Toole, Councilmember ORDER OF BUSINESS • VIRTUAL STUDY SESSION The virtual study session for the City Council meeting of the City of North Augusta of March 1, 2021,having been duly publicized,was called to order by Mayor Pettit at 6:00 p.m. and streamed online for public viewing at the City Facebook page:"City ofNorth Augusta—Public Information" and City YouTube page: "City of North Augusta Public Information." The study session adjourned at 6:58 p.m. Per Section 30-4-80(e) notice of the meetings was sent out by email to the current maintained "Agenda Mailout" list consisting of news media outlets and individuals or companies requesting notification. Notice of the meetings was also posted on the outside doors of the Municipal Center, the main bulletin board of the Municipal Center located on the first floor, and the City of North Augusta website. Members present were Mayor Pettit, Councilmembers Brooks, Carpenter, Dickert, McGhee, Presnell, and Toole. Also in attendance were James S. Clifford, City Administrator; Rachelle Moody, Assistant City Administrator; Kelly F. Zier, City Attorney; Cammie T. Hayes, Chief Financial Officer; John C. Thomas,Director of Public Safety;Thomas C. Zeaser,Director of Engineering and Public Works; Richard L.Meyer,Director of Parks,Recreation,and Tourism;Lillian E. (Libby)Hodges,Director of Planning and Development; J.D. McCauley, Manager of Human Resources; Ricky Jones, • Manager of Information Technology and Sharon Lamar, City Clerk. Minutes of Study Session of March 1,2021 ITEM 1. CITY COUNCIL AGENDA: Items on the March 1, 2021 Council • Agenda- Council Discussion City Administrator, Jim Clifford, led Council's discussion of the March 1, 2021 regular meeting agenda. ITEM 2. FINANCE: City of North Augusta Current Utility Bonds—Council Discussion Cammie Hayes, Chief Financial Officer, led Council is a discussion of the City's current Utility Bonds. She presented information related to an opportunity to refund the City's two Utility Bonds to free up the current required reserves of approximately $1.6M as well as reduce our total debt payments over the next 15 years by approximately $300K. An RFP has been sent out and is due before the March 150' regular Council meeting. An ordinance will be prepared for Council's consideration for bank placement. ITEM 3. PARKS, RECREATION,AND TOURISM: Riverside Village Boat Dock — Council Discussion Rick Meyer, Director of Parks, Recreation, and Tourism, led Council in a discussion of the plans for the Riverside Village boat dock. He reminded Council there is $100,000 in funding appropriated in the Aiken County Watercraft Fund for this project. There could be up to $100,000 in additional funds available from Aiken County, as well. The site of the boat dock has been approved by DNR. DNR has recommended four vendors for the City to contact for the dock's construction. Please see ATTACHMENT #3 for the pictures that Mr. Meyer shared. Council • discussed the"pro's and con's" of a linear dock compared to a dock with boat slips. Most agreed a combination would be ideal. Several Councilmembers noted the need to provide access for kayaks and canoes at the dock. Mr. Meyer stated the Corp of Engineers would need to provide final approval. There was general consensus of Council to move forward with the project. The study session adjourned at 6:58 pm.
