STUDY SESSION
The study session for the City Council meeting of the City of North Augusta of September 9,2019,
having been duly publicized, was called to order by Mayor Pettit at 6:00 p.m. in the Council
Conference room on the third floor of the Municipal Center and adjourned at 8:30 p.m.
Per Section 30-4-80(e) notice of the meetings by email was sent out to the current maintained
"Agenda Mailout" list consisting of news media outlets and individuals or companies requesting
notification. Notice of the meetings was also posted on the outside doors of the Municipal Center,
the main bulletin board of the Municipal Center located on the first floor, and the City of North
Augusta website.
Members present were Mayor Pettit and Councilmembers Carpenter, Dickert, McGhee, Presnell,
and Toole. Councilmember Brooks was absent.
Also in attendance were B. Todd Glover, City Administrator; Rachelle Moody, Assistant City
Administrator; Kelly F. Zier, City Attorney; Lillian E. (Libby) Hodges, Director of Planning and
Development; J. D. McCauley, Manager of Human Resources; and Sharon Lamar, City Clerk.
Members of the public and media were also in attendance.
ITEM 1. PLANNING AND DEVELOPMENT: Wavtinding Sian Project — Council
ODiscussion
Libby Hodges, Director of Planning and Development, updated Council on the Wayfinding Sign
project. Council gave opinions on the options that were presented. Mayor Pettit also requested

input from the members of the media and citizens who were in attendance. Using Council's ideas
Cand encouragement,Ms. Hodges' department will continue the work on this project.
ITEM 2 PLANNING AND DEVELOPMENT: Plannime Commission
Recommendation: Signs-Text Amendment- Council Discussion
Libby Hodges, Director of Planning and Development, briefed Council on the Planning
Commission's recommendation to amend the City's Development Code Article 13: Signs. Ms.
Hodges shared that the Planning Commission's recommended changes to the Development Code
were needed to clarify some confusion and to address legal changes required due to a recent
Supreme Court ruling. Signs types were also recommended for projects under construction and
Downtown. Mayor and Council provided ideas to ensure the changes facilitate development
without impeding progress. Ms. Hodges will incorporate Council's suggestions with the Planning
Commission's recommendation and return an ordinance for Council's approval at a later date.
There being no further business, Council adjourned the meeting at 8:30 p.m.
