• STUDY SESSION
The Study Session of May 24, 2021 for the City Council of the City of North Augusta, having been duly
publicized,was called to order by Mayor Williams at 6:01 p.m.and also streamed online for public viewing
at the City Facebook page: "City of North Augusta— Public Information' and City YouTube page: "City of
North Augusta Public Information." The Study Session adjourned 7:30 p.m. followed by an Executive
Session which adjourned at 7:51 p.m.
Per Section 30-4-80(e) notice of the meetings was sent out by email to the current maintained "Agenda
Mailout" list consisting of news media outlets and individuals or companies requesting notification.
Notice of the meetings was also posted on the outside doors of the Municipal Center,the main bulletin
board of the Municipal Center located on the first floor,and the City of North Augusta website.
Members present were Mayor Williams, Councilmembers Brooks, McCauley, McGhee, Presnell, and
Toole. Councilmember Carpenter was absent.
Also in attendance were James S. Clifford, City Administrator; Rachelle Moody, Assistant City
Administrator; Kelly F. Zier, City Attorney; Cammie T. Hayes, Chief Financial Officer; Thomas C. Zeaser,

ITEM IL. CITY COUNCIL MEETING: Items for the June 7 2021 Council Meeting-Council Discussion
City Administrator,Jim Clifford, led Council's discussion of items for the June 7, 2021 regular meeting.

ITEM 2. DEPARTMENT DETAILS:
City department directors and managers provided departmental updates. Libby Hodges, Director of
Planning and Zoning, stated the Board of Zoning Appeals meeting is scheduled for June 3", not May 27'h.

ITEM 3. MAYOR'S MATTERS:
(A) Mayor Williams shared some items related to his"Mayor's 100 Day Plan"forthe City of North Augusta.
Mayor and Council relayed feedback from the first "Meet the Mayor" event held May 20, 2021 in
conjunction with"Third Thursday" in Downtown North Augusta. The next"Meet the Mayor' is scheduled
for June 1511 at North Augusta Middle School. Mayor Williams added the first Public Power Hour will at
5:00 p.m. before the June 71h City Council Meeting in Council Chambers. Citizens were encouraged to
watch for more related details on the City's website and social media.
(B) Mayor Williams introduced the Focus Items:
(1) Downtown Greenewav Connector—Council Update
Tom Zeaser, Director of Engineering and Public Works, updated Council on the current
• status and plans for the Downtown Greenewav Connector. The project has evolved into an
actual "Streetscape of Bluff Avenue." After the presentation and discussion,Council gave
guidance to Mr.Zeaser and Jim Clifford,City Administrator,to continue to work to provide
underground utilities with the project, reprioritize CPST IV Road Reconstruction Funds,and
petition SCDOT for the City's ownership of the entire road.

(2) Proposed Special Riverside Village Noise Ordinance—Council Discussion
Mayor Williams began Council's discussion regarding a proposed special noise ordinance for
Friday and Saturday nights in Riverside Village by stating Riverside Village is a " Live,Work, Play"
zone. He stated Council is open to a conversation about the noise ordinance to foster a
successful environment for businesses now and in the future. City Attorney, Kelly Zier, advised
Council should consider a total re-write of the City's outdated noise ordinance,Section 12-21,to
potentially identify districts within the City and allow specific noise measurements,quantified by
decibel levels.
Assistant City Administrator, Rachelle Moody,commented about her research of other South
Carolina municipalities which have professional sports stadiums and/or night life. Most provide
special exemptions to existing noise ordinances. Councilmember Presnell mentioned often
Greenlacket baseball games go into unplanned extra innings and are them followed by
• programed fireworks displays. He also suggested Council consider exceptions for New Year's Eve
and July 4"firework celebrations. Several members of Council shared their own experiences
with events that produced noise throughout the City; North Augusta High School football games
and band concerts, Lion's Field events, Soccer Complex games, even noise that travels from
events in Augusta,Georgia,etc. Councilmember McGhee reminded Council that "noise"

associated with events in and around the City are "Sounds of Life." After discussion, Council's
• consensus gave guidance to City Attorney, Kelly Zier,to begin work on an exception to the current
City noise ordinance for Riverside Village and SRP Park events, and to continue to draft a total re-
write of the ordinance to also allow City Administration to approve special event permits.
ITEM 4. LEGAL: Executive Session—Request of the City Administrator
On the motion of Councilmember McGhee, second of Councilmember Presnell, Council agreed to enter
into Executive Session. Members present were Mayor Williams, Councilmembers Brooks, McCauley,
McGhee, Presnell, and Toole. Councilmember Carpenter was absent. Also in attendance were Jim
Clifford, City Administrator; Rachelle Moody, Assistant City Administrator; Kelly Zier, City Attorney; J.D.
McCauley, Manager of Human Resources;and Sharon Lamar, City Clerk.
In compliance with Section 30-4-70 (a) (1)the City Administrator requested an executive session for the
purpose of:
(1) Discussion of employment, appointment, compensation, promotion, demotion, discipline, or
release of an employee, a student, or a person regulated by a public body or the appointment of a
person to a public body; however,if an adversary hearing involving the employee or client is held,the
employee has the right to demand that the hearing be conducted publicly. Nothing contained in this
item shall prevent the public body, in its discretion, from deleting the names of the other employees
or clients whose records are submitted for use at the hearing.
Discussion was a personnel matter related to
• the Director of the Planning and Development Department
Upon returning to open session, Council did not take action on matters discussed in Executive
Session.
The Executive Session adjourned at 7:51 p.m.

Thank you for attending tonight's meeting of the North Augusta City Council.
To assure every citizen's privilege to speak to City Council and to maintain proper decorum
the following sections of the City's Code of Ordinances are reprinted.
Sec.2-57. Order and decorum generally.
(a) By council members.While the council is in session,the members must preserve order and decorum,
and a member shall not, by conversation or otherwise, delay or interrupt the proceedings or the peace of the
council, or disturb any member while speaking or refuse to obey the orders of the council or its presiding
officer,except as otherwise herein provided.
(b) By other persons. Any person making personal, impertinent, or slanderous remarks or who shall
become boisterous while addressing the council shall be forthwith,by the presiding officer,barred from further
audience before the council,unless permission to continue be granted by a majority vote of the council.

Sec.2-58. Sergeant-at-arms.
The public safety director or such members of the public safety department as the director may designate, shall be
sergeant-at-arms of the council meetings.They shall carry out all orders and instructions given by the presiding
officer for the purpose of maintaining order and decorum at the council meeting. Upon instructions of the presiding
officer, it shall be the duty of the sergeant-at-arms,to place any person who violates the order and decorum of the
meeting under arrest,and cause such to be prosecuted under the provisions of this Code,the complaint to be
signed by the presiding officer.
Sec. 2-62. Addressing council--Permission required;exceptions.
Any person desiring to address the council shall first secure the permission of the presiding officer so to do.
Sec. 2-63. Same--Procedure.
Each person addressing the council shall step up in front of the rail,shall give such person's name and address
in an audible tone of voice for the records, and unless further time is granted by the council, shall limit the
address to five (5) minutes. All remarks shall be addressed to the council as a body and not to any member
thereof. No person, other than the council and the person having the floor, shall be permitted to enter into
any discussion, either directly or through a member of the council, without the permission of the presiding
officer. No question shall be asked a council member except through the presiding officer.
• Sec.2-64. Persons authorized to be within rail.
No person,except city officials or their representatives shall be permitted within the rail in front of the council
chamber without the express consent of the council.

PUBLIC SERVICES:
• The 2020 Annual Water Quality Consumer Confidence Report is scheduled to be mailed to water
customers May 25&June 10, 2021.
• Utility staff will be smoke testing various sections of the wastewater pipe system within Lynnhurst
subdivision.Staff will deliver notices to customers within the test area. Smoke testing is a method used to
locate defective pipes that may allow ground or surface water to enter into the collection.
SMOKETESTiNG OFWASTEWATER LINES
The City of North Augusta will be smoke testing its
wastewater lines in various areas of the City from March
29 through August 28, 2020. Smoke test will assist our
• inspections crew in locating defects in the collection
system. City staff will provide residents with written
notice several days prior to conducting the smoke test.
During testing, smoke will appear coming from roof
vents, building foundations or other areas outside of
your home; this is a normal occurrence as part of the
test.
The smoke should not enter your home unless you have
defective plumbing or dried up drain traps. We
recommend that you run water In fixtures that are not
frequently used.
The smoke that is being used is manufactured for this
purpose, leaves no residual stains, not toxic and Is
harmless to humans and animals.

• In observance of the Memorial Day holiday,there will be no curbside garbage collection on Monday, May
31, 2021. Monday's route will be collected Tuesday June 1, 2021.
PLANNING AND DEVELOPMENT:

• The Planning Commission elected a new Chairperson, Dr.Christine Crawford,and Vice Chairperson,JoAnn
• McKie,at the last meeting.
• PUBLIC SAFETY:
• National Accreditation-This week, we begin submitting files for review for our department's four year re-
accreditation.
• Last week Chief Thomas met with Margaret Key,the director of the Aiken Center-Substance Use Services.
Lt, Kevin Hayes is coordinating with her to come to shift training sessions and discuss the services that the
Aiken Center provides.
• Thursday shift training is moving to half-days to better accommodate baseball games and man power
shortages.
• The Open Carry with Training Act goes into effect on August 15, 2021.
PARKS, RECREATION AND TOURISM:
• Spring Sports are in the final 2 weeks of play.All leagues are scheduled to be completed by June 2.
Baseball All-Star teams will be selected from leagues 8U, 10U, 12U, and 14U to compete in the South
Carolina RBI state tournament that will be played at Riverview Park June 18-20.Softball All-Star teams will
be selected from leagues 8U, 10U, 12U,and 18U to compete at Riverview Park June 19-20.
• Summer Adventure Camp will begin the week of June 14 at the North Augusta Community Center.PRT
will be offering 9 consecutive weeks of camp with a maximum of 40 campers per session.Camp hours are
9am-5pm Monday-Friday.Camp Registration fee is$100 per week with$15 optional fee for early 8am
drop off and 6pm late pick up.
• A travel basketball tournament is scheduled for this Saturday&Sunday at the Riverview Park Activities
Center.
• NCAA announced the addition of two evaluation periods for the month of July. In addition to July 8-11,
college coaches will also be able to attend certified events July 16-18 and July 23-25.Dates Riverview Park
• will be hosting are not available at this time.
• The emergency mile markers on the Greeneway will be completed this week.

IDENTIFYING NORTH AUGUSTA PROJECTS FOR THE
AIKEN COUNTY CAPITAL PROJECTS SALES TAX 1V
WHEREAS, Aiken County Council, in anticipation of conducting a
referendum in 2018, has appointed a Capital Projects Sales Tax Commission to consider
proposals for funding capital projects within Aiken County from the proceeds of a
continuation of the Capital Projects Sales Tax and to formulate the referendum question that
is to appear on the ballot; and
WHEREAS, the Mayor and members of City Council wish to submit for
consideration a list of projects to be funded in North Augusta.
NOW THEREFORE BE IT RESOLVED by the Mayor and City Council for
the City of North Augusta in meeting duly assembled and by the authority thereof that the
projects listed on the attached "Exhibit A" shall be submitted to the Aiken County Sales Tax
Commission for inclusion in the 2018 referendum.
