defense Military Installation approved Career Skills (Skillbridge) Program that provides
transitioning service members with management training and hands-on experience in the local
government environment to prepare them for smooth transitions into local government careers.
This program will match eligible and selected Fellows with surrounding Local Government
sponsors based on skills, education, experience, and the preferences of both parties.
Intent
This document signifies that our jurisdiction will participate in good faith as a host community
for the Veterans Local Government Management Fellowship (VLGMF) Program. Hosts
recognize the need to identify and develop the next generation of talented individuals to
assume management positions within the Local Government profession and they want to
support Veterans as they transition out of the Armed Services and into the civilian workforce.
By submitting this application, Hosts agree to provide transitioning Veterans with an enriching
learning and professional development experience and to follow the guidelines set forth below.
Guidelines
AS A HOST LOCAL GOVERNMENT ORGANIZATION PARTICIPATING IN THE VLGMF
PROGRAM, WE AGREE TO FULFILL THE OBLIGATIONS OF HOSTING A FELLOW BY
PROVIDING FOR THE FOLLOWING:
1. Assign a mentor to the Fellow who will, for the duration of the Fellowship, be the
Fellow's primary point of contact and coach while the Fellow is in our jurisdiction; the
mentor may be the CAO, a Deputy, or Senior Assistant Manager or Department Head,
but not necessarily the Fellow's direct day-to-day supervisor.
2. Schedule monthly luncheons and/or weekly feedback sessions with the Fellow to
provide an opportunity to ask questions, review resumes, and seek career advice.
3. Encourage the Fellow to attend a minimum of one Council or Board meeting per month
in order to observe the interaction between Local Government staff and the elected
body.
4. Allow the Fellow the opportunity to develop and give presentations to the Senior
Manager, Executive Staff, City Council, or Board.
5. Expose the Fellow to the Local Government Budget process.
6. Give the Fellow the opportunity to work with the staff and partner organizations to
coordinate efforts for the community.
7. If circumstances allow, the Fellow will complete the LG 101 Certificate within the first
two weeks of the Fellowship. If this is not possible, allow time each week for the Fellow
to complete the ICMA LG 101 certificate.
8. Provide professional development or educational courses as available.
9. Allow the Fellow the time to attend the Annual Conference (if it occurs during the
Fellowship) and to arrive early to attend any Veterans events.
10.Allow the Fellow the time to attend the Regional Conference (if it occurs during the
Fellowship).
11.Provide the Fellow the time to schedule and attend the appointments necessary for their
retirement process.
ADDITIONALLY:
• We will prepare and submit to ICMA a work plan (job/rotation description
https:Hicma org/building-veteran-fellow-work-plan) by the time we interview a
perspective Fellow. The purpose of the plan is to create an enriching professional
learning experience for the Fellow.
• We understand that the Fellowship is approximately 16-20 week commitment (can be
adjusted if necessary for Host or Fellow), and that we are encouraged to employ our
Fellow if a position is available and the Fellow meets all position and interview
requirements.
• We understand that we will be asked to participate in surveys at the end of each
Fellowship that will strengthen the program in the coming years.
The undersigned agrees to participate in the VLGMF Program based on the criteria listed in
this document. By signing and submitting our Letter of Intent, our primary contact/approving
administrator designates this letter as an agreement to participate in this program. This
Letter of Intent secures our participation as a Host Organization in the VLGMF Program but
does not mandate that we host a Veterans Local Government Management Fellow when
asked.

RESOLUTION NO. 2021-28
A RESOLUTION AUTHORIZING AND DECLARING THE INTENT OF THE CITY OF
NORTH AUGUSTA TO USE CERTAIN REAL PROPERTY AT RIVERVIEW PARK FOR
THE MIRACLE LEAGUE FIELD AND FOR OTHER PURPOSES
WHEREAS, on June 14, 2021, The RECing Crew presented a proposal to the
City of North Augusta requesting a location at Riverview Park to construct a Miracle League
Field that will provide opportunities for adults and children with disabilities to play Miracle
League baseball regardless of their abilities; and
WHEREAS, The RECing Crew has requested a commitment from the City of
North Augusta to permit the construction and operation of a Miracle League Field & program
upon a selected location at Riverview Park to be determined by the City of North Augusta;
and
WHEREAS, The City of North Augusta commits itself to allow the RECing
Crew to develop the selected property for use, in whole or in part, as a Miracle League Field
subject to availability of ample donations and other outside funding; and
WHEREAS, The RECing Crew commits to being responsible for raising all
the required funding to design and construct, to completion, the Miracle League Field
according to Miracle League Field required construction specifications; and
WHEREAS, The RECing Crew commits to the Miracle League Field being
a joint use facility with the City of North Augusta and its programs; and
WHEREAS, the City of North Augusta retains ownership of all real property
including future improvements that occur on the property.
NOW THEREFORE BE IT RESOLVED by the Mayor and City Council for
the City of North Augusta in meeting duly assembled and by the authority thereof that the City
of North Augusta approve the use of selected property at Riverview Park for The Miracle
League Field.

A RESOLUTION DIRECTING THE CITY ADMINISTRATOR TO FILE IN
ACCORDANCE WITH SECTION 5.1.2.2 OF THE CITY DEVELOPMENT CODE A
SKETCH PLAN WITH THE PLANNING COMMISSION SHOWING THE POTENTIAL
DEVELOPMENT OF A PUBLIC SAFETY HEADQUARTERS AND MUNICIPAL
COURT ON PROPERTY LOCATED AT 1208 1220 AND 1220 '/z GEORGIA AVENUE
WHEREAS, the City of North Augusta purchased property at 1208, 1220, and
12201/2 Georgia Avenue (parcels 007-07-06-005, 007-07-06-004 and 007-07-06-003)
consisting of a combined 4.45 acres; and
WHEREAS, the City of North Augusta is interested in the prospect of building
a Public Safety Headquarters and Municipal Court on referenced property; and
WHEREAS, the properties are currently zoned R-14 (Large Lot Single Family
Residential), and GC (General Commercial), but would need to be rezoned to P (Public Use
District)which has a permitted use of Public Safety services.
NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of North
Augusta, South Carolina, in meeting duly assembled and by the authority thereof, that the City
Administrator is directed as follows:
1. To file a sketch plan with the Planning Commission for the purpose
of receiving their feedback of the Public Safety Headquarters and
Municipal Court to be potentially located at 1208, 1220, and 1220
1/2 Georgia Avenue.
2. The City Administrator is further authorized to execute any
documents necessary to make this presentation as well as submit any
documents or information as required by the Planning Commission.
3. The City Administrator is required to present the information
received by the Planning Commission back to the City Council
before any formal application is made for re-zoning of the
aforementioned Georgia Avenue properties.
