Carpenter, Councilmember Fletcher L. Dickert, Councilmember David W. McGhee, Councilmember Eric H. Presnell, Councilmember Kevin W. Toole, Councilmember ORDER OFBUSINESS STUDY SESSION The study session for the City Council meeting of the City of North Augusta of November 4,2019, having been duly publicized, was called to order by Mayor Pettit at 6:02 p.m. in the Council Conference room on the third floor of the Municipal Center and adjourned at 6:39 p.m. Per Section 30-4-80(e) notice of the meetings by email was sent out to the current maintained "Agenda Mailout" list consisting of news media outlets and individuals or companies requesting notification. Notice of the meetings was also posted on the outside doors of the Municipal Center, the main bulletin board of the Municipal Center located on the first floor, and the City of North Augusta website. Members present were Mayor Pettit, Councilmembers Brooks, Carpenter, Dickert, McGhee, Presnell, and Toole. Also in attendance were Rachelle Moody, Interim City Administrator; Kelly F. Zier, City Attorney; Richard E. Meyer, Director of Parks, Recreation, and Tourism, Cammie T. Hayes, Director of Finance and General Services;John C. Thomas,Director of Public Safety; Thomas C. Zeaser, Director of Engineering and Public Works; Lillian E. (Libby) Hodges, Director of Planning and Development; James E. Sutton,Direct of Public Services; J.D. McCauley,Manager of Human Resources; and Sharon Lamar, City Clerk. The members of the public and the media were also in attendance. Mayor Pettit explained that there will be two Public Hearings for the proposed 2020 Budget. The first is tonight at 6:45 pm schedule and advertised according to the ten day notice required in the City Municipal Code. The second will follow and is scheduled on December 2, 2019 at 6:45 pm Minutes of Study Session of November 4,2019 to satisfy the State Statute requiring fifteen days' notice. Three readings of the 2020 Budget Ordinance are scheduled for November 4,2019,November 18,2019,and December 2,2019. The Cfinal Public Hearing will occur before the Budget is formally adopted. The Mayor also announced that he would be participating in the annual Veterans' Day Concert tonight sponsored by the North Augusta Cultural Arts Council. He may need to leave the Council Meeting early. If that should transpire, Mayor pro tem David McGhee will continue leading the meeting. ITEM 1 CITY COUNCIL AGENDA: Items on the November 4,2019 Council Agenda-Council Discussion Interim City Administrator, Rachelle Moody, led Council's discussion of the November 4, 2019 meeting agenda. The discussion began with Items 9 and 10,then continued with the budget related Items 5-8. Council identified the funding source for the one-year lease/purchase presented in RES 2019-34 for Lot 3 Country Club Hills Subdivision (Item 9) as the Administration Contingency Fund; $2600 will be designated for 2019 and$13,000 will be encumbered for 2020. Mayor Pettit also updated Council on a recent City-sponsored activity. Friday, November 1, the City partnered with area agencies to host the nineteenth annual EcoMeet held on-site at the Municipal Center and Brick Yard Ponds. Eighty middleschoolers representing fifteen area schools attended the day-long environmental education challenge. Teams competed at hands-on environmental testing stations. G The Mayor also reported that he had spoken with Rep. Bill Hixon this afternoon who had relayed the State of South Carolina will challenge the Corps' Lock and Dam decision in court.
