C STUDY SESSION
The study session for the City Council meeting of the City of North Augusta of October 28,2019,
having been duly publicized, was called to order by Mayor Pettit at 6:00 p.m. in the Council
Conference room on the front steps of the Municipal Center and adjourned at 7:08 p.m.
Per Section 30-4-80(e) notice of the meetings by email was sent out to the current maintained
"Agenda Mailout" list consisting of news media outlets and individuals or companies requesting
notification. Notice of the meetings was also posted on the outside doors of the Municipal Center,
the main bulletin board of the Municipal Center located on the first floor, and the City of North
Augusta website.
Members present were Mayor Pettit, Councilmembers Brooks, Carpenter, Dickert, McGhee,
Presnell, and Toole.
Also in attendance were Todd Glover, City Administrator;Kelly F. Zier, City Attorney;Lillian E.
(Libby) Hodges, Director of Planning and Development; John C. Thomas, Director of Public
Safety; and Sharon Lamar, City Clerk. Members of the public and the media were also in
attendance.
ITEM 1 PUBLIC SAFETY, Presentation of the New Fire Apparatus
GThe evening's Council meeting began on the Municipal Center's front steps as

recently acquired 2019 Pierce Saber fire truck. The apparatus was purchased with
capital project sales tax(CPST)funding.
GThe meeting reassembled in Council's Conference Room for the second part of
the Study Session. Mayor Pettit acknowledged Todd Glover and thanked him for
over seven years of service as City Administrator to the citizens and City of North
Augusta. This was Mr. Glover's last Council meeting before leaving to accept the
position of Chief Executive Offrcier at the Municipal Association of South
Carolina.
ITEM 2. ECONOMIC DEVELOPMENT: Main Street South Carolina Presentation
—Council Discussion
Before the Main Street South Carolina presentation began, Craig Caldwell with
Savannah River Nuclear Solutions (SRNS) gave North Augusta Forward a check
for $25,000 to continue the Main Street SC project. Since 2010 SRNS has
contributed$135,000 to North Augusta Forward for their Downtown development
intiative.
Representatives from Main Street South Carolina, Jenny Boulware and Irene
Tyson, shared a Brief History, Program Structure, and Next Steps. A Downtown
Roadmap was conducted in February 2019. That community assessment yielded
ideas for opportunities to energize and revitalize Downtown North Augusta. Ms.
Tyson stresses the concepts of"creative place making" and a"collective vision for
Cdowntown."
