Toole, Councilmember ORDER OF BUSINESS VIRTUAL REGULAR MEETING The virtual regular meeting of the City Council of the City of North Augusta of June 1, 2020 having been duly publicized was called to order by Mayor Pettit at 7:04 p.m.using GoToMeeting online conferencing software and streamed online for public viewing at the City Facebook page: "City of North Augusta—Public hiformation" and City YouTube page: "City of North Augusta Public Information" and adjourned at 7:55 p.m. Per Section 30-4-80, (e) notice of the meeting was sent out by email to the current maintained-"Agenda Mailout" list consisting of news media outlets and individuals or companies requesting notification. Notice of the meeting was also posted on the outside doors of the Municipal Center, the main bulletin board of the Municipal Center located on the first floor, and the City of North Augusta website. Mayor Pettit rendered the invocation and the Pledge of Allegiance. Members present were Mayor Pettit, Councilmembers Brooks, Carpenter, Dickert, McGhee, Presnell, and Toole. Also in attendance were Rachelle Moody, Interim City Administrator; Kelly F. Zier, City GAttorney; Carmine Hayes,Director of Finance and General Services;Thomas C. Zeaser,Director 1 C of Engineering and Public Works; Richard L. Meyer, Director of Parks, Recreation and Tourism; John C. Thomas, Director of Public Safety; Ricky Jones, Manager of Information Technology; and Sharon Lamar, City Clerk. Members of the public and the media were provided access to the meeting via live-streaming video. The minutes of the Regular City Council Meeting and Study Session of May 18, 2020 were approved by general consent. ITEM 5. PROCLAMATION: National Garden Week June 7-13 At the request of the North Augusta Council of Garden Clubs, Mayor Pettit issued a proclamation to proclaim June 7-13 as National Garden Week. Please see the text of the proclamation below: NATIONAL GARDEN WEEK WHEREAS, Gardeners have a passion for nurturing the beauty and resources of the earth through the planting of seeds, the care of all plants and the riches of their efforts; and WHEREAS, Gardeners work to preserve our country's traditional spirit of independence and initiative through innovation and hard work; and CWHEREAS, Gardeners advocate the importance of all creatures sharing our world and their roles in a balanced and productive ecology; and WHEREAS, Gardening serves as a challenging and productive activity for all citizens, those just learning as well as those having years of experience; and WHEREAS, Gardening promotes a healthy lifestyle that lasts a lifetime, helps reduce stress from other areas of our life, and teaches that rewards come from diligent efforts; and WHEREAS,the North Augusta Council of Garden Clubs enriches our city by maintaining Billie's Butterfly Garden, providing a scholarship for a North Augusta High School senior, and sponsoring campers for Camp Wildwood. PROCLAMATION: Scoliosis Early Detection Awareness Month At the request of Elisabeth Harkins, Mayor Pettit issued a proclamation to proclaim the month of June as Scoliosis Early Detection Awareness Month. Please see the text of the proclamation below: WHEREAS, scoliosis, the abnormal curvature of the spine, is a condition which affect an estimated 6 to 9 million people in the United States; and WHEREAS,primary onset ofscoliosis is between ages 10 to 15 with females being five times more likely to require treatment, and scoliosis can cause pain, reduced respiratory function, and limited mobility in otherwise-healthy children„ and approximately I in 6 children j diagnosed with this disease will eventually require active medical treatment and,, WHEREAS, screening programs allow for early detection and for treatment opportunities which may alleviate the worst effects of the condition which has no known cause or cure; and WHEREAS, raising public awareness of scoliosis is vital, helping children, parents, and health care providers understand, diagnose, and treat this disease and reduce the Opain and suffering of those it affects. CITY PROPERTY: Ordinance No.2020-11—Abandoning a Road Right-of-Way Shown on a Plat for Hammond's Ferry, Section A4, Dated December 3, 2019 in the City of North Augusta: Ordinance—Final Reading On the motion of Councilmember Presnell, second of Councilmember Carpenter, Council agreed to consider an ordinance to abandon a road right-of-way shown on a plat for Hammond's Ferry, Section A4, dated December 3, 2019 in the City of North Augusta. With no comments of citizens or Council,the ordinance was approved unanimously on final reading. CPlease see the text of the proposed ordinance is below: 3 ORDINANCE NO. 2020-11 C ABANDONING A ROAD RIGHT-OF-WAY SHOWN ON A PLAT FOR HAMMOND'S FERRY, SECTION A4, DATED DECEMBER 14, 2019, IN THE CITY OF NORTH AUGUSTA WHEREAS, at its regularly scheduled meeting of April 16,2020,the North Augusta Planning Commission considered the request of property owners, H.F. Developers, LLC,for the City to abandon a section of a platted road right-of-way adjoining their properties; and WHEREAS,the portion of road right-of-way requested to be abandoned is shown as Tracts A, B, C, D,F, G, and H, on a plat prepared for Hammond's Ferry, Section A4, by Cranston Engineering., dated December 14, 2019; and WHEREAS,the Planning Commission,after reviewing the request,determined that the subject abandoned right-of-way would not conflict with the City's Comprehensive Plan. Therefore, abandonment of the road right-of-way would be appropriate; and WHEREAS,upon completion of their review,the Planning Commission unanimously recommended to the City Council that the subject right-of-way be abandoned; and WHEREAS,the Planning Commission held a duly advertised public hearing on the requested abandonment on April 16,2020, for the purpose of receiving input from the public on the requested abandonment; and WHEREAS, following consideration of the recommendation from the Planning Commission and any input received at the public hearing, Mayor and Council have determined that it is appropriate that the City abandon any interest in the identified road Cright-of-way. NOW, THEREFORE,BE IT ORDAINED,by the Mayor and City Council in meeting duly assembled and by the authority thereof: I. That the section of platted but unopened and unnamed road right-of-way described herein is hereby abandoned, and II. Any abandoned right-of-way may be recombined with an adjacent property as allowed by state law. CITY CODE: Ordinance No. 2020-14—An Ordinance to Allow a Procedure for the City Council, Planning Commission, Board of Appeals and All Agencies of the City that Conduct Public Meetings to Conduct Such Meetings Electronically During Times of a Declared State of Emergency: Ordinance—Final Reading On the motion of Councilmember Carpenter, second of Councilmember Brooks, Council agreed to consider on ordinance on final reading to allow a procedure for the City Council, Planning CCommission,Board of Appeals and all agencies of the City that conduct public meetings to conduct 4 such meeting electronically during times of a declared State of Emergency.The final reading of the ordinance was approved with a 7-0 vote and not comments from citizens. Please see the tent of the proposed ordinance below: ORDINANCE NO. 2020-14 AN ORDINANCE TO ALLOW A PROCEDURE FOR THE CITY COUNCIL. PLANNING COMMISSION, BOARD OF APPEALS AND ALL AGENCIES OF THE CITY THAT CONDUCT PUBLIC MEETINGS TO CONDUCT SUCH PUBLIC MEETINGS ELECTRONICALLY DURING TIMES OF A DECLARED STATE OF EMERGENCY. WHEREAS,recent events have required that the City Government conduct certain public meetings electronically,in the present case as a result of the COVID-19 pandemic;and, WHEREAS, by way of an emergency Ordinance adopted by Mayor and Council at the April 6,2020 City Council meeting, a procedure was established to provide for the conducting of meetings electronically; and, WHEREAS, the Ordinance adopted at the April 6, 2020 meeting was adopted as C an emergency Ordinance that automatically expires on the sixty-first(61") day following the passing of same by the Council; and. WHEREAS, the Mayor and Council believe that in person, public meetings are preferable and desirable and that is the method by which the City should conduct business whenever possible; and WHEREAS, the City Council is hopeful that there will not be a need or necessity in the future to conduct electronic meetings, but is aware that circumstances could necessitate such electronic meetings; and WHEREAS, the City desires to be prepared for all circumstances related to the conducing of the business of the City. NOW, THEREFORE, BE IT ORDAINED in this meeting of the Mayor and City Council of the City of North Augusta,South Carolina,in meeting duly assembled and by the authority thereof,that: I. That during times of emergency with a declaration of emergency that includes the City of North Augusta, by the Governor of the State of South Carolina or a declaration/proclamation of emergency by the Mayor for the CCity of North Augusta, that public meetings may be conducted 5 C electronically, at the direction of the Mayor. Such meetings would be conducted as follows: Section 1. Standards for Electronic Meetings.The public bodies of the City are hereby authorized to conduct public meetings exclusively in electronic form, provided the medium for such meetings, whether telephonic, broadcast video, computer-based, or other electronic media, or any combination of these, and the conduct of the electronic meetings,allows for the following standards and practices to be met: (a) At the beginning of any electronic meeting, the presiding officer shall poll the members of the Public Body to confirm attendance, and any member of the Public Body attending by way of electronic media shall be considered present for the purpose of constituting a quorum. (b) Throughout the duration of the electronic meeting, all members of the Public Body, as well as any officials or staff required to speak at such meeting,must have the capability to be heard at all times by any other member of the Public Body and by the general public. (c) Any vote of the Public Body most be conducted by individual voice vote of the members of the Public Body, who shall verbally indicate their vote on any matter by stating"yay" or"nay". All individual votes Cshall be recorded by the clerk, secretary, or presiding officers, as appropriate. (d) Meetings shall be recorded or minutes kept in the same manner as an in-person meeting as required by the Act. (e) All members of the Public Body, officials, staff, and presenters should identify themselves and be recognized prior to speaking. Members of the Public Body shall strictly comply with the rules of the Public Body as they relate to procedural matters in order to preserve order and allow for the effectiveness of electronic meetings. (f) Electronic executive sessions shall be permitted in accordance with the provisions of the Act and the Public Body shall properly announce its reason for going into any executive session in conformance with Section 30-4-70 of the Act.Upon the entry into any electronic executive session, meeting minutes need not be kept and the electronic meeting utilized for such executive session may be held by (i) a separate telephonic,broadcast video,computer-based,or other electronic media, or any combination of these wherein the public shall not be permitted to participate, or (ii) on the initial telephonic, broadcast video, computer-based,or other electronic media,or any combination of these, Cwith the implementation of necessary participation or listening 6 C restriction, provide that in wither instance all members of the Public Body must have the capability to be heard at all times. (g) With respect to any electronic meeting, any public comment periods provided for by local ordinance,resolution,policy,or bylaws are hereby suspended. Members of the public may submit written public comments which shall be distributed to the members of the Public Body. Section 2. Suspension of Local Provisions. During the period of effectiveness of this Ordinance, providing for electronic meetings, any ordinance, resolution, policy, or bylaw of the Public Body that conflicts with the provisions hereof is suspended and shall be superseded hereby. Section 3. Effective Date. This ordinance shall become effective immediately upon its adoption on second and final reading. Section 4. Codification. This ordinance shall be included in the Code of Ordinances for the City of North Augusta in Section 2 Division 1. DONE, RATIFIED AND ADOPTED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF NORTH AUGUSTA, SOUTH CAROLINA, ON THIS DAY OF 2020. ITEM 9. ANNEXATION: Property Located at 207 West Five Notch Road Ordinance No. 2020-15 — To Change the Corporate Limits of North Augusta by Annexing ±1.95 Acres of Property Located at 207 West Five Notch Road and Owned by The Hammonds at Five Notch,LLC: Ordinance—Final Reading On the motion of Councilmember Brooks, second of Councilmember Presnell, Council agreed to consider an ordinance on final reading to change the corporate limits of North Augusta by annexing ±1.95 acres of property located at 207 West Five Notch Road and owned by The Hammonds at Five Notch, LLC. There were no comments from citizens or Council. The final reading was approved unanimously. Please see the text of the proposed ordinance below: ORDINANCE NO. 2020-15 TO CHANGE THE CORPORATE LIMITS OF THE CITY OF NORTH AUGUSTA BY ANNEXING± 1.95 ACRES OF PROPERTY LOCATED AT 207 WEST FIVE NOTCH ROAD AND OWNED BY THE HAMMONDS AT FIVE NOTCH, LLC. CWHEREAS,Section 5-3-150(3)of the Code of Laws of the State of South Carolina provides that: "Notwithstanding the provisions of subsections (1) and (2)of this section, any area 7 C or property which is contiguous to a municipality may be annexed to the municipality by filing with the municipal governing body a petition signed by all persons owning real estate in the area requesting annexation. Upon the agreement of the governing body to accept the petition and annex the area, and the enactment of an ordinance declaring the area annexed to the municipality, the annexation is complete"; and WHEREAS,the Mayor and City Council of the City of North Augusta,by adoption of Resolution No. 2020-16 dated May 18, 2020, accepted a Petition for Annexation and wish to annex the below described properties; and WHEREAS,the zoning classification recommended for the properties proposed for annexation has been reviewed for consistency with the Future Land Use Classification of the properties as specified in the Land Use Element of the North Augusta 2017 Comprehensive Plan; WHEREAS,the Hammonds at Five Notch,LLC,the current owner of record of the property, has submitted a Petition for annexation, dated February 18, 2020, requesting the City annex the described property; NOW, THEREFORE, BE IT ORDAINED by the Mayor and City Council of the City of North Augusta, South Carolina, in meeting duly assembled and by the authority thereof that: Cj 1. The following described property shall be annexed into the City of North Augusta: A±1.95 acre portion of the piece, parcel or tract of land, situate, lying and being partly within the corporate limits of the City of North Augusta, County of Aiken, State of South Carolina, containing ±5.4 acres and being shown as Tracts A & B on a plat made for Robert E. Kinsey, III by Joe L. Grant,R. L.S.,dated October 14, 1975,revised August 2, 1978,recorded in Misc.Book 257,Page 333 records of the RMC Office for Aiken County, South Carolina. Reference to said plat is hereby made for a more complete and accurate description of the property. Tax Map&Parcel No.: 006-12-01-002 The property to be annexed is also shown on a map identified as "Exhibit A"titled "Map of Property Sought to be Annexed to the City of North Augusta" dated January 13,2020, and prepared by the City of North Augusta. The property to be annexed shall be zoned R-7, Small Lot Single-Family Residential as shown on a map identified as "Exhibit B" titled"Zoning of Property Sought to be Annexed to the City of North Augusta." Said map is dated January 13, 2020 and prepared by the City of North Augusta. C IL All ordinances or parts of Ordinances in conflict herewith are,to the extent of such conflict,hereby repealed. 8 C III. This Ordinance shall become effective immediately upon its adoption on second and final reading. ITEM 10. ENGINEERING AND PUBLIC WORKS: Resolution No. 2020-18 — Authorizing the Temporary Use by Superior Construction Company of±1.0 Acres of Land Owned by the City of North Augusta for a Construction Laydown and Staging Yard Adiacent to the 5ts Street Bridge On the motion of Councilmember Dickert, second of Councilmember Toole, Council agreed to consider a resolution to authorize the temporary use by Superior Construction Company of±1.0 acres of land owned by the City of North Augusta for a construction laydown and staging yard adjacent to the 5i° Street Bridge. Councilmember Dickert made a motion to table the motion. The motion was seconded by Mayor Pettit. Council voted unanimously to table the resolution with no debate. The copy of the text of the tabled resolution is below: RESOLUTION NO. 2020-18 AUTHORIZING THE TEMPORARY USE BY SUPERIOR CONSTRUCTION COMPANY OF±1.0 ACRES OF LAND OWNED BY THE CITY OF NORTH AUGUSTA FOR A CONSTRUCTION LAYDOWN AND STAGING YARD ADJACENT TO THE 5TH STREET BRIDGE WHEREAS,the City of Augusta is preparing to perform structural and architectural rehabilitation of the 56 Street Bridge; and WHEREAS,Parcel 008-08-02-001,as shown on the attached Exhibit A,is adjacent to the 5a' Street Bridge, contains±4.27 acres and is owned by the City of North Augusta; and WHEREAS, Superior Construction Company, a project contractor,has requested temporary use of=L 1.0 acre portion of parcel-008-08-02-001 as a construction laydown and - staging yard during the life of the construction project, as outlined in the attached Exhibit B. NOW, THEREFORE,BE IT RESOLVED,by the Mayor and City Council for the City of North Augusta in meeting duly assembled and by the authority thereof that: The City of North Augusta agrees to permit Superior Construction Company the temporary use of the property as shown in Exhibit B, subject to the following conditions: C 9 1. Superior Construction Company agrees to provide adequate insurance coverage C on the property and to hold the City of North Augusta harmless from any and all liability claims;and 2. Superior Construction Company agrees that no clearing or grading of the site shall occur; and 3. Superior Construction Company agrees to apply for and obtain a Stormwater Management Permit from the City's Stormwater Management Department and to install appropriate sediment and erosion control features to protect the property during its use; and 4. Superior Construction Company agrees to install temporary fencing to limit public access to the property for the duration of use. Fencing along the road frontage shall be affixed with screen fabric; and 5. Following completion of the project, anticipated to be December 2021, but no later than March 30, 2022 without express written extension by the City, Superior Construction Company agrees to: a) Clear the property of all construction related materials and equipment; b) Re-grass any disturbed ground; Cc) Clean the property of materials potentially damaging to the environment; and d) Contract with a professional independent third party to perform an environmental assessment to certify that the property is environmentally clean. 6. The City of North Augusta shall reserve the right to terminate this agreement at any time,without cause. Superior Construction Company shall,within 60 days of receipt of such Notice of Termination, vacate the premises in accordance with#5 above. - DONE, RATIFIED AND ADOPTED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF NORTH AUGUSTA, SOUTH CAROLINA, ON THIS DAY OF ,2020. G 10 ITEM 11. ENGINEERING AND PUBLIC WORKS: Resolution No.2020-19— Authorizine the City of North Augusta to Enter into a Master Agreement for Professional Civil Engineering Services with Cranston Engineering Group.P.C. for the Downtown Greeneway Connector On the motion of Mayor Pettit, second of Councilmember Dickert, Council agreed to consider a resolution to authorize the City of North Augusta to enter in a Master Agreement for professional civil engineering services with Cranston Engineering Croup, P.C. for the Downtown Greeneway Connector. Councilmember Dickert stated he was glad the City is able to involve a local company on the project. With no comments from citizens, the resolution was unanimously approvalwith a 7-0 vote of Council. The text of the proposed resolution is below: RESOLUTION NO. 2020-19 AUTHORIZING THE CITY OF NORTH AUGUSTA TO ENTER INTO A MASTER AGREEMENT FOR PROFESSIONAL CIVIL ENGINEERING SERVICES WITH CRANSTON ENGINEERING GROUP, P.C. FOR THE DOWNTOWN GREENEWAY CONNECTOR WHEREAS, the City of North Augusta desires to retain the services of an C engineering firm to provide on-call design services related to the Downtown Greeneway Connector; and WHEREAS, eight firms responded to a "Request for Qualifications" and were reviewed by a committee consisting of the Tom Zeaser, Director of Engineering&Public Works; Rick Meyer, Director of Parks & Recreation; Rachelle Moody, Interim City Administrator; Bob Pettit, Mayor; and Fletcher Dickert, Councilmember, and WHEREAS, based upon the ranking of the £inns, it has been determined that the following firm should be engaged by contract for the purposes of performing such services: Cranston Engineering Group, P.C.; NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of North Augusta, South Carolina, in meeting duly assembled and by the authority thereof that the City is authorized to enter into a Master Agreement for Professional Civil Engineering Services with Cranston Engineering Group, P.C. for the provision of engineering design services related to the Downtown Greeneway Connector. BE IT FURTHER RESOLVED that the City Administrator is authorized to execute such documents as necessary to enter into said contract. ENGINEERING AND PUBLIC WORKS: Resolution No.2020-20— Authorizing the City of North Augusta to Execute Work Authorization No. 1 with Cranston Engineering Group. P.C. for Phase One of the Downtown Greeneway Connector On the motion of Councilmember Brooks, second of Councilmember Presnell, Council agreed to consider a resolution to authorize the City of North Augusta to execute Work Authorization No. 1 with Cranston Engineering Group, P.C. for Phase One of the Downtown Greeneway Connector. Thomas Zeasey Director of Engineering and Public Works,referred Council to attachment 12B of the meeting backup materials for the scope of work for Phase One. Councilmember Dickert commented this is more than a Greeneway project. It is also a streetscape project. Public comment periods are to be planned. The resolution was approved with a 7-0 vote. The text of the proposed resolution is below: RESOLUTION NO. 2020-20 C AUTHORIZING THE CITY OF NORTH AUGUSTA TO EXECUTE WORK AUTHORIZATION NO. 1 WITH CRANSTON ENGINEERING GROUP, P.C. FOR PHASE ONE OF THE DOWNTOWN GREENEWAY CONNECTOR WHEREAS, the Mayor and City Council selected Cranston Engineering Group, P.C. for on-call design services related to the Downtown Greeneway in Resolution 2020-19; and WHEREAS, Cranston Engineering Group, P.C., in consultation with the Director of Engineering &Public Works,has submitted a Scope of Work and Fee Proposal for Phase One of The Downtown Greeneway Connector. NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council of the City of North Augusta, South Carolina, in meeting duly assembled and by the authority thereof that the City Administrator is hereby authorized to execute Work Authorization No. I with Cranston Engineering Group, P.C. for engineering design services associated with Phase One of the Downtown Greeneway Connector, to sign agreements for services, approve change orders, make payments, and to sign all other documents related thereto, within the identified project budget. BE IT FURTHER RESOLVED that funding for this Work Authorization shall be from the Sales Tax 3 Fund and shall not exceed $150,000.00 without further City Council C Authorization. 12 DONE, RATIFIED AND ADOPTED BY THE MAYOR AND CITY O COUNCIL OF THE CITY OF NORTH AUGUSTA,SOUTH CAROLINA, ON THIS DAY OF 12020. ITEM 13. PARKS,RECREATION AND TOURISM: Resolution No. 2020-21 — Restoration of Hammonds Ferry Soccer Field On the motion of Councilmember Toole, second of Councilmember Brooks,Council agreed to consider a resolution to restore Hammonds Ferry Soccer Field. There were no comments from citizens or council. The resolution was approved with a 7-0 vote. The text of the proposed resolution is below: RESOLUTION NO. 2020-21 RESTORATION OF HAMMONDS FERRY SOCCER FIELD WHEREAS, the City of North Augusta in 2013 made a decision to use the Hammonds Ferry Soccer Field as a laydown for the construction of the new water reservoir and expansion of the water treatment facility; and WHEREAS, the City of North Augusta agreed that the Hammonds Ferry Soccer C Field would be restored to its prior condition pursuant to Parks & Recreation standards and procedures;and WHEREAS, after the completion of the work performed by M.B. Kahn Construction on the water reservoir and water plant expansion, the Utilities Construction fund balance for this project is $100,000; and WHEREAS, bids were requested for the purpose of restoring Hammonds Ferry Soccer field with: 1. Removal of surface rocks and debris. 2. Installation of automatic sports field irrigation system. 3. Installation of perimeter subsurface drainage. 4. Addition and blending of 4 inches of Fairway Plating sand to existing soil for root zone growing mix and to achieve desired finished grades. 5. WHEREAS, on May 7, 2020, scaled bids were received from 4 contractors, publicly opened,read aloud, and thereafter,all bids were reviewed; and WHEREAS, the qualifying low bid was submitted by Wilson Sports Turf, Lexington, South Carolina. The bid is in the amount of$88,650.00; and 13 WHEREAS, funding is available from the Utilities Construction fund balance to Crestore the soccer field; and WHEREAS,the Mayor and City Council of the City of North Augusta find that the awarding of such contract for the restoration of Hammond's Ferry Soccer Field is in the best interest of the City; and NOW THEREFORE BE IT RESOLVED: (1) That the Contract be awarded to Wilson Sports Turf for the sum of $88,650.00; (2) That the Interim City Administrator be authorized to execute all required documents; (3) That payment for said Contract be made from the Utilities Construction Fund. ECONOMIC DEVELOPMENT: Resolution No. 2020-22—A Resolution to Establish the Small Business Grant Program in Response to COVID-19 On the motion of Mayor Pettit, second of Councilmember Presnell,Council agreed to consider a resolution to establish the Small Business Grant Program in response to COVID- 19. Rachelle Moody, Interim City Administrator, discussed this resolution would reallocate C funds already appropriated in a fagade grant. There were no comments from citizens. Following a brief discussion of Council,the resolution was approved on the 6-1 vote. Councilmembers Brooks, Carpenter,McGhee,Presnell,Toole and Mayor Pettit voted to approve. Councilmember Dickert voted against. The text of the proposed resolution is below: RESOLUTION NO. 2020-22 A RESOLUTION TO ESTABLISH THE SMALL BUSINESS GRANT PROGRAM IN RESPONSE TO COVID-19 WHEREAS, the Mayor and City Council have discussed establishing a grant program to assist small businesses within the City of North Augusta limits that have been impacted by COVID-19; and WHEREAS, the Mayor and City Council previously funded and established an application process for the Fagade Improvement Program via Resolution 2017-10; and WHEREAS, $25,694 remains available for the Fagade Improvement Program;and WHEREAS, the Mayor and City Council have determined that a small business grant program is in the best interest of the City and should take precedence over the Fagade Improvement Program at this time due to the impacts of COVID-19 on the small business community. C 14 NOW, THEREFORE, BE IT RESOLVED by the Mayor and City Council of the OCity of North Augusta, in meeting duly assembled and by the authority thereof,that: 1. The Mayor and City Council do hereby establish the Small Business Grant Program and redirect $25,000 of the Fagade Improvement Program to the Small Business Grant Program in the Capital Projects Fund. 2. The Mayor and Interim City Administrator are hereby authorized to finalize the specifics of the program, to include the method of applying for such assistance and the proposed agreement to be entered into by the City with the business owner. 3. The Interim City Administrator is hereby authorized to proceed with the implementation of this program and to execute small business grant agreements in accordance with the application and agreement to include the execution of the small business grant agreement(s) when appropriate.
