STUDY SESSION
The study session for the City Council meeting of the City of North Augusta of November 18,
2019,having been duly publicized,was called to order by Mayor Pettit at 6:02 p.m. in the Council
Conference room on the third floor of the Municipal Center and adjourned at 6:43 p.m.
Per Section 30-4-80(e) notice of the meetings by email was sent out to the current maintained
"Agenda Mailout" list consisting of news media outlets and individuals or companies requesting
notification. Notice of the meetings was also posted on the outside doors of the Municipal Center,
the main bulletin board of the Municipal Center located on the first floor, and the City of North
Augusta website.
Members present were Mayor Pettit, Councilmembers Brooks, Carpenter, McGhee, Presnell,and
Toole. Councilmember Dickert was absent.
Also in attendance were Rachelle Moody, Interim City Administrator; Kelly F. Zier, City
Attorney; Richard E. Meyer, Director of Parks, Recreation, and Tourism, Cammie T. Hayes,
Director of Finance and General Services;John C. Thomas,Director of Public Safety; Thomas C.
Zeaseq Director of Engineering and Public Works; Lillian E. (Libby) Hodges, Director of
Planning and Development; J.D. McCauley, Manager of Human Resources; and Sharon Lamar,
City Clerk. The members of the public and the media were also in attendance.
ITEM 1. CITY COUNCIL AGENDA: Items on the November 18.2019 Council
Aeenda-Council Discussion
Minutes of Study Session of November 19,2019
Interim City Administrator,Rachelle Moody,led Council's discussion of the November 18,2019
C meeting agenda. She noted that Items 8-11 were second readings of ordinances related to the 2020
Budget adoption. There was discussion that while the text amendment for the Sign Ordinance
(Item 12) is not as comprehensive as all would like, there was a consensus that after tonight's
approval Council would continue to consider further amendments. Changes can also be included
in the 2020 revisions of the Development Code. During the discussion of the application to rezone
311 W. Martintown Road to Public Use(Item 13), Councilmember Toole encouraged Council to
proactively reach out to neighboring property owners during the construction process.
Councilmembers Brooks, Carpenter, and Presnell expressed agreement with Toole's thoughts to
allow input and consider suggestions. The remaining Items 14-16 were reviewed with no
discussion.
