ORDER OF BUSINESS
The study session for the City Council meeting of the City of North Augusta of July 15, 2019,
having been duly publicized, was called to order by Mayor Pettit at 6:03 p.m. in the Council
Conference room on the third floor of the Municipal Center and recessed at 6:58 p.m. for the
regular City Council meeting. After reconvening the Executive Session following that meeting,
Council adjourned at 9:15 p.m.
Per Section 30-4-80(e) notice of the meetings by email was sent out to the current maintained
"Agenda Mailout" list consisting of news media outlets and individuals or companies requesting
notification. Notice of the meetings was also posted on the outside doors of the Municipal Center,
the main bulletin board of the Municipal Center located on the first floor, and the City of North
Augusta website.
Members present were Mayor Pettit and Councilmembers Carpenter, Dickert, McGhee, Presnell,
and Toole. Councilmember Brooks was absent.
Also in attendance were B. Todd Glover, City Administrator; Rachelle Moody, Assistant City
Administrator; Kelly F. Zier, City Attorney; Cammie T. Hayes, Director of Finance; Richard L.
Meyer; Director of Parks, Recreation and Tourism; Thomas C. Zeaser, Director of Engineering
and Public Works;James E. Sutton,Director of Public Works;Lillian E.(Libby)Hodges,Director
of Planning and Development;J.D.McCauley,Manager of Human Resources;and Sharon Lamar,
OCity Clerk. Members of the public and media were also in attendance.

O ITEM 1 CITY COUNCIL AGENDA: Items on the July 15, 2019 Council Agenda —
Council Discussion
Council reviewed items scheduled on the agenda for the July 15, 2019 City Council meeting.
ITEM 2 CITY PROPERTY: Surplus Property—Council Discussion
City administrator, Todd Glover, shared with Council a request for city surplus property. Mr.
Phuong Nguyen has requested to purchase undeveloped City property that is adjacent to the City's
cemetery, Sunset Hill Cemetery, and property that Mr. Nguyen owns. Council directed the City
Administrator to gage interest in purchase to expand the cemetery with area funeral directors
before other plans are executed.
Please see ATTACHMENT#2 for a map and information about the request.
ITEM 3 LEGAL: Executive Session—Request of the City Attorney
In compliance with Section 30-4-70 (a) (2) the City Attorney requested an executive session for
the purpose of:
(2) Discussion of negotiations incident to proposed contractual arrangements and
proposed sale or purchase of property,the receipt of legal advice where the legal advice
O relates to a pending,threatened, or potential claim or other matters covered by the
attorney-client privilege, settlement of legal claims, or the position of the public agency
in other adversary situations involving the assertion against the agency of a claim.
By motion of Councilmember Dickert, second by Councilmember Toole, Council unanimously
voted to enter into Executive Session at 6:17 p.m. Also in attendance were Assistant City
Administrator-Rachelle Moody, Director of Finance- Cammie Hayes, Director of Planning and
Development-Libby Hodges, HR Manager-J.D. McCauley; and City Clerk-Sharon Lamar.
(a.)Discussion is related to the Fire Station 1 facility.
With a motion from Councilmember McGhee, second of Councilmember Carpenter, at 6:58 p.m.
Council agreed to recess from Executive Session and return after the regular Council meeting.
Upon returning to open session,there was no report coming out and council did not take action
on matters discussed in executive session.

Following the regular Council meeting, Council returned to Executive Session at 8:32 p.m.
Director of Parks, Recreation and Tourism-Rick Meyer joined the previously assembled group
for the discussion of the proposed Senior Center.

(b) Discussion is related to the proposed Senior Center.

By motion of Councilmember Toole, second by Councilmember Presnell, Council adjourned
O from Executive Session. Again, there was no report coming out and council did not take action
on matters discussed in executive session.

I wanted to reach out to you to see how I can purchase a property from the city. Please refer to the attached
picture for the subject property.
As you can see it is landlocked and right behind my recently acquired property at 604 Alta Vista Avenue. I'm
planning to revitalize the area by adding additional higher-end homes.
I came by your office the other day but you weren't there and Sharon has mentioned she'll forward the
information. I would like to meet you in person and have a formal introduction as I am investing in the city of
North Augusta. Please let me know when you'll be available to meet. We can meet at your office or over lunch
if you like. I already have an appointment with the planning department this Thursday at 10:30 am. So anytime
around then would be perfect.
