Toole, Councilmember ORDER OF BUSINESS STUDY SESSION MEETING The ENVISION 2019 (371h Annual Planning Session) Council/Staff Seminar, having been duly publicized,convened on Monday,August 26, at 8:00 A.M., at the Crowne Plaza Hotel located at 1060 Center Street, North Augusta, South Carolina; recessing at 5:00 P.M.; after attending the North Augusta Chamber of Commerce "Good Morning, North Augusta" breakfast/legislative update at the Municipal Center Palmetto Terrace from 7:30 A.M. until 9:00 A.M on Tuesday, August 27, 2019 reconvening at 9:30 A.M. and adjourning at 4:30 P.M. Members present were Mayor Pettit and Councilmembers Brooks, Carpenter, Dickert, McGhee, Presnell, and Toole. Councilmember Dickert was not present for the A.M. meeting portions on August 26 or 27, 2019. Also in attendance were B. Todd Glover, City Administrator; Rachelle Moody, Assistant City Administrator; Kelly F. Zier, City Attorney; Cammie T. Hayes, Director of Finance; Richard L. Meyer, Director of Parks, Recreation, & Tourism; John C. Thomas, Director of Public Safety; Thomas C.Zeaser,Director of Engineering and Public Works;James E. Sutton,Director of Public Services; Lillian E. (Libby) Hodges, Director of Planning and Development; JD McCauley, Manager of Human Resources; Chuck Usry, Manager of Information Technology; and Sharon Lamar, City Clerk. Members of the public and media were also in attendance. August 26 and 27,2019 Page 2 ITEM 1. ENVISION 2019 CMayor Pettit and Rachelle Moody led the City leadership in an exercise to cast a Vision for the future of North Augusta. Presentations were made by City Staff followed by discussion among members of City Council and staff. A presentation was also given by Todd Glover and Walter Goldsmith of First Tryon Advisors regarding Public Safety Headquarters on Monday, August 26, 2019. At the conclusion of the seminar City Council concluded with input which will serve as a guide for future planning,budgeting and actions by staff. Topics of presentations and discussions included: "Casting Our Vision for the City of North Augusta" "Envisioning Procurement" "Envisioning an Efficient,Productive Workforce" "Envisioning Animal Services" "Envisioning Recycling Services" "Envisioning Public Safety Headquarters" "Envisioning Growth through Economic Development" "Envisioning Growth through Annexation" "Envisioning Support of Growth" "Envisioning Growth for Parks Recreation and Tourism" O ITEM 2. ENVISION 2019—Executive Session In compliance with Title 30,Chapter 4 of the South Carolina Code upon the request of the City Administrator and on motion by Councilmember McGhee, second by Councilmember Toole,Council voted unanimously to go into executive session for the purpose of the following: (2) Discussion of negotiations incident to proposed contractual arrangements and proposed sale or purchase of property, the receipt of legal advice where the legal advice relates to a pending,threatened, or potential claim or other matters covered by the allomey-client privilege, settlement of legal claims, or the position of the public agency in other adversary situations involving the assertion against the agency of a claim. Re: Contractual matters related to a water source And Re: Contract related to land purchase for Public Safety Station 2 Also in attendance were Cammie Hayes,Director of Finance and General Services; John Thomas,Director of Public Safety;James Sutton,Director of Public Services; and JD McCauley,Manager of Human Resources. On motion of Councilmember McGhee, second by Councilmember Presnell, the Oexecutive session was adjourned. There was no action to report out.
