ORDER OF BUSINESS
The study session for the City Council of the City of North Augusta of July 22,2019,having been
duly publicized,was called to order by Mayor Pettit at 6:02 p.m. in Council Chambers on the third
floor of the Municipal Building and adjourned at 7:17 p.m.
Per Section 30-4-80(e) notice of the meeting by email was sent out to the current maintained
"Agenda Mailout" list consisting of news media outlets and individuals or companies requesting
notification. Notice of the meeting was also posted on the outside doors of the Municipal Center,
the main bulletin board of the Municipal Center located on the first floor, and the City of North
Augusta website.
Members present were Mayor Pettit and Councilmembers Brooks, Carpenter, Dickert, McGhee
and Presnell. Councilmember Toole was absent; however, did participate in real time via a
conference call.
Also in attendance were B. Todd Glover, City Administrator; Kelly F. Zier, City Attorney; John
C. Thomas, Director of Public Safety; Lillian E. (Libby) Hodges, Director of Planning and
Development; J. D. McCauley, Manager of Human Resources; and Sharon Lamar, City Clerk.
Members of the public and media were also in attendance.
ITEM 1. PUBLIC SAFETY: Discussion of Alternate Sitine of the Fire Station
CMayor Pettit began the discussion by reminding Council and citizens that no decision would be
made and no action would be taken in study session. He also stated that Council is of the
unanimous opinion that Public Safety Station 1 should be located in a centralized location or"on

the hill'; therefore, the study session would only include discussion of the Flythe property at the
C comer of Georgia Avenue and Observatory Avenue and the property at 311 W. Martintown Road.
City Administrator, Todd Glover, was called upon to present again the properties that have
formerly been considered. In that presentation, coverage areas, property specifics and property
appraisals were shared. Council members voiced their opinions and concerns for both properties.
There was consensus with Council that if 311 W. Marfintown Road were to be purchased then the
Flythe property must be sold. Council members also shared comments as to whether Public Safety
Headquarters and Public Station 1 should be built together at the same location or built separately.

There being no further discussion, no decisions made and no actions taken, the study session of
the City Council adjourned at 7:17 p.m.
