ORDER OF BUSINESS
REGULAR MEETING
The regular meeting the City Council of the City of North Augusta of June 17, 2019 having been
duly publicized, was called to order by Mayor Pettit at 7:04 p.m. and adjourned at 7:34 p.m. Per
Section 30-4-80(e)notice of the meeting by email was sent out to the current maintained"Agenda
Mailout"list consisting of news media outlets and individuals or companies requesting notification.
Notice of the meeting was also posted on the outside doors of the Municipal Center, the main
bulletin board of the Municipal Center located on the first floor, and the City of North Augusta
website.
Mayor Pettit rendered the invocation and the Pledge of Allegiance.
Members present were Mayor Pettit and Councilmembers Brooks, Carpenter, Dickert, McGhee,
Presnell, and Toole.
Also in attendance were B.Todd Glover,City Administrator;Kelly F.Zier,City Attorney;Cammie

Members of the public and media were also present.
The minutes of the regular meeting and study session of June 3, 2019 were approved by general
consent.
ITEM 5. ENGINEERING & PUBLIC WORKS: Ordinance No. 2019-04—Amending
Chapter 6, Articles II, IV, and V of the City Code of the City of North Augusta,
South Carolina. Ordinance: Third and Final Reading
On motion of Councilmember Presnell, second by Councilmember Carpenter,the
ordinance to amend Chapter 6,Articles II, V, and IV of the City Code of the City of
North Augusta was unanimously passed on third reading.

OF THE CITY CODE OF THE
CITY OF NORTH AUGUSTA, SOUTH CAROLINA
O BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF
NORTH AUGUSTA, SOUTH CAROLINA, IN MEETING DULY ASSEMBLED AND BY THE
AUTHORITY THEREOF, THAT:
I. Chapter 6, Article II, entitled "Standard Construction Codes," is hereby amended,
and when amended shall read as follows:
ARTICLE II. STANDARD CONSTRUCTION CODES
Section 6-8. Standard Codes Adopted; where filed.
In accordance with laws of the State of South Carolina requiring mandatory adoption by reference
the latest editions of nationally recognized codes and the standards referenced in those codes for
regulation of construction,the codes listed below,including Chapter 1 "Scope and Administration",
and any modifications approved by the South Carolina Building Codes Council (BCC) are hereby
adopted. The codes and all amendments thereto are adopted in their entirety by reference as though
they were set out herein at length. Excluded are the specific appendices listed for each code. A
copy of each standard code shall remain on file in the Office of the City Clerk.

All codes are mandatory with the exception of the International Property Maintenance Code and the International
Existing Building Code which are permissive codes.
The National Electrical Code is published by the National Fire Protection
Association, Inc.

amended, and when amended shall read as follows:
ARTICLE IV. MISCELLANEOUS CONSTRUCTION PROVISIONS
Section 6-20. Homeowner doing own work
Homeowners may obtain permits, hire subcontractors and perform work conforming with the
adopted building codes as is outlined in South Carolina Code of Laws Title 40 Chapter 59 Section
260.

Industries demonstrating in-house capabilities for electrical installation and
maintenance work may be allowed to do so under permitting procedures
established by the city.Nothing herein shall waive any requirement from the
standard codes adopted within this chapter. Where the total cost of said work
exceeds$5000.00, appropriate permits must be obtained by a South Carolina

C licensed contractor as is required by South Carolina Code of Laws Title 40 Chapter
1 I Section 30.

III. Chapter 6, Article V, entitled "Building Codes Board of Appeals" is hereby
amended, and when amended shall read as follows:
ARTICLE V. BUILDING CODES BOARD OF APPEALS*

Sec. 6-33. -Variations and modifications.
(a) The building codes board of appeals, when so appealed to and after a
hearing, may vary the application of any provision of these codes to any particular
case when,in its opinion,the true intent of the building code or rules legally adopted
thereunder have been incorrectly interpreted,the provisions of this code do not fidly
C apply,or an equally good or better form of construction is proposed. The board shall
have no authority to waive requirements of this code.
(b) A decision of the building codes board of appeals to vary the application
of any provision of these codes or to modify an order of the city official shall specify
in what manner such variation or modification is made, the conditions upon which
it is made, and the reasons therefor.

ITEM 6 PERMIT: Resolution No. 2019-18—To Authorize the Issuing of a Parade
Permit to Mark Leary of Communications Workers of America Local 3207
for an Informational Picket on Knox Avenue on June 24.2019
On motion of Councilmember Dickert, second of Councilmember Toole,Council
approved a parade permit to Mark Leary of Communications Workers of America
Local 3207 for an informational picket on Knox Avenue on June 24, 2019 with no
dissenting votes.
The text of the resolution is below:
RESOLUTION NO. 2019-18
TO AUTHORIZE THE ISSUING OF A PARADE PERMIT TO
C MARK LEARY OF COMMUNICATIONS WORKERS OF AMERICA LOCAL 3207 TO
CONDUCT AN INFORMATIONAL PICKET
IN FRONT OF THE AT&T BUILDING AT 1702 KNOX AVENUE ON JUNE 24. 2019
WHEREAS, Mark Leary has requested a permit to hold an informational picket to
inform the public about the bargaining between the Communication Workers of America and
AT&T; and
WHEREAS, the request is to hold the informational picket in front of the AT&T
Building at 1702 Knox Avenue; and
WHEREAS,the participation will include no more than 15 people; and
WHEREAS,the event will begin at 6:30 AM and to end by 8:00 AM; and
WHEREAS, the Mayor and City Council have reviewed the request and find that
the parade or demonstration applied for, at the time requested and upon the sidewalk as set forth in
the application is not detrimental to the health, safety, welfare or convenience of the residents of
the City or other parties making use of the sidewalks; and
WHEREAS, such request has been timely made and complies with the Code of
COrdinances for the City of North Augusta.

C NOW THEREFORE, BE IT RESOLVED by the Mayor and City Council of the
City of North Augusta, South Carolina, in meeting duly assembled and by the authority thereof,
that the request for a permit is approved w follows:
1. Time: Approx. 6:30 AM until 8:00 AM
2. Date: June 24, 2019
3. Location: in front of the AT&T Building at 1702 Knox Avenue.
4. Special Conditions: The participants will walk in single file on the sidewalk and not
impede or prevent utilization of the sidewalk by other citizens.
5. Bond not required

B. Council Comments:
City Administrator Glover announced that Dr. Sara Pizano with Team Shelter USA will visit
the City on Monday,June 24th for an assessment of the City's Animal Control Department. On
Tuesday, June 25"Dr. Pizano will host a public meeting at 6:00 p.m. in Council Chambers to
share her observations and best practices. She will suggest opportunities for growth and
gathering resources. The public is invited and encouraged to attend.
City Administrator, Todd Glover, introduced and welcomed the new Assistant City
Administrator, Rachelle Moody. Ms. Moody brings over 12 years of public administration
leadership experience, including her most recent role as Assistant to the City Administrator in
the City of Cayce, South Carolina. She has also served in similar position in West University
Place,Texas. She holds a Master of Public Administration and a Bachelor of Science, Criminal
Justice& Sociology from Wichita State University. Ms. Moody will begin serving the City of
North Augusta, Monday, June 24,2019.
